It seeks to differentiate itself as distinct from the political ideologies of the New Right and Old Left. Though commonly linked to the US Democratic Party in the Clinton era, it can also be traced to the political discourses in European social democratic parties during the mid-1990s, most notably in France, Germany, the Netherlands, and the United Kingdom. In social policy terms the model attempts to transcend the old alternatives of the state and the market. Instead, civil society, government, and the market are viewed as interdependent and equal partners in the provision of welfare, and the challenge for government is to create equilibrium between these three pillars. The individual is to be 'pushed' towards self-help, and independent, active citizenship, while business and government must contribute to economic and social cohesion. This book provides a comprehensive and critical analysis of 'Third Way' social policy and policy processes in the welfare systems of industrialized economies, and examines the extent to which 'Third Way' ideology and institutional structures converge or vary in different national settings. It examines substantive areas of public policy in a broad comparative context of key trends and debates. By assessing the extent to which the post-war social contract in developed welfare states is being renegotiated, the text contributes to a better understanding of the current restructuring and modernization of the State. The search for social democracy has not been an easy one over the last three decades. The economic crisis of the 1970s, and the consequent rise of neo-liberalism, confronted social democrats with difficult new circumstances: tax-resistant electorates, the globalisation of capital and Western deindustrialisation. In response, a new bout of ideological revisionism consumed social democratic parties. But did this revisionism simply amount to a neo-liberalisation of the Left or did it propose a recognisably social democratic agenda? Were these ideological adaptations the only feasible ones or were there other forms of modernisation that might have yielded greater strategic dividends for the Left? Why did some social democratic parties feel it necessary to take their revisionism much further than others? In search of social democracy brings together prominent scholars of social democracy to address these questions. Focusing on the social democratic heartland of Western Europe (although Australia and the United States also figure in the analysis), it gives the first detailed assessment of how the new social democratic revisionism has fared in government. The book begins by considering the underlying causes of the end of social democracy’s golden age and the magnitude of the challenges faced by social democratic parties after the 1970s. It then proceeds to examine detailed case studies of how particular social democratic parties responded to this changed political terrain. Finally, it contributes to a broader conversation about the future of social democracy by considering ways in which the political thought of ‘third way’ social democracy might be radicalised for the twenty-first century. The volume argues that the welfare state informed and altered basic questions of democracy and its relationship to capitalism. These questions were especially important for West Germany, given its recent experience with the collapse of capitalism, the disintegration of democracy, and National Socialist dictatorship after 1930. Three central issues emerged. First, the development of a nearly all-embracing set of social services and payments recast the problem of how social groups and interests related to the state, as state agencies and affected groups generated their own clientele, their own advocacy groups, and their own expert information. Second, the welfare state blurred the line between state and society that is constitutive of basic rights and the classic world of liberal freedom; rights became claims on the state, and social groups became integral parts of state administration. Third, the welfare state potentially reshaped the individual citizen, who became wrapped up with mandatory social insurance systems, provisioning of money and services related to social needs, and the regulation of everyday life. Peter C. Caldwell describes how West German experts sought to make sense of this vast array of state programs, expenditures, and bureaucracies aimed at solving social problems. Coming from backgrounds in politics, economics, law, social policy, sociology, and philosophy, they sought to conceptualize their state, which was now social (one German word for the welfare state is indeed Sozialstaat), and their society, which was permeated by state policies.
