Nowhere is this more evident than in the Syria ruled by the Asads, both Hafiz and his son Bashar. Drawing on the example of the General Union of Syrian Women (founded in 1967), Esther Meininghaus offers new insights into how the Syrian Ba'thist regimes attempted to move beyond mere satisfaction with the compliance of the citizenry and to consolidate their rule amongst the local population. Meininghaus argues that this was partially achieved through providing welfare services delivered by the Union as one of the state-led mass organisations. In this way, she suggests, these regimes did not only aim to undermine opposition and to create the illusion of consent, but they factually catered to local needs and depended on consent. Based on archival material, interviews and statistics, Creating Consent in Ba'thist Syria will shed new light on mass organisations as a crucial institution of Ba'thist state building and, more broadly, the construction of the Asad regimes.

The Syrian crisis and its political, economic and demographic consequences on Lebanon have increased these tensions. This atlas sheds light on these new challenges and adds new data that complete the analyses already published in the Atlas du Liban. Territoires et société (Atlas of Lebanon. Territories and Society) released in 2007 by the same research team. Some of its components are included in this edition. Beyond the international regional crisis and the population movements, it takes into account Lebanon’s socio-economic dimensions, the environmental issues linked to uncontrolled urbanization and to natural risks, as well as conflicts due to local territorial management. This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. Lebanon is once again perceived as a territory divided between multiple allegiances. The second chapter is devoted to the analysis of population dynamics, despite the lack of reliable data whose sources are subject to discussion. Book excerpt: For almost nine decades, since their mass-resettlement to the Levant in the wake of the Genocide and First World War, the Armenian communities of Lebanon and Syria appear to have successfully maintained a distinct identity as an ethno-culturally diverse group, in spite of representing a small non-Arab and Christian minority within a very different, mostly Arab and Muslim environment. The author shows that, while in Lebanon the state has facilitated the development of an extensive and effective system of Armenian ethno-cultural preservation, in Syria the emergence of centralizing, authoritarian regimes in the 1950s and 1960s has severely damaged the autonomy and cultural diversity of the Armenian community. Since 1970, the coming to power of the Asad family has contributed to a partial recovery of Armenian ethno-cultural diversity, as the community seems to have developed some form of tacit arrangement with the regime. In Lebanon, on the other hand, the Armenian community suffered the consequences of the recurrent breakdown of the consociational arrangement that regulates public life. In both cases the survival of Armenian cultural distinctiveness seems to be connected, rather incidentally, with the continuing 'search for legitimacy' of the state.

By the end of 2015, more than 7.6 million of the country’s people had been internally displaced and 4.3 million were registered refugees. The number of internally displaced persons and refugees amounts to about half of Syria’s precrisis population. Thousands have died while trying to reach safety. Due to the large humanitarian response, there is now a wealth of available information on refugees’ income and expenses, food and nutrition, health, education, employment, vulnerability, housing, and other measures of well-being. These data have been little explored, as humanitarian organizations face daily challenges that make the full use of existing data very difficult. The Welfare of Syrian Refugees: Evidence from Jordan and Lebanon aims to assess the poverty and vulnerability of these refugees and evaluate existing and alternative policies designed to help them. The authors find that current policies, including cash transfers and food vouchers, are effective in reducing poverty, but fail to lead to— nor are they designed to yield—economic inclusion and self-reliance. Those goals would require a different humanitarian and development paradigm, one that focuses on growth policies for areas affected by refugees where the target population has a mix of refugees and hosting populations. This volume is the result of the first comprehensive collaboration between the World Bank Group and the United Nations High Commissioner for Refugees (UNHCR) and aims to better understand and ultimately improve the well-being of Syrian refugees living in Jordan and Lebanon.

This is the dramatic argument at the heart of Anne Marie Baylouny's When Blame Backfires. Baylouny examines the effects on Jordan and Lebanon of hosting huge numbers of Syrian refugees. How has the populace reacted to the real and perceived negative effects of the refugees? In thought-provoking analysis, Baylouny shows how the demographic changes that result from mass immigration put stress on existing problems in these two countries, worsening them to the point of affecting daily lives. One might expect that, as a result, refugees and minorities would become the focus of citizen anger. But as When Blame Backfires demonstrates, this is not always the case. What Baylouny exposes, instead, is that many of the problems that might be associated with refugees are in fact endemic to the normal routine of citizens' lives. The refugee crisis exacerbated an already dire situation rather than created it, and Jordanians and Lebanese started to protest not only against the presence of refugees but against the incompetence and corruption of their own governments as well. From small-scale protests about goods and public services, citizens progressed to organized and formal national movements calling for economic change and rights to public services not previously provided. This dramatic shift in protest and political discontent was, Baylouny shows, the direct result of the arrival of Syrian refugees.

Book excerpt: COVID-19 is one of multiple crises to have hit the Middle East and North Africa (MENA) region in the decade following the Arab Spring. War, oil price declines, economic slowdowns, and now a pandemic are tearing at the social fabric of a region characterized by high rates of unemployment, high levels of informality, and low annual economic growth. The economic costs of the pandemic are estimated at about US$227 billion, and fiscal support packages across MENA are averaging 2.7 percent of GDP, putting pressure on already weak fiscal balances and making a quick recovery challenging. Even before the COVID-19 pandemic, MENA was the only region in the world experiencing increases in poverty and declines in life satisfaction. Distributional Impacts of COVID-19 in the Middle East and North Africa Region investigates how COVID-19 changed the welfare of individuals and households in the region. It does so by relying on phone surveys implemented across the region and complements these with microsimulation exercises to assess the impact of COVID-19 on jobs, income, poverty, and inequality. The two approaches complement and corroborate each other's results, thereby making the findings more robust and richer. This report's results show that, in the short run, poverty rates in MENA will increase significantly and inequality will widen. A group of 'new poor' is likely to emerge that may have difficulty recovering from the economic consequences of COVID-19. The report adds value by analyzing newly gathered primary data, along with projections based on newly modeled micro- and macrosimulations, and by identifying key issues that policy makers should focus on to enable a quick, inclusive, and sustained economic recovery.
