Book excerpt: National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Book excerpt: This new work defines national security strategy, its objectives, the problems it confronts, and the influences that constrain and facilitate its development and implementation in a post-Cold War, post-9/11 environment. The authors note that making and implementing national strategy centers on risk management and present a model for assessing strategic risks and the process for allocating limited resources to reduce them. The major threats facing the United States now come from its unique status as "the sole remaining superpower" against which no nation-state or other entity can hope to compete through conventional means. The alternative is what is now called asymmetrical or fourth generation warfare. Drew and Snow discuss all these factors in detail and bring them together by examining the continuing problems of making strategy in a changed and changing world. Originally published in 2006.

Available in PDF, EPUB and Kindle. Book excerpt: This nation‘s Cold War and Global War on Terror defense structures need an update. U.S. Naval Power in the 21st Century provides such a framework for the changed world we live in, offering a detailed roadmap that shows how the United States can field a war-winning fleet that can also compete aggressively in peacetime against dangerous competitors unlike any the nation has faced before. Brent Sadler presents a compelling new strategy and organizing approach that he calls naval statecraft, which acknowledges the centrality and importance of the maritime domain. While similar in scale and scope to Cold War containment strategies against the Soviets, naval statecraft is much more. It must be to challenge China‘s involvement in global supply chains, which gives that country significant financial heft and influence around the world. Unlike what existed during of the Cold War, however, Sadler provides a unique vision for competing with China and Russia. Rather than simply calling for better coordinated U.S. diplomacy, military operations, and economic statecraft, Sadler argues for integrating the levers of national power coherently and in a sustainable way. This is no small feat, and his approach is informed by a long career rich in working with various agencies of government, foreign militaries (including hostile ones), and our allies. It is an approach imminently appropriate to our times but comes with a realization that the nation is not ready for the competition it faces from China and Russia. The book is a valuable contribution to the national debate over how best to respond to China‘s rise and Russia‘s antagonisms.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first academic study of India's emerging maritime strategy, and offers a systematic analysis of the interplay between Western military thought and Indian maritime traditions. By a quirk of historical fate, Europe embarked on its Age of Discovery just as the main Asian powers were renouncing the sea, ushering in centuries of Western dominance. In the 21st century, however, Asian states are once again resuming a naval focus, with both China and India dedicating some of their new-found wealth to building powerful navies and coast guards, and drawing up maritime strategies to govern the use of these forces. The United States, like the British Empire before it, is attempting to manage these rising sea powers while preserving its maritime primacy. This book probes how India looks at the sea, what kind of strategy and seagoing forces New Delhi may craft in the coming years, and how Indian leaders may use these forces. It examines the material dimension, but its major premise is that navies represent a physical expression of a society's history, philosophical traditions, and culture. This book, then, ventures a comprehensive appraisal of Indian maritime strategy. This book will be of interest to students of sea power, strategic studies, Indian politics and Asian Studies in general. James R. Holmes is an Associate Professor of Strategy at the U.S. Naval War College and a former U.S. Navy surface warfare officer. Toshi Yoshihara is an Associate Professor in the Strategy and Policy Department at the Naval War College. Andrew C. Winner is Professor in the Strategic Research Department at the U.S. Naval War College.

Book excerpt: Submariners are a tight knit group of men bound together by training and experience, and with a language all their own. That language is perhaps a little vulgar, but never intentionally demeaning, and a little irreverent but still worldly. This work is an attempt to preserve and explain some of these curious guys who so proudly wear a shiny metal pin that looks like a strange pair of fish on their left breast. This process of accumulating this new language begins in Boot Camp, and is added to with every change of duty station the sailor undergoes. It is heard aboard the boats and, unknowingly, by family members who can't understand terms like head, deck, and overhead, and who think SOS is a distress signal.

Book excerpt: This book examines the burning issues facing today's Navy and Congress. Although rapid progress in aircraft and bombing technology has caused some to question the viability of naval warfare, the role of the navy has actually grown. The Navy is able to move an astonishing amount of firepower to any corner of the globe and once there, project formidable threats or punishing misery on an opposing power. The navy has shown that it can adapt to a new world. The book also includes an important history of the US Navy. Book excerpt: Although the RMA has been the subject of much discussion in the United States for over a decade, it has not received the same level of analytic attention in Canada and other NATO and allied countries. Sloan examines the RMA in the context of Canada, Australia, France, Germany, and the United Kingdom in addition to assessing the transformation efforts of the United States Military. She concludes that small and medium military powers such as Canada must, at a minimum, take selected, concrete measures to maximize their military capabilities through the RMA if they are to avoid operational and political marginalisation in the promotion of international peace and security.
