Book excerpt: Excerpt from Agricultural Nonpoint Source Pollution and Economic Incentive Policies: Issues in the Reauthorization of the Clean Water Act No single policy is likely to be able to effectively control all nps pollution. Economic incentive policies may work well in some cases, but command-and-control practices will be more effective in others. Thus, an ideal nps pollution-control strategy would include a variety of policy instruments and the simultaneous use of multiple instruments. The increasing problem of agricultural nonpoint source pollution requires complex solutions. Agricultural Nonpoint Source Pollution: Watershed Management and Hydrology covers the latest techniques and methods of managing large watershed areas, with an emphasis on controlling non-point source pollution, especially from agricultural run-off. Written by leading experts, the book includes topics such as: nitrate and phosphorus pollution, pesticide contamination, erosion and sedimentation, water-table management, and watershed management. The authors discuss the effects of agricultural run-off - one of the most intransigent problems now faced by environmental engineers and hydrologists. They explore each issue with an eye towards the integrated management of water quality and water resources over a defined area or region. This single-source reference gives you a complete understanding of the whats, whys, and hows of nonpoint source pollution - and more importantly of how to monitor and manage it. Agricultural Nonpoint Source Pollution: Watershed Management and Hydrology provides a broad but detailed overview that helps you to comprehend the intricacies of the problem and puts you on the path to finding the answers.

Book excerpt: Nonpoint-source pollution (NPSP) poses a special challenge to society's ability to manage its collective environmental good - especially surface and groundwater quality. Since there is no `point', such as an outfall pipe, from which the pollution is being discharged and can be measured, pollution can reach the ambient environment without being monitored. Since management of air and water polution requires the definition and enforcement of limits on discharges or the imposition of fees on those discharges, inability to measure limits our ability to manage this environmental problem. This book presents a state-of-the-art review and discussion of economists' efforts to resolve this major problem and attempts to provide a way of working around it. The book sets forth the theoretical issues, modeling, and the actual programs set up to confront this issue.

Book excerpt: Much of modern-day agriculture relies heavily on fertilizers and pesticides to increase yields, yet when applied in excess or without proper control mechanisms these inputs can wreak havoc on local waterways. This dissertation analyzes policy approaches implemented in Europe, the U.S. and California to abate discharges from farms. The research utilizes a mixed methods approach, integrating qualitative, quantitative and spatial analyses, to investigate regulatory tools, governance structures, policy outcomes, and stakeholder opinions relating to water pollution from agriculture. The dissertation is comprised of four interrelated parts. The first part assesses the range of regulatory approaches employed to control agricultural nonpoint source pollution in the United States and the European Union. Findings suggest that transitioning from the voluntary control mechanisms to more effective instruments based on measurable water quality performance relies predominantly on three factors: (1) more robust quality monitoring data and models; (2) local participation; and (3) political will. Identifying obstacles to and successes of national and international agricultural water pollution policies set the context for delving deeper into this regulatory problem on a regional level. The second, third, and fourth parts of this doctoral research focus on the primary regulatory mechanism for agricultural discharges in California's Central Coast Region: The Conditional Agricultural Waiver. One of these parts uses the policy tool framework to assess the overall effectiveness of the Conditional Agricultural Waiver and its associated monitoring programs. Research results show that while the regional policy represented a small step forward in implementing appropriate control mechanisms for agricultural pollution, the significance of monitoring programs greatly limited the policy's success. Another part of this dissertation surveyed 1,000 growers and their opinions on water quality practices and regulations. Results corroborate with prior research---growers' trust in the majority of regional agricultural groups was closely correlated with communication. However, trust in the Regional Board did not correspond to the relatively high contact frequency with the regulatory agency, most likely due to a divergence of interests and institutional distance. This study also confirms anecdotes of declining trust between farmers and the Regional Board over the course of the two Ag Waivers. A final part of the dissertation focuses on specific provisions aimed at controlling two pesticides in the region. Results from this chapter indicate that the 2012 Central Coast Conditional Agricultural Waiver was a contributing factor in successfully reducing the use of diazinon and chlorpyrifos, but several unintended consequences, such as continued presence of the pollutants in waterways, remain unsettled.

Book excerpt: In April 1992 the Foundation Eni Enrico Mattei organized a workshop on the regulation of nonpoint source pollution. This volume inc1udes the proceedings of that meeting, as well as additional original contributions, in an attempt to provide an overview of recent theoretical developments in the field. Research on the causes, consequences, and control of nonpoint source pol lution has been carried out over the last two decades. Interest in this subject has grown as a result of the increasing recognition of the insufficiency of traditional pollution control policies focused on the large scale, confined, and general ly predictable pollutant discharges. In fact, many contemporary problems are caused by the combined activities of small polluters, along with natural pro cesses, intermittent and unpredictable events, and often involve pollutants with complex environmental outcomes. Despite the progress made in understanding the nature and size of pollution from diffuse sources, the issue of regulation is still far from being system at ically and adequately addressed. This policy vacuum is partly attributable to the difficulty of adapting the traditional point source regulatory tool kit to the specific features of nonpoint source problems. Such features inc1ude the tech nical difficulty of identifying sources and measuring individual emissions, their variability over time and space, the role played by natural processes in detennin ing pollutant discharges at source and their ultimate impacts on the receiving environmental media.

Other contributions of specialists who were not able to attend the workshop have also been included in an attempt to make the work more complete. It is hoped that this collection will be useful to planners who operate in the field of agricultural diffuse source pollution, since several contributions are state-of-the-art presentations and others are specialized studies by American and European researcher.
