From the earliest beginnings of the European Economic Community, it was recognised that a common market for agriculture would be one of the basic prerequisites for workable economic unity. And yet the Common Agricultural Policy (CAP) remained a subject of much controversy and debate. The CAP, more than any other element of European policy, was seen to test the true depth of the commitment shown by Community members to the practice as well as the principle of economic integration. Agriculture and the European Community examines the reasons for the existence of the CAP and its format. It outlines the main instruments, price and structural policy, and the changing emphasis between them. It discusses in turn the effects of the CAP on producers’ income levels and on consumer prices; how far it had fulfilled the promises of the Treaty of Rome; the implications of the policy for third country trade; and its place within the Community as a whole. The study argues that, although incomes of Community farmers had improved, this is not simply the result of the CAP, nor was the geographical distribution of benefit in terms of farming income satisfactory. The policy has achieved a degree of success in securing food supplies and stabilising prices but the cost to the consumer has been high. Knowledge of the CAP had become almost essential to any understanding of modern European affairs. Agriculture and the European Community will serve as a straightforward introduction to the policy for students approaching the subject for the first time, especially in departments of Agricultural Economics, European Studies and Political Science.

Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.

In May 1996 the Department of Economics of the University of Crete organ ized an international conference on European Agriculture in the light of the recent WTO agreement and the need for sustainable develop ment. The conference was sponsored by the European Commission (DG XII, contract no ENV4-CT-96-6514), the Economic and Social Research Council (ESRC, contract no L320263049), the Hellenic Ministries for Agriculture and for the Environment, and the University of Crete. While summarizing the conclusions of the conference, sev eral speakers felt that the issues relating to the Southern EU would de serve separate coverage. The conference directors judged that cover age of the issues for a single Southern EU country might have an ad vantage, regarding detail, over a cross country analysis which would certainly be welcome at a later stage. Responding to this call, the University of Crete generously reallo cated all of its infra-structural costs covered by DG XII, ESRC, and the other sponsors above, in the form of a new grant to host a follow-up conference aiming to explore the issues for Greece.
