Book excerpt: If, as many allege, attacking the gap between rich and poor is a form of class warfare, then the struggle against income inequality is the longest running war in American history. To defenders of the status quo, who argue that the accumulation of wealth free of government intervention is an essential feature of the American way, this book offers a forceful answer. While many of those who oppose addressing economic inequality through public policy today do so in the name of freedom, Clement Fatovic demonstrates that concerns about freedom informed the Founding Fathers' arguments for public policy that tackled economic disparities. Where contemporary arguments against such government efforts conceptualize freedom in economic terms, however, those supporting public policies conducive to greater economic equality invoked a more participatory, republican, conception of freedom. As many of the Founders understood it, economic independence, which requires a wide if imperfect distribution of property, is a precondition of the political independence they so profoundly valued. Fatovic reveals a deep concern among the Founders--including Thomas Jefferson, Thomas Paine, and Noah Webster--about the impact of economic inequality on political freedom. America's Founding and the Struggle over Economic Inequality traces this concern through many important political debates in Congress and the broader polity that shaped the early Republic--debates over tax policies, public works, public welfare, and the debt from the Revolution. We see how Alexander Hamilton, so often characterized as a cold-hearted apologist for plutocrats, actually favored a more progressive system of taxation, along with various policies aimed at easing the economic hardship of specific groups. In Thomas Paine, frequently portrayed as an advocate of laissez-faire government, we find a champion of a comprehensive welfare state that would provide old-age pensions, public housing, and a host of other benefits as a matter of "right, not charity." Contrary to the picture drawn by so many of today's pundits and politicians, this book shows us how, for the first American statesmen, preventing or minimizing economic disparities was essential to the preservation of the new nation's freedom and practice of self-government.

Book excerpt: This study focuses on Amuzgo Indian communities of the Costa Chica of Guerrero state in Mexico in order to analyze the indigenous struggle for land and its relationship to ethnic identity and culture. Primary archival data and field research reveal a historical profile of this multi-ethnic region with a long and fascinating history of resistance to non-Indian control of communal lands and labor. The dynamics of 19th century liberal economic reforms, privatization of Indian lands, militarization, interventions of foreign capital, class conflicts, and impoverishment are reflected in contemporary processes in the Costa Chica. The image of the resilient peasant, or campesino , masks negative aspects of peasant status in the class structure, including poverty and superexploitation of family labor, and the intra and inter-familial conflicts that are a significant aspect of daily life. Case studies of land conflicts explore these class issues, as well as the relationship between gender inequalities and insecurities of land tenure. Indian communal lands (ejidos ) are more than an economic means of agricultural production; such lands are also the basis of cultural reproduction and provide a framework in which political resistance can emerge. Enriched by the extractivism and commodity frontiers approaches to world history, the book treats Bolivia's political struggles over natural resources as long-term processes that outlast immediate political events. Exploration of the Bolivian case invites dialogue and comparison with other parts of the world, particularly regions and countries of the so-called Global South. The book begins by examining three Bolivian resources at the center of political dispute since the early colonial period, namely land, water, and minerals. Carmen Soliz, Rossana Barragán, and Sarah Hines show that, as in the colonial and early republican past, these resources have remained the focus of political contention to the present day. Until the end of the nineteenth century, Bolivia's battle over natural resources was primarily concentrated in the highlands and inter-Andean valleys. Beginning in the 1860s, the bicycle and soon the automobile industries triggered demand for natural rubber found in the heart of the Amazon. José Orsag analyzes the impact of this extractive economy at the turn of the twentieth century. The book concludes by examining two resources that are central to understanding the last century of Bolivia's history. Kevin Young examines the fraught business of hydrocarbons, and Thomas Grisaffi analyzes the coca/cocaine circuit. Book excerpt: In this book, a new general model of delayed transitions to democracy is proposed and used to analyze Mexico's transition to democracy. This model attempts to explain the slow, gradual dynamics of change characteristic of delayed transitions to democracy and is developed in a way that makes it generalizable to other regional contexts. Utilizing both qualitative and quantitative data based on an original data set of forty thousand individual interviews, Schatz analyzes how the historical authoritarian corporate shaping of interests and forms of political consciousness has fractured the social base of the democratic opposition and inhibited democratizing social action. Using comparative cases of delayed transitions to democracy, the author's conclusions challenge and improve upon current theories of democratization. In elaborating a model for the delayed transition to democracy, the author argues that the emphasis on transformative industrialism in both political modernization and class-analytic theories of social bases of democratization is modeled too closely on the western European process of democratization to allow a full explanation of the case of Mexico's transition to democracy. In addition, she argues that a delayed transitions model provides a more adequate explanation of gradual transitions to democracy because such a model builds on a the insights of structural theories regarding the social bases of anti-authoritarian mobilization. To support the delayed transitions model, Schatz compares Mexico with Taiwan and Tanzania, countries also characterized by delayed transitions to democracy in the late twentieth century. This important book fills a considerable gap in the literature on democratization at the end of the century.
