Book excerpt: In the 1930s and 1940s, a loose alliance of blacks and whites, individuals and organizations, came together to offer a radical alternative to southern conservative politics. In Days of Hope, Patricia Sullivan traces the rise and fall of this movement. Using oral interviews with participants in this movement as well as documentary sources, she demonstrates that the New Deal era inspired a coalition of liberals, black activists, labor organizers, and Communist Party workers who sought to secure the New Deal's social and economic reforms by broadening the base of political participation in the South. From its origins in a nationwide campaign to abolish the poll tax, the initiative to expand democracy in the South developed into a regional drive to register voters and elect liberals to Congress. The NAACP, the CIO Political Action Committee, and the Southern Conference for Human Welfare coordinated this effort, which combined local activism with national strategic planning. Although it dramatically increased black voter registration and led to some electoral successes, the movement ultimately faltered, according to Sullivan, because the anti-Communist fervor of the Cold War and a militant backlash from segregationists fractured the coalition and marginalized southern radicals. Nevertheless, the story of this campaign invites a fuller consideration of the possibilities and constraints that have shaped the struggle for racial democracy in America since the 1930s.

Philip Randolph, MOWM scored an early victory when it forced the Roosevelt administration to issue a landmark executive order that prohibited defense contractors from practicing racial discrimination. Winning the War for Democracy: The March on Washington Movement, 1941-1946 recalls that triumph, but also looks beyond Randolph and the MOWM's national leadership to focus on the organization's evolution and actions at the local level. Using the personal papers of previously unheralded MOWM members such as T.D. McNeal, internal government documents from the Roosevelt administration, and other primary sources, David Lucander highlights how local affiliates fighting for a double victory against fascism and racism helped the national MOWM accrue the political capital it needed to effect change. Lucander details the efforts of grassroots organizers to implement MOWM's program of empowering African Americans via meetings and marches at defense plants and government buildings and, in particular, focuses on the contributions of women activists like Layle Lane, E. Pauline Myers, and Anna Arnold Hedgeman. Throughout he shows how local activities often diverged from policies laid out at MOWM's national office, and how grassroots participants on both sides ignored the rivalry between Randolph and the leadership of the NAACP to align with one another on the ground.

These questions can only be adequately addressed by making explicit the political ideas and the underlying philosophical principles that have together shaped the English educational system. Book excerpt: In Democracy Disfigured, Nadia Urbinati diagnoses the ills that beset the body politic in an age of hyper-partisanship and media monopolies and offers a spirited defense of the messy compromises and contentious outcomes that define democracy. Urbinati identifies three types of democratic disfiguration: the unpolitical, the populist, and the plebiscitarian. Each undermines a crucial division that a well-functioning democracy must preserve: the wall separating the free forum of public opinion from governmental institutions that enact the will of the people. Unpolitical democracy delegitimizes political opinion in favor of expertise. Populist democracy radically polarizes the public forum in which opinion is debated. And plebiscitary democracy overvalues the aesthetic and nonrational aspects of opinion. For Urbinati, democracy entails a permanent struggle to make visible the issues that citizens deem central to their lives. Opinion is thus a form of action as important as the mechanisms that organize votes and mobilize decisions. Urbinati focuses less on the overt enemies of democracy than on those who pose as its friends: technocrats wedded to procedure, demagogues who make glib appeals to "the people," and media operatives who, given their preference, would turn governance into a spectator sport and citizens into fans of opposing teams.
