Book excerpt: Having experienced a period of crisis, the young scholars included in this anthology provide evidence that critical periods can be favorable to the flourishing of the social sciences and that crises in society and the polity may provide new incentives for the profession. The authors have used the most critical period of Brazil's change from a liberal to an authoritarian government to further their training in Europe and the United States, returning to their country to shed new light on past and current events. They have adapted their training to a non-liberal environment and combined local research with a universalistic orientation in their analyses of Brazilian social structure. This book investigates the roles of the peasantry in Brazilian society, past and present. It describes the pact established between traditional rural elites and the central government, which favored the previous populistic style of urban politics but left unaltered the rural social structure. In addition to analyzing the political trade-offs between the traditional elite and the central government, the authors focus on the class structure within which peasant leagues emerged. The country's political development is analyzed through a bi-polar political structure wherein populist and authoritarian regimes alternate in power. Other aspects of the military government's impact are discussed through the use of public policy models aimed at analyzing the output of both liberal and authoritarian regimes. Continuity between the current administration and previous authoritarian governments is shown as well as new developments, such as changes in municipal taxation, which allow for the emergence of new technical elites. The increase in authoritarian legislation is discussed within this analytical framework, as is the expansion of entrepreneurial activities. He argues that while relations among the three kinds of capital continue to be contradictory, a triple alliance has been formed that provides the social structural basis for the pattern of local industrialization that has emerged. The author begins with a review of the theories of imperialism and dependency in the third world. Placing the Brazilian experience of the last twenty years in its historical context, he traces the country's evolution from the period of "classic dependence" at the turn of the century to the current stage of "dependent development." In conclusion, Professor Evans discusses the implications of the Brazilian model for other third world countries. Examining the nature of the triple alliance as it is manifested in such industries as pharmaceuticals, textiles, and petrochemicals, the author reveals the complex differentiation of the groups' roles in industrialization and lays bare the grounds for their collaboration and their conflict. Book excerpt: The article argues that theories of economic development are metaphors which have a strong mythical content, albeit unacknowledged by social scientists. The policies derived from such theories have two agendas: a 'positive' agenda that states which problems should be tackled and how; and a 'negative' agenda that contains issues and policies to be avoided. This approach is used to interpret the hegemonic view of development, as stated by the Washington Consensus, showing that such view contains all ingredients of a millenary myth - the crossing of the Desert towards a Promised Land. The two agendas of this view of development, which have ruled the Brazilian development strategy of the second half of the nineties, are then analyzed as applied to the Brazilian case. Finally, the article discusses alternative approaches to the present view of development, arguing for open-ended metaphors, as expressed by the Ulysses myth.

In most colonies such as Guatemala which was ruled by the Spaniards, colonial administration caused social fragmentation of the indigenous communities because their political structures were based on social hierarchies. As a result, decolonization was characterized with poverty and social discrimination leading to ethnic tensions and perennial civil wars. In contrast, Portugal established a diverse version of administration in Brazil in which a centralized administration enhanced the unification of the colony. That, in turn, favored social and economic growth. It is believed that the monarchy republic contributed to Brazilian political sovereignty during the decolonization stage. Therefore, this paper will discuss the colonial benefits to Brazil which led to its decolonization stage. It will provide a comprehensive overview of Brazil’s expansion in the colonial era, political changes and economic advances towards decolonization. Brazil’s progress is attributable to its decolonization, which set altruistic economic and political systems. Its economic foundation is rooted to the colonial economy, whereas its political and social structure reflects exceptional autonomy from the other Latin American countries. It is believed that the Portugal colonization in Brazil opened the country to the international market for its economic expansion, leading to a rapid economic growth and development during the colonial era. Despite the favorable impact of Brazil’s decolonization which has propelled the country to great heights, especially in regard to the global economy, historical events, which occurred prior to the decolonization stage, had a significant impact to the country’s rapid growth and development.
