The Economic History of Italy represents a scholarly and authoritative account of Italy's progress from a rural economy to an industrialized nation. The book makes a broad division of the period into three parts: the take-off (1860-1913), the consolidation in the midst of two wars and a world depression (1914-47), and the great expansion (1948-1990). Professor Zamagni traces the growth of industrialization, and argues that despite several advanced areas Italy only became an industrialized nation after the Second World War, and that during the 1980s the South was still clearly behind the rest of the country. Zamagni analyses data both from a macroeconomic position, in looking at the growth of the finance sector, or the role of the State, and from a microeconomic position when she draws conclusions from the changing population structure, or from the actions of individual businesses. Professor Zamagni reveals that even though the population more than doubled during this time the level of national income rose 19-fold, to move Italy from a peripheral status in Europe to a central position as a prosperous country. A central theme of the book is Professor Zamagni's argument that the Italian economy has been successful not by any great individuality of its own but by being flexible enough to incorporate the successes of other countries: Japan's integrated business network, for example, or Germany's financial structure. She places the industrialization of Italy in the international context by comparing Italy's GDP and other measures of prosperity at different times to the USA, Japan, the UK, France, and Germany. The central thesis of the book is that from the early 1990s Italy experienced a constant reduction of both private and public investment which, combined with increasing labour precariousness and wage moderation, contributed to the decline of both labour productivity and economic growth. It is argued that lack of industrial policies amplified the problem of the poor macroeconomic performance, since Italian firms – small-sized and non-innovating – were incapable of staying competitive on the global scene. Net exports did not compensate for the decline of public spending, private investment and consumption. It is also shown that, in these respects, Italy presents an interesting case study with wider ramifications for it was involved in the global process of intensifying the neoliberal agenda but at a faster rate than other OECD countries. The book concludes with a call for an alternative economic policy in order to promote innovation, reduce unemployment and stimulate economic growth. Book excerpt: Damiano Bruno Silipo In the 1990s the Italian banking system underwent profound normative, institutional and structural changes. The Consolidated Law on Banking (1993) and that on Finance (1998) instituted the legal framework for a far-reaching overhaul of the Italian banking and ?nancial system: signi?cant relaxation of entry barriers, the liberalization of branching, the privatization of the Italian banks, and a massive process of mergers and acquisitions. Following the Bank of Italy’s liberalization of branching in 1990, in 10 years the number of bank branches increased by 70% in Italy, while in the rest of Europe it declined. Over the decade the average number of banks doing business in a province rose from 27 to 31, while a wave of mergers (324 operations) and acquisitions (137) revolutionized the Italian banking industry, reducing the overall number of Italian banks by 30%. To a signi?cant extent this concentration represented take-overs of troubled Southern banks by Central and Northern ones. As a result of these developments (plus a rise in banking productivity and a fall in costs), the spread between short-term lending and deposit rates fell from 7 percentage points in 1990 to 4 points in 1999. And despite an increase in concentration in a number of local credit markets, the interest-rate differential between the locally dominant and other banks generally narrowed.
