Book excerpt: The post-cold war era presented security challenges that at one level are a continuation of the cold war era; at another level, these phenomena manifested in new forms. Whether the issues of economics and trade, transfer of technologies, challenges of intervention, or humanitarian crisis, the countries of the South (previously pejoratively labelled “Third World” or “developing” countries) have continued to address these challenges within the framework of their capabilities and concerns. The volume explores defence diplomacies, national security challenges and strategies, dynamics of diplomatic manoeuvers and strategic resource management of Latin American, southern African and Asian countries.

Book excerpt: National security strategy is a vast subject involving a daunting array of interrelated sublements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. The authors have done a considerable service by drawing together many of the diverse threads of national security into a coherent whole. They consider political and military strategy elements as part of a larger decision making process influenced by economic, technological, cultural and historical factors. Air University Press. Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. We look over each document carefully and replace poor quality images by going back to the original source document. We proof each document to make sure it's all there - including all changes. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the latest version from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these large documents as a service so you don't have to. Available in PDF, EPUB and Kindle. Book excerpt: William J. Perry and Ashton B. Carter, two of the world's foremost defense authorities, draw on their experience as leaders of the U.S. Defense Department to propose a new American security strategy for the twenty-first century. After a century in which aggression had to be defeated in two world wars and then deterred through a prolonged cold war, the authors argue for a strategy centered on prevention. Now that the cold war is over, it is necessary to rethink the risks to U.S. security. The A list--threats to U.S. survival--is empty today. The B list--the two major regional contingencies in the Persian Gulf and on the Korean peninsula that dominate Pentagon planning and budgeting--pose imminent threats to U.S. interests but not to survival. And the C list--such headline-grabbing places as Kosovo, Bosnia, Somalia, Rwanda, and Haiti--includes important contingencies that indirectly affect U.S. security but do not directly threaten U.S. interests. Thus the United States is enjoying a period of unprecedented peace and influence; but foreign policy and defense leaders cannot afford to be complacent. The authors' preventive defense strategy concentrates on the dangers that, if mismanaged, have the potential to grow into true A-list threats to U.S. survival in the next century. These include Weimar Russia: failure to establish a self-respecting place for the new Russia in the post-cold war world, allowing it to descend into chaos, isolation, and aggression as Germany did after World War I; Loose Nukes: failure to reduce and secure the deadly legacy of the cold war--nuclear, chemical, and biological weapons in Russia and the rest of the former Soviet Union; A Rising China Turned Hostile: failure to shape China's rise to Asian superpower status so that it emerges as a partner rather than an adversary; Proliferation: spread of weapons of mass destruction; and Catastrophic Terrorism: increase in the scope and intensity of transnational terrorism. They also argue for

Book excerpt: In this report the Commission has reached four broad conclusions, all of which support the need for change and early action. Firstly our Reserve Forces are in decline - by our national historic standards and by comparison with other nations U.K. Reserves form too small a part of our overall national military capability. Secondly, the Proposition offered to reservists has declined, ceasing to attract a sustainable Reserve; and the demands of individual augmentation for operations have accelerated the institutional decline of Reserve Forces. Thirdly, the purpose for which we hold Reserves and the roles to which we attribute them have not been updated to match the demands of the new security environment. Fourthly, the potential of the Reserves is not being fully exploited; and the Reserves are not being used in the most cost-effective manner. In this context the Commission puts forward its recommendations.

This book was released on 2011-08-03 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report notes mounting concern that UK Armed Forces may be falling below the minimum utility required to deliver the commitments that they are currently being tasked to carry out let alone the tasks they are likely to face between 2015 to 2020 when it is acknowledged that there will be capability gaps. The Committee is concerned that UK Armed Forces will be continually operating at the maximum level envisaged by the Defence Planning Assumptions. The Committee is not convinced that this aspiration can be achieved by co-operation with our allies given the challenges of aligning political with operational needs. The SDSR identified seven military tasks and the Defence Planning Assumptions that underpin them. However the Review fails to show how decisions such as those on the Aircraft Carriers and Nimrod MRA4 will lead to the Armed Forces being able to undertake those military tasks. The Committee has serious concerns over the realisation of what is called "Future Force 2020", the Government's intended shape of the Armed Forces from 2020, particularly as the provision of the necessary resources is only a Government aspiration, not Government policy. The MoD must reform, and ensure substantially improved transparency and control over, its finance and budgetary practices. When committing to undertake new operations the Government should state from the outset where that operation fits in the Defence Planning Assumptions and which of the military tasks it is meeting. The Committee is concerned that the Government seems to have postponed the sensible aspiration of bringing commitments and resources into line, in that it has taken on the new commitment of Libya while reducing the resources available to MoD.

Policy-makers in South Asia, the Middle East and the Asian Pacific, decision-makers in the OECD countries, organizations and specialists in academe, will all find this publication indispensable. It presents an integrated model of national security that emphasizes military and non-military determinants. In the light of this model, it analyzes Pakistan’s defence policies over the last half-century and proposes a radical reform of Pakistan’s military organization. In addition to offering a comprehensive look at national security, this book provides coherent, interrelated analysis of the key issues such as political leadership, social and economic development and foreign policy.

Available in PDF, EPUB and Kindle. Book excerpt: Militaries with state-of-the-art information technology sometimes bog down in confusing conflicts. To understand why, it is important to understand the micro-foundations of military power in the information age, and this is exactly what Jon R. Lindsay's Information Technology and Military Power gives us. As Lindsay shows, digital systems now mediate almost every effort to gather, store, display, analyze, and communicate information in military organizations. He highlights how personnel now struggle with their own information systems as much as with the enemy. Throughout this foray into networked technology in military operations, we see how information practice—the ways in which practitioners use technology in actual operations—shapes the effectiveness of military performance. The quality of information practice depends on the interaction between strategic problems and organizational solutions. Information Technology and Military Power explores information practice through a series of detailed historical cases and ethnographic studies of military organizations at war. Lindsay explains why the US military, despite all its technological advantages, has struggled for so long in unconventional conflicts against weaker adversaries. This same perspective suggests that the US retains important advantages against advanced competitors like China that are less prepared to cope with the complexity of information systems in wartime. Lindsay argues convincingly that a better understanding of how personnel actually use technology can inform the design of command and control, improve the net assessment of military power, and promote reforms to improve military performance. Warfighting problems and technical solutions keep on changing, but information practice is always stuck in between.
