Book excerpt: The case for privatization, whether defined in a broad or narrow sense, has been forcefully made by its advocates against the backdrop of the much advertised poor performances of state-owned enterprises (SOEs) and theoretical arguments relating to the efficiency of private firms over public enterprises. Consequently, privatization and commercialization have been key components of the structural adjustment programmes foisted by the Bretton Woods institutions on Third World countries. Yet, the empirical findings on privatization, especially outside Africa where they exist, do not portray the strategy to be a panacea that works in all circumstances in all branches of economic activity. In spite of this, since the late 1980s, privatization has been stepped up in almost all African countries. And after about two decades of vigorous implementation of privatization programmes in Africa, there is a compelling need for a comprehensive and systematic analysis of various privatization issues, particularly the economic and social impact. This book thus establishes a clear case for a comprehensive and systematic analysis of the impact of privatization in Africa. Specifically, the book provides a state-of-the art review of privatization issues and research questions as a prelude to an in-depth study of the economic and social impact of privatization. In the light of the rich insights brought to bear on the issues, this book should stimulate the interest of researchers, donors and policy makers to undertake or support the follow-up in-depth research envisaged.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past three decades, African countries have been reforming their public sector with a view to improving efficiency, effectiveness, accountability and transparency as part of efforts to improve the delivery of public services. Reform actions have included privatisation, public/private partnerships, commercialisation and adoption of private sector approaches in managing public organisations. This book, put together by OSSREA, reviews measures by African countries in that regard, the extent to which the measures have achieved their intended results, as well as the factors behind the failure to achieve those results, where this was the case.

Book excerpt: This ground-breaking volume provides a comprehensive review of public sector reforms and the impact of these reforms on the management of the civil service and the political-administrative interface. The focus is a study of how public sector reforms have impacted upon the executive arm of government with reference to developed and developing countries. South Africa, a country which has undergone an enormous amount of reforms, is used as a case study to highlight how public sector reforms have impacted upon the executive arm of government. The book therefore provides an insight into the functioning of government, the relationship between politicians and senior civil servants and an analysis of contemporary public management in a changing global context. It will prove invaluable for a broad range of people studying or working in the field of governance, public management, public administration, development studies and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about public administration in contemporary society; more specifically, contemporary society in South Africa. But why contemporary society? The answer can be found in the fact that: "There is scarcely a single duty of government which was once simple which is not now complex; government once had but a few masters; it now has scores of masters. Majorities only underwent government; they now conduct government. Where government once might follow the whims of a court, it must now follow the whims of a nation. The authors of this book took cognizance of the transitional stage in which South Africa currently finds itself. All the most recent developments in public administration in South Africa have been taken into account. Recent reform in South Africa has shown conclusively that systems must be adapted from time to time. However, irrespective of changing systems, the basic premises of public administration remain unaltered, providing a constant frame of reference for evaluating new developments. It is for this very reason that Public Administration in Contemporary Society will never lose its relevance for academics, students and public officials.

Book excerpt: State provision of public services and government management of the economy have been under relentless assault since the early 1980s. As this book shows in fascinating detail, privatization, commercialization and deregulation have become the watchwords of public sector reform worldwide. Brendan Martin charts this global phenomenon and its effects both on those working in the public sectors and on people dependent on public provision. Privatization and structural adjustment are not delivering better public services or improved economic prospects in the North or the South. What is needed, the author argues, is a new approach which transcends the outdated dichotomy of private versus public.
