This book analyses the reasons for this failure and sets out an agenda as the basis of the course that the nations' policy makers have to steer if Ghana is to fulfil the promise of its independence in 1957.

Available in PDF, EPUB and Kindle. Book excerpt: Economic reform was the most pressing question for African and other Third World countries during the 1980s. In this first full-length examination of the political economy of adjustment in Ghana, Jeffrey Herbst describes the causes of Ghana's dramatic economic decline and reviews the politics of reform that began in 1983. Since Ghana was one of the first African countries to adopt a comprehensive reform program and the one that has sustained adjustment longest, the Ghanaian experience has profound ramifications for debates regarding stabilization and structural change across the continent. Herbst devotes special attention to the interaction between the type of government and the politics of adjustment, the reaction of interest groups such as urban labor and the peasantry, and the relationship between economic and political change. His extended field research and sophisticated knowledge of the issues involved, both from the economic and political science literature, make this study of importance not only to Africanists, political scientists, economists, and sociologists, but also to government and financial leaders wrestling with economic reform in developing countries. This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Book excerpt: Ghana has witnessed a 'revolution through the ballot box', since its return to constitutional rule in 1993. Yet this period of sustained democratic government in an era of globalization and liberal triumphalism has brought with it new demands. How has Ghana faced up to the problems of institution-building, state-market relations and democratic leadership? Can it deal with the challenges posed by security, human rights and foreign policy in the twenty-first century? This unique collection interrogates all these issues and assesses the future of the democratic experiment in one of sub-Saharan Africa's rare 'islands of peace'. In doing so, it provides an invaluable guide to Ghana's political past, present and future.

Book excerpt: This chapter explores the key relationships between participatory democracy and successful economic development and reviews the early steps of participatory decision making in Ghana. More generally, it sets the stage for a discussion of Ghana's main achievements and failures since 1992 in raising the standard of living of its population and reducing poverty. The high-profile political process that launched constitutional democracy in the 1990s and generated Ghana—Vision 2020 placed poverty reduction at the center of economic policy. Based on a set of price and unit labor cost indicators, Ghana's competitiveness improved in the early 1990s through 1994. The evidence for 1995–98 is quite strong. The Bank of Ghana is suspected to have used administrative means and moral suasion to influence the exchange rate, resisting the cedi's depreciation. The terms-of-trade shock forced the Bank of Ghana to focus more clearly on maintaining adequate foreign reserves. The depreciation may then have helped make the foreign exchange market more active and the nominal exchange rate more representative of market conditions.

Book excerpt: With the start of the process of its transition to a market economy in early 1990, Romania joined the ranks of other reforming Eastern European countries. At the starting point of its reform program, however, Romania was in a deep economic and institutional crisis and had no experience in even modest attempts to reform its economy. This paper outlines the main characteristics of the Romanian economic system before the reform, and presents the evolution of the reform program, as well as its achievements in the first year or so since it was launched.

Book excerpt: Citing a paucity of empirical evidence on the poverty and distributional impacts of trade policy reform in Ghana as the main motivation for this volume, the editors (both of the Institute of Statistical, Social and Economic Research at the U. of Ghana) present eleven papers that combine theory and econometric analysis in an effort to assess linkages between globalization, trade, and poverty (including gendered aspects). Specific topics examined include manufacturing employment and wage effects of trade liberalization; the influence of education on trade liberalization impacts on household welfare; trade liberalization and manufacturing firm productivity; the impact of elimination of trade taxes on poverty and income distribution; food prices, tax reforms, and consumer welfare under trade liberalization; impacts on tariff revenues; and impacts on cash cropping, gender, and household welfare; Distributed in the US by Stylus. Book excerpt: First published in 1997, this volume looks at the rationale for, the implementation of, and the economic and social effect of the World Bank Structural Adjustment Policy (SAP) in Ghana from the early 1980s to the early 1990s. It shifts the focus from a primarily economic evaluation of these programmes and includes issues such as their impact on vulnerable groups within the Ghanaian society and on poverty in general. Therefore, it must be asked whether the ‘ordinary Ghanaian’ has gained anything from any wealth creation in Ghana. The book will be useful for both academic and policy purposes.

Book excerpt: This title was first published in 2001: Bringing together geographers, planners, political scientists, economists, rural development specialists, bankers, public administrators and other development experts, this volume questions the benefits of Structural Adjustment Programmes (SAPs). It critically assesses the impact of SAPs from a wider perspective than a purely economic one, highlighting concerns about impacts of adjustments on the more vulnerable elements of society such as social welfare, the environment, labour, gender and agriculture. Revealing both the costs and benefits of the economic restructuring programme, the book also suggests alternatives to current development models, and how SAPs can be made more sustainable. An original and comprehensive addition to the collections of both students and practitioners of development.
