Available in PDF, EPUB and Kindle. Book excerpt: Since the inception of the HIPC Initiative, the story of the design and implementation of poverty alleviation strategies has largely been told through the filters of development partners and the Bretton Woods Institutions. Poverty Reduction Strategies in Action examines the efforts in Ghana to reduce poverty and initiate changes that it believes are essential to ensure a prosperous future for its citizens in the 21st century. It chronicles the achievements, pitfalls, and looming challenges of a government, its people, and its external partners in fashioning out and implementing anti-poverty and pro-growth policies. This edited volume, by a group of independent researchers, examines Ghana's experience: what was done, how it was done, what was left undone, the lessons learned, and fills the void in the development literature.

Efforts to consolidate the fiscal position continued, and there was no net domestic financing of the budget in 2003, implying a sharp reduction of domestic debt relative to GDP. Progress in structural policies was generally satisfactory, with the important exception of petroleum pricing. Oil marketing companies will be free to set petroleum prices according to a prescribed formula without prior authorization from any public entity.

In 1995, the government presented “Ghana: Vision 2020,” aimed at making Ghana a middle-income country in 25 years. Vision 2020 focused on human development, economic growth, rural development, urban development, infrastructure development, and an enabling environment. It was followed by the Ghana Poverty Reduction Strategy. One of the main challenges to economic growth is the unemployment problem. The recent discoveries of oil and gas create tremendous opportunities for stimulating national development.

Available in PDF, EPUB and Kindle. Book excerpt: More than one billion people still live below the poverty line – most of them in South Asia and Sub-Saharan Africa. Financial inclusion is a major issue, as more than three-quarters of the numbers of poor and disadvantaged women and men do not have access to financial products and services, such as bank accounts, affordable and suitable loans, and insurance. The key objective of this book is to provide practical case studies of financial inclusion, rather than focus on academic debates such as the ideological basis of promoting microfinance. Using the recently adopted Sustainable Development Goals as an overall framing of the issues, it shows how poor and disadvantaged women and men can be bankable if the right facilitation for maximizing opportunities and addressing constraints are in place. Case studies confirm that achieving inclusive and sustainable access to financial products and services goes beyond simply enabling poor and disadvantaged women and men to have access to credit, or the ability to open a bank account. Examples from Africa, Asia and Latin America demonstrate encouraging progress in making microcredit accessible to millions of poor people. The foremost challenge, however, has been to ensure that they have access to, and usage intensity of, suitable and affordable financial products and services that meet the needs of their livelihoods as well as risks and mitigation strategies. This requires understanding that poor and disadvantaged women and men do not exist in isolation from complex and interdependent functions in the financial system, which includes a number of actors, diversified services, constraints (not just symptoms) and capacities and incentives. Overall, the book provides a rich source of examples of how building inclusive financial systems can empower the world's poor – by increasing income and employment opportunities, securing livelihoods and reducing poverty.

Available in PDF, EPUB and Kindle. Book excerpt: Housing finance markets have been changing dramatically in both emerging and developed economies. On the one hand, housing finance markets are expanding and represent a powerful engine for economic growth in many emerging economies. However, the unfolding sub-prime mortgage crisis highlights the risks and potential turbulence that this sector can introduce into the financial system when expanding without proper infrastructure and regulation. As housing finance keeps growing in emerging economies to match a rising demand for housing, new risk management approaches, business models, funding tools, and policy instruments can help. Yet many questions remain about the right balance between innovation and regulation, the extent of risks to the financial system, the appropriate role of the state to promote affordable housing, and the effects of the sub-prime crisis. This book provides a guide for policymakers dealing with housing finance in emerging markets. It highlights the prerequisites for an effective housing finance system; it lays out several policy alternatives and models of housing finance; and it explores the role of governments in expanding access to housing finance for lower-income households. There is no "best" model set out in this book. The aim is to provide a developmental roadmap that can be tailored and sequenced to each country's situation and timing.

The GSGDA comprises three volumes: the policy framework, the costing framework, and the monitoring and evaluation framework; and follows Ghana Poverty Reduction Strategy I and II (GPRS-I and GPRS-II). IMF staff finds the underlying sector development plans compelling and well considered. However, important risks to implementation remain, which could reduce Ghana’s ability to meet the GSGDA objectives.

Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues paper discusses growth strategy for Ghana. Ghana has achieved impressive development gains over the last decades, with rising incomes, lower poverty, and better health, education, and gender outcomes. However, growth has recently become less inclusive, with high inequality and slower poverty reduction. In order to address these challenges, the authorities are pursuing a “Ghana beyond Aid” development strategy centered around agricultural modernization and export-led industrialization. Accelerating productivity growth calls for fostering competition, improving the business environment, strengthening human capital, taking advantage of growing regional markets and industrial policies that prioritize sectors that can export and innovate and where Ghana could achieve economies of scale. Consistent and predictable government policies can help increase long-term investment and improve public spending effectiveness. A key lesson from growth accelerations in other countries is that it is crucial to achieve economies of scale. In most cases, rapid economic growth required achieving export success in specific sectors.

Book excerpt: Migrants have long faced unwarranted constraints to sending money to family members and relatives in their home countries, among them costly fees and commissions, inconvenient formal banking hours, and inefficient domestic banking services that delay final payment to the beneficiaries. Yet such remittances are perhaps the largest source of external finance in developing countries. Officially recorded remittance flows to developing countries exceeded US$125 billion in 2004, making them the second largest source of development finance after foreign direct investment. This book demonstrates that governments in developing countries increasingly recognize the importance of remittance flows and are quickly addressing these constraints.

Book excerpt: Micro finance and poverty alleviation have become bedfellows in the quest to help the rural poor to lift themselves from their abject poverty to a state of relative wellbeing. Microfinance intermediation has been identified by the United Nations and other development partners as a most effective vehicle in moving the poor from their abject poverty to a state of relative wellbeing. It is in this view that the author has delved into micro finance operations to bring to the fore its successes and challenges with bid to helping to improve its outlook. Microfinance seeks to alleviate poverty one person at a time. "When we want to help the poor, we usually offer them charity. Most often we use charity to avoid recognizing the problem and finding the solution for it. Charity becomes a way to shrug off our responsibility. But charity is no solution to poverty. Charity only perpetuates poverty by taking the initiative away from the poor. Charity allows us to go ahead with our own lives without worrying about the lives of the poor. Charity appeases our consciences." Muhammad Yunus, Banker to the Poor: Micro-Lending and the Battle Against World Poverty"
