In answering these questions, Joel Migdal takes a new look at the role of the state in the third world. Strong Societies and Weak States offers a fresh approach to the study of state-society relations and to the possibilities for economic and political reforms in the third world. In Asia, Africa, and Latin America, state institutions have established a permanent presence among the populations of even the most remote villages. A close look at the performance of these agencies, however, reveals that often they operate on principles radically different from those conceived by their founders and creators in the capital city. Migdal proposes an answer to this paradox: a model of state-society relations that highlights the state's struggle with other social organizations and a theory that explains the differing abilities of states to predominate in those struggles.

Book excerpt: At first glance, the remote villages of the Kabre people of northern Togo appear to have all the trappings of a classic "out of the way" African culture—subsistence farming, straw-roofed houses, and rituals to the spirits and ancestors. Arguing that village life is in fact an effect of the modern and the global, Charles Piot suggests that Kabre culture is shaped as much by colonial and postcolonial history as by anything "indigenous" or local. Through analyses of everyday and ceremonial social practices, Piot illustrates the intertwining of modernity with tradition and of the local with the national and global. In a striking example of the appropriation of tradition by the state, Togo's Kabre president regularly flies to the region in his helicopter to witness male initiation ceremonies. In this study of a mid-Atlantic town, Stephanie Grauman Wolf describes a very different way of organizing society, indicating that the New England model may prove atypical. In addition, her analysis suggests the origins of twentieth-century social patterns in eighteenth-century life. Germantown, Pennsylvania, was chosen for study because it was a small urban center characterized by an ethnically and religiously mixed population of high mobility. The author uses quantitative analysis and sample case study to examine all aspects of the community. She finds that heterogeneity and mobility had a marked effect on urban development--on landholding, occupation, life style, and related areas; community organization for the control of government and church affairs; and the structure and demographic development of the: family. Her work represents an important advance not only in our understanding of eighteenth-century American society, but also in the ways in which we investigate it.

Yet the complexion of state authority is patchy and uneven. While it is almost always possible to trace the formal rules governing human interaction to the statute books of one state or another, in reality the words in these books often have little bearing upon what is happening on the ground. Their meanings are intentionally and unintentionally misrepresented by those who are supposed to enforce them and by those who are supposed to obey them, generating a range of competing authorities, voices, and allegiances. The Everyday Life of the State explores this "everyday" transformation of state authority into multiple scripts, narratives, and political activities. Drawing upon case studies from across the Middle East, North Africa, and Asia, the chapters in this book investigate the many ways in which those subjects traditionally regarded as being weak, passive, and obedient manage not only to resist the authority of state actors but to actively subvert and appropriate it, in the process making, unmaking, and remaking the boundaries between state and society over and over again. Collectively, these chapters make an important contribution to the expanding literature on "everyday politics." Differing from the usual village study, Gough's work traces the history of the villages over the past century and examines the impact of colonialism on the district since 1770. The volume's theoretical significance lies in its attempt to define more clearly the characteristics of rural class relations, particularly addressing the question whether Indian agrarian relations are still precapitalist. This study not only provides a vivid account of village life in southeast India in the 1950s (to be followed by a later study done in the 1970s), but also contributes to theory concerning modes of production, class structures in the Third World, and underdevelopment.
