It presents how these and other equally important United Nations events, such as the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022), are being integrated and supported through Blue Transformation, a priority area of FAO’s new Strategic Framework 2022–2031 designed to accelerate achievement of the 2030 Agenda for Sustainable Development in food and agriculture. The concept of Blue Transformation emerged from the Thirty-fourth Session of the FAO Committee on Fisheries in February 2021, and in particular the Declaration for Sustainable Fisheries and Aquaculture, which was negotiated and endorsed by all FAO Members. The Declaration calls for support for “an evolving and positive vision for fisheries and aquaculture in the twenty first century, where the sector is fully recognized for its contribution to fighting poverty, hunger and malnutrition.” In this context, Part 1 of this edition of The State of World Fisheries and Aquaculture reviews the world status of fisheries and aquaculture, while Parts 2 and 3 are devoted to Blue Transformation and its pillars on intensifying and expanding aquaculture, improving fisheries management and innovating fisheries and aquaculture value chains. Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Part 4 covers current and high-impact emerging issues – COVID-19, climate change and gender equality – that require thorough consideration for transformative steps and preparedness to secure sustainable, efficient and equitable fisheries and aquaculture, and finally draws some outlook on future trends based on projections. Book excerpt: This world review of capture fisheries and aquaculture insurance presents the findings of five regional and four national reports conducted in 2020. An estimated 450 000 fishing vessels worldwide are covered by marine hull insurance. Nearly all of the estimated 67 800 large-scale industrial fishing vessels are covered by marine hull insurance, as well as 50–60 percent of the estimated 430 000 semi-industrial fishing vessels. However, over 95 percent of the 2.3 million motorized small-scale fishing vessels operate uninsured. Most small-scale fishers do not have access to adequate insurance services. Between 2009 and 2019, underwriting experiences in fishing vessel insurance were generally reported as “Good”. What is more, access to accident, life and health insurance services for crew on fishing vessels and small-scale fishers in developing countries has improved in recent years. In 2020, the number of aquaculture insurance policies in force was estimated at over 40 000 worldwide, with China and Indonesia the largest markets for this type of insurance. While large-scale aquaculture producers are well served by the insurance industry, the provision of insurance is inadequate for mediumand small-scale farmers, particularly in Asia. Underwriting experiences for aquaculture stock mortality insurance were reported as “Good” to “Very good” (40 percent), or “Neutral” (36 percent). The insurance industry has consolidated the market and increased profitability in aquaculture insurance. This world review contains information on the capture fisheries and aquaculture insurance market, the prevailing underwriting practices, perils covered, policies in force, risk management and claim handling procedures. Finally, it offers a series of recommendations for increasing insurance service provision to the fisheries and aquaculture industries.

The Commission emphasized the importance of fishery management grounded on science for sustainable marine and inland fisheries and recognized the importance of APFIC as a regionally focused platform and requested broader discussions and consultations among members related to APFIC’s future. The Commission endorsed the 2021-2023 biennial APFIC workplan with an amendment to include the establishment of an ad hoc working group to review the limitations and provide recommendations for future of the Commission . The Commission elected China (Chair) and Thailand (Vice-chair) as the office bearers for the Thirty-seventh Session, with India, Malaysia, Philippines elected as Members of the Executive Committee. The Commission agreed that the 37th Session of APFIC will be convened in China in 2023.

Book excerpt: The global fisheries sector in 2023 is now appreciably different compared to that of the 1970s, as are the dominant fish stocks that comprise most of the current global landings, their location and modes of their exploitation. The fisheries of South and Southeast Asia have also changed over this period and alongside their changing nature, there has been the continuous evolution of the tools and the requirements for calculating and presenting global sustainability information. This has transformed ability to assess fish stocks, use data-poor methodologies, assess multispecies fisheries and also take into account some of the complex interactions between target and non-target species and related ecosystem effects. The countries of the South and Southeast Asia region have not reported the status of stocks in a comprehensive manner to FAO and there is a need to understand how to access existing information and also build capacity to assess the fisheries of the region using appropriate tools. This review provides thematic papers on stock assessment approaches and their application to the region. The country analysis describes the data sources and assessment methods currently being applied in national fishery management areas and in smaller regions. The review contains recommendations on the needs for capacity building and how improved regional networking can provide support to the greater understanding and application of new or improved methods of stock assessment in the region.

Book excerpt: The Ninth Meeting of the Regional Fishery Body Secretariats’ Network (RSN-9) brought together Secretariats of regional fishery bodies (RFBs) with diverse mandates from all geographic regions, including FAO and non-FAO regional fishery bodies, marine and inland fishery advisory and management bodies and agreements, the United Nations Division for Ocean Affairs and the Law of the Sea (DOALOS), the Convention on Biological Diversity (CBD), the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the United Nations Environment Programme (UNEP) and other invited organizations. RSN-9 took place immediately before and after the Thirty-fifth Session of the Committee on Fisheries (COFI-35), which was held from 5 to 9 September 2022. As was the case with COFI, RSN-9 met in hybrid format, in person and virtually, via videoconference, to facilitate the participation of those who could not assist personally. For the first time, the meeting was convened over three days. The meeting allowed participants to exchange views and discuss global processes of particular relevance to RFBs. In addition, RSN-9 provided the opportunity to discuss the development and strengthening of RSN, which included the adoption of the RSN terms of reference and the subsequent amendment of the RSN rules of procedure, as well as a space for reflection on the outcomes of COFI 35 and their implications for regional fishery bodies. The meeting had a high level of participation, which underlined the role of the Network as a unique forum to foster cooperation, facilitate discussion and share experiences.

Book excerpt: Conscious of the data scarcity during the COVID-19 pandemic, FAO collaborated with the Johns Hopkins Center for a Liveable Future (CLF), within the Bloomberg School of Public Health (BSPH), to document the impacts of, and responses to, the pandemic. To do so, it conducted a systematic literature review and implemented a survey with support from Globefish, Eurofish and the other Fish Info Networks, together with case studies of Eurofish Member States.This circular describes the findings from the FAO and CLF-supported surveys, and the literature review. The report was further enriched with a collection of work from large studies across the world.
