Book excerpt: With the upsurge of nationalist sentiment in post-communist societies, the problem of political rights for ethnic minorities became a dangerous flashpoint. The introduction of electoral competition, the rewriting of constitutions, the breakup of federations, the weakness of civic institutions, and the social and economic dislocations associated with marketization have all contributed to the salience of majority-minority relations. This collection systematically analyzes different models of minority politics in Eastern Europe, in an effort to understand why tensions are manageable in some contexts, uncontainable in others. Anchoring the volume are essays by Carlos Flores Juberias on electoral systems, and Janusz Bugajski on national minority parties. Six case studies examine the interaction of different types of institutional arrangements (which structure political participation) and different demographic conditions (ethnic balances and territorial concentrations) in Albania, Bulgaria, Croatia, Estonia, Latvia, and Romania. Framing these studies are overviews by the editors and by Jack Snyder.

Book excerpt: WITH A NEW POSTSCRIPT Situated between Greece on the south, the former Yugoslavia on the north and east, and the Adriatic Sea on the west, Albania is the country the world forgot. Throughout this century, Albania has been perceived as primitive and isolationist by its neighbors to the west. When the country ended fifty years of communist rule in 1992, few outsiders took interest. Deemed unworthy of membership in the European Union and overlooked by multinational corporations, Albania stands today as one of the poorest and most ignored countries in Europe. Miranda Vickers and James Pettifer take us behind the veil of former President Enver Hoxha's isolationist policies to examine the historic events leading up to Albania's transition to a parliamentary government. Beginning with Hoxha's death in 1985, Albania traces the last decade of Albania's shaky existence, from the anarchy and chaos of the early nineties to the victory of the Democratic Alliance in 1992 and the programs of the current government. The authors provide us with an analysis of how the moral, religious, economic, political and cultural identity of the Albanian people is being redefined, and leave no question that the future of Albania is inextricably linked to the future of the Balkans as a whole. In short, they tell us why Albania matters.

Book excerpt: This volume brings together unpublished Italian and Albanian archaeological reports and new archaeological studies from recent fieldwork that throw new light on the archaeology and history of the Pavllas River Valley, the Mediterranean alluvial plain in the territory of Butrint, ancient Buthrotum, in southwestern Albania. It gives prominence for the first time to two important sites, Kalivo and Çuka e Aitoit, which are here reinterpreted and shown to have played major roles in the early history of Butrint as it evolved in the later first millennium BC to emerge as the key city of Chaonia in Epirus. Butrint 7 also presents the full excavation report of the Late Bronze Age and Hellenistic fortified site of Mursi, in addition to other Butrint Foundation surveys and excavations in the hinterland of Butrint, including the Roman villa maritima at Diaporit, the villa suburbana on the Vrina Plain, and Roman sites on Alinura Bay and at the Customs House, as well as new surveys of the early modern Triangular Fortress and a survey to locate the lost Venetian village of Zarópulo. The volume also features a new study of the Hellenistic bronze statuette of Pan found on Mount Mile and of his sanctuary at Butrint. The volume concludes with a comprehensive reassessment of the Pavllas River Valley in relation to Butrint, from the Palaeolithic to the modern eras, examining how dominion, territory, environment and the ‘corrupting sea’ reshaped Butrint and its fluvial corridor diachronically and particularly brought profound territorial, economic and social alterations under the Roman Empire.
