Book excerpt: Recreational fishing is a traditional American pastime integral to social, cultural, and economic life in coastal communities across the nation. This time-honored activity allows millions access to America's great outdoors each year, while generating billions of dollars in economic activity. Traditionally shaped by commercial forces, demographic, market, and ecological shifts are changing the nature of U.S. fisheries. Our nation's expansive coastal and ocean resources face increasing pressure as coastal populations grow, and more people pursue recreational opportunities in ecologically important marine and estuarine areas. The purpose of this book is to provide guidance for Agency consideration in its deliberations pertaining to development and maintenance of enduring and sustainable high quality saltwater recreational fisheries. This policy identifies goals and guiding principles to be integrated into NOAA's National Marine Fisheries Service's (NMFS) planning, budgeting, decision-making, and activities, and includes examples of implementation concepts and strategies supported by NMFS. Moreover, this book provides a detailed overview of the operating structure of the "average" Northeast for-hire head boat and charter boat, and estimates the economic activity that for-hire businesses contribute to the Northeast's economy as measured by total employment, labor income, and sales. Lastly, this book examines challenges that have been identified with the NMFS' data collection efforts for managing marine recreational fisheries and steps the agency has taken to improve data collection and challenges that remain.

Demonstrating that EBFM is in fact feasible will have widespread impact, both in US and international waters. Book excerpt: This report provides an overview of the key coastal economic sectors found within the southeast United States, including the Gulf of Mexico, southeast U.S. Atlantic coast and U.S. Caribbean. These regions share key coastal economic areas of interest, including oil and gas production, maritime transportation, tourism, and fisheries and aquaculture. The study found that the southeast region holds over 30% of the nation's population and employment opportunities, as well as generating roughly 30% of the nation's GDP and personal income. Oil production is the most valuable natural resource-based activity in the southeast generating $9.1 billion. Waterborne commerce and tourism are other major economic sectors. In 2012, over 52.2% of the nation's trade tonnage passed through southeast ports, and these ports were responsible for shipping over $3.8 trillion in exports and imports. Tourism generated $206.7 billion in tourism and travel related expenditures (23.3% of the nation's total), $31.5 billion in taxes and supported 3 million jobs. Fisheries and aquaculture were found to play a significant role in providing food, income, employment and recreational opportunities. Local commercial fleets produced 18.4% of the nation's landings and dockside revenues. Additionally, the southeast region was responsible for 45% of the nation's aquaculture production sales and held 52% of the nation's aquaculture farms. The clarity of what EBFM means is sharpening each year and there is now a real need to evaluate progress and assess the effectiveness and impacts. By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. It will also be of relevance and use to researchers, teachers, managers, and graduate students in marine ecology, fisheries biology, biological oceanography, global change biology, conservation biology, and marine resource management.
