Since that report, changes have occurred in offshore exploration technology, the science base for assessing impacts of offshore exploration, and the mechanisms for involving the public in the review & approval of offshore activities. This document reviews these changes in relation to the panel's recommendations. It begins with background on the changes in the social & government setting since 1986 that have a bearing on the panel recommendations. The document then reviews the offshore hydrocarbon potential in British Columbia waters, noting the importance of recent work by the Geological Survey of Canada, and concludes with a summary of the industry position on the moratorium on offshore exploration. The main section presents a detailed review of the progress on each recommendation since 1986, with a commentary on action items organized by topics and linked to specific recommendations. These topics include the organization of an environmental impact statement, seismic surveying impacts, environmental impacts on drilling operations & resulting from drilling operations, potential socio-economic effects, risk management, and First Nations issues. The final chapter indicates knowledge gaps that must be addressed before an offshore exploration program is approved.
