Book excerpt: In 1962 when Algeria finally obtained its independence from France after an eight-year guerilla war, it immediately embarked upon a second revolution aimed at destroying the colonial economic and social order. While the nationalist leaders struggled for power in the first hours of independence, peasants seized French farms and workers the factories, thus setting Algeria on the road toward a new socialist order. This book is a study of the Algerian socialist revolution, of those who made it and those who gained by it. The primary focus is on political behavior, on those aspects of the struggle among Algerian leader which vitally affected the character of the new order. The authors find that even though Algeria acquired all the trappings of a socialist state and economy, politics remained almost exclusively a question of personal relations, alliances, and rivalries among a small group of leaders--what the authors call, borrowing a concept from the fourteenth-century Arab historian Ibn Khaldun, the politics of assabiya. Algeria's first President, Ahmed Ben Bella, tried to integrate the new and old political groups into a modern political system, but he failed. His overthrow by the army opened a second phase in the process of building stable political institutions and of overcoming the tradition of "palace conspiracies and rebellions of feudal lords." The authors trace in details this cyclical process during the first six years of Alergian independence. The work benefits from a wealth of first-hand information gathered during the authors' three-year stay in the country. The resulting picture is that of a new nation embarked upon a socialist "revolution" which owes little to Soviet or Chinese influences or, in some respects, even to the intentions of its leaders. In the first decades after World War II, many newly independent Asian and African countries and established Latin American states pursued a socialist development model. Jeremy Friedman traces the socialist experiment over forty years through the experience of five countries: Indonesia, Chile, Tanzania, Angola, and Iran. These states sought paths to socialism without formal adherence to the Soviet bloc or the programs that Soviets, East Germans, Cubans, Chinese, and other outsiders tried to promote. Instead, they attempted to forge new models of socialist development through their own trial and error, together with the help of existing socialist countries, demonstrating the flexibility and adaptability of socialism. All five countries would become Cold War battlegrounds and regional models, as new policies in one shaped evolving conceptions of development in another. Lessons from the collapse of democracy in Indonesia were later applied in Chile, just as the challenge of political Islam in Indonesia informed the policies of the left in Iran. Efforts to build agrarian economies in West Africa influenced Tanzania’s approach to socialism, which in turn influenced the trajectory of the Angolan model. Ripe for Revolution shows socialism as more adaptable and pragmatic than often supposed. When we view it through the prism of a Stalinist orthodoxy, we miss its real effects and legacies, both good and bad. To understand how socialism succeeds and fails, and to grasp its evolution and potential horizons, we must do more than read manifestos. We must attend to history.

(Charles Rappoport, Ma vie, Paris 1926-1927, Vol. 2, p. 80) The Bolsheviks seized power in Russia in October 1917 by staging a coup d'etat, and then established a dictatorship. The new rulers sup pressed all armed resistance in a bloody civil war, after which they made every effort to uproot and exterminate even peaceful political opposition of all kinds. Even now it is impossible in the Soviet Union to subject these developments to critical historical study. The political opponents of the Soviet regime of the time are still regarded by official Soviet his toriography as counter-revolutionaries and the measures taken against them are seen as completely justified.

Rosendahl attributes continuing loyalty to four conditions: improvements in the standard of living from 1959 to 1990, the uniformity and omnipresence of political communications from the government, a historical emphasis on local participation in the revolution, and the consistency of revolutionary ideals with traditional machista expectations and practices. Through an analysis of ideology and practice in contemporary Cuba, Rosendahl documents how its citizens support the present political system, and how reciprocal economics between households and ideas about gender both reinforce and challenge that system. Heirs to the legacy of the People’s Will movement, the SRs were unabashed proponents of peasant rebellion and revolutionary terror, emphasizing the socialist transformation of the countryside and a democratic system of government as their political goals. They offered a compelling, but still socialist, alternative to the Bolsheviks, yet by the early 1920s their party was shattered and its members were branded as enemies of the revolution. In 1922, the SR leaders became the first fellow socialists to be condemned by the Bolsheviks as “counter-revolutionaries” in the prototypical Soviet show trial. In Captives of the Revolution, Scott B. Smith presents both a convincing account of the defeat of the SRs and a deeper analysis of the significance of the political dynamics of the Civil War for subsequent Soviet history. Once the SRs decided to openly fight the Bolsheviks in 1918, they faced a series of nearly impossible political dilemmas. At the same time, the Bolsheviks fatally undermined the revolutionary credentials of the SRs by successfully appropriating the rhetoric of class struggle, painting a simplistic picture of Reds versus Whites in the Civil War, a rhetorical dominance that they converted into victory over the SRs and any left-wing alternative to Bolshevik dictatorship. In this narrative, the SRs became a bona fide threat to national security and enemies of the people—a characterization that proved so successful that it became an archetype to be used repeatedly by the Soviet leadership against any political opponents, even those from within the Bolshevik party itself. In this groundbreaking study, Smith reveals a more complex and nuanced picture of the postrevolutionary struggle for power in Russia than we have ever seen before and demonstrates that the Civil War—and in particular the struggle with the SRs—was the formative experience of the Bolshevik party and the Soviet state.
