Since the 1990s, as major state firms were spun off from the ministries that managed them under the central planning system, the nature of the state in governing the economy has been remarkably transformed into that of a regulator. Based on over a hundred interviews conducted with Chinese central and local officials, firms, scholars, journalists, and consultants, the book demonstrates that the form of central state control varies considerably across leading industrial sectors, depending on the dominant mode of state ownership, conception of control, and governing structure. By analyzing and comparing institutional dynamics across various sectors, Yeo explains variations in the pattern of China’s regulation of its economy. She contrasts the regulation of the automobile industry, a relatively decentralized sector, with the highly-centralized telecommunications industry, and demonstrates how China’s central party-state maintains regulatory authority over key local state-owned enterprises. Placing these findings in historical and comparative contexts, the book presents the evolution and current practice of state regulation in China and examines its compatibility with other contemporary government practices.

The book examines how the Bank can strengthen its operational response to poverty and improve food security, recommends improvements and innovative approaches to poverty reduction, and discusses ways of strengthening and making further use of regional initiatives. Although the report identifies improvements in the work on poverty reduction that have taken place since 1995, it finds that much remains to be done: * On average, 45 to 50 percent of Sub-Saharan Africans live below the poverty line, a much higher proportion than any other region of the world except South Asia. * The commitment of governments to poverty reduction is usually weak; only about 12 African governments have such a commitment. * Economic growth rates are generally far too low to reduce poverty significantly; growth rates of 6.5 percent per year are required for countries in this region to reduce poverty at an acceptable rate. * The World Bank's lending has emphasized growth, focusing almost 58 percent of its assistance to the region on creating the mechanisms for growth through policy change and large-scale investments. * The World Bank's focus on poverty reduction in programming and lending must intensify in all its operational work. * All development partners should establish stronger collaboration in planning their assistance programs.

For many on the left, the Chinese economy seems to provide an alternative model of development to that of neoliberal globalization. Although it is a disputed question whether the Chinese economy can be still described as socialist, there is no doubting the importance for the global project of socialism of accurately interpreting and soberly assessing its real prospects. China and Socialism argues that market reforms in China are leading inexorably toward a capitalist and foreign-dominated development path, with enormous social and politcal costs, both domestically and internationally. The rapid economic growth that accompanied these market reforms have not been due to efficiency gains, but rather to deliberate erosion of the infrastructure that made possible a remarkable degree of equality. The transition to the market has been based on rising unemployment, intensified exploitation, declining health and education services, exploding government debt, and unstable prices. At the same time, China's economic transformation has intensified the contradictions of capitalist development in other countries, especially in East Asia. Far from being a model that is replicable in other Third World countries, China today is a reminder of the need for socialism to be built from the grassroots up, through class struggle and international solidarity.

Book excerpt: Modern Asian economic history has often been written in terms of Western impact and Asia's response to it. This volume argues that the growth of intra-regional trade, migration, and capital and money flows was a crucial factor that determined the course of East Asian economic development. Twelve chapters are organized around three main themes. First, economic interactions between Japan and China were important in shaping the pattern of regional industrialization. Neither Japan nor China imported technology and organizations, and attempted to "catch up" with the West alone. Japan's industrialization took place, taking advantage of the Chinese merchant networks in Asia, while the Chinese competition was a critical factor in the Japanese technological and organizational "upgrading" in the interwar period. Second, the pattern of China's integration into the international economy was shaped by the growth of intra-Asian trade, migration, and capital flows and remittances. While the Western impact was largely confined to the littoral region of China, intra-Asian trade was more directly connected with China's internal market. Both the fall of the imperial monetary system and the rise of economic nationalism in the early twentieth century reflected increasing contacts with the Asian international economy. Third, a study of intra-Asian trade and migration helps us understand the nature of colonialism and the international climate of imperialism. In spite of the adverse political environment, East Asian merchant and migration networks exploited economic opportunities, taking advantage of colonial institutional arrangements and even political conflicts. They made a contribution to national and regional economic development in the politically more favourable environment after the Second World War, by providing the valuable expertise and entrepreneurship they had accumulated prewar. The character of the international order of Asia, governed by Western powers, especially Britain, but shared also by Japan for most of the period, was "imperialism of free trade", although it eventually collapsed by the late 1930s.
