Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews the developments in the social safety net system of Albania since the beginning of its economic adjustment program in mid-1992 through the third quarter of 1995. It shows that the social safety net system was quickly reformed, and that this allowed Albanian authorities to support the most needy groups of the population with income transfers. Notwithstanding the low administrative costs, the social safety net system is not financially sustainable. Expenditures are not balanced with revenues, and the gap cannot be closed in the short-run. Poor targeting of the benefits and administrative loopholes spur expenditures. Revenue growth is hindered by low compliance with the social security contributions. The paper concludes with some suggestions for addressing this issues.

Book Synopsis Realizing the Full Potential of Social Safety Nets in Africa by : Kathleen Beegle

This book was released on 2018-07-02 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: Poverty remains a pervasive and complex phenomenon in Sub-Saharan Africa. Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.

Available in PDF, EPUB and Kindle. It indicates that relative to other safety net programs in low income countries, social assistance in Albania is fairly well targeted to the poor.

Book excerpt: During Albania's transition from a centralized economy to one anchored in a body of Western laws, deep social unrest, widespread poverty, uncontrolled migration, and the reemergence of clan-based loyalties have led to an increase in the most vulnerable population groups. These groups are more likely to be marginalized by the economic cycle, thus making it more difficult to ensure asuccessful transition. One purpose of the study is to identify key emerging social issues and problems in Albania and determine their causes. However, the main purpose of this report is to propose a short- to medium-term action strategy to guide and connect social policy and assistance initiatives targeted to the vulnerable groups in areas where they are most numerous, through a bottom-up approach.
Book Synopsis Albania by : International Monetary Fund
Download or read book Albania written by International Monetary Fund and published by International Monetary Fund. This book was released on 1994-10-01 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines developments in Albania’s income distribution and poverty during the transition to a market-oriented economy. It pays particular attention to the impact of price liberalization on the agricultural terms of trade and production, the decline in state enterprise employment, emigrant remittances, and social safety nets. Income and consumption data produce conflicting results. Based on income data, including average presumptive agricultural incomes and state sector wages, there is a significant rise in real income in rural areas and a decline in real income in urban areas. Based on food consumption data, however, a large decline in urban real incomes is implausible. Poverty in both the urban and the rural population was mitigated by the presence of formal social safety nets, as well as informal arrangements in the form of emigrant remittances.

Book Synopsis Reforms in Albanian Agriculture by : Severin Kodderitzsch
Download or read book Reforms in Albanian Agriculture written by Severin Kodderitzsch and published by World Bank Publications. This book was released on 1999-01-01 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: Agriculture provides the livelihood to 60% of the Albanian population. Even though it is still fairly primitive and it will never probably ensure self-sufficiency in major agricultural commodities, it represents a useful shock absorber in the current situation of economic and social unrest. Since it started its transition to a market economy in 1991, Albania has carried out major reforms in the agricultural sector at large, achieving remarkable increases both in output and total factor productivity. However, more needs to be done to reduce rural poverty, stop environmental degradation and increase integration with regional and international economies. The paper provides an overview of the different policy and institutional aspects that will need to be considered for a balanced outcome.
Book Synopsis Poverty Reduction and the World Bank by :
Download or read book Poverty Reduction and the World Bank written by and published by World Bank Publications. This book was released on 1999-01-01 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: QUOTEEnsuring that the poor will reap some benefit from this much anticipated post-crisis recovery period will require the efforts and collaboration of governments, international financial institutions, the private sector, and civil society, both in crisis and non-crisis countries.QUOTE-James D. Wolfensohn, PresidentPoverty reduction is now more firmly at the center of the Bank's country assistance strategies, with increased efforts to improve the quality of poverty assessments, enhanced monitoring and evaluation of poverty outcomes, and the integration of quantitative with participatory methods. This annual publication reports on World Bank activities in fiscal year 1998, which continued to be aimed at fostering labor-based growth while investing in the development of human capital and providing safety nets. At the same time, Bank activities reflected several new themes: the need to protect the poor from shocks, the role of institutions in implementing policies and providing services, and the importance of participation, partnerships and social capital. The amounts lent under the Program of Targeted Interventions (PTI) has grown from 29 percent of total investment lending in fiscal year 1997 to 40 percent in fiscal 1998, reflecting increased PTI lending in education, social protection, the environment, and to countries in South Asia. The amounts lent for poverty-focused adjustment operations also increased from 52 to 64 percent of total adjustment lending, reflecting efforts to protect the poor hit by the recent crisis in East Asia. The report concludes that the East Asian crisis, as well as other events of the last decade-persistent conflict in some of the poorest African countries, the continuing pain of transition in former socialist economies, and the experience with policy implementation across the world-call for a re-examination of the Bank's poverty reduction strategy, building on the strategy presented in World Development Report 1990 but incorporating new elements as well. This work has begun in preparation for the World Development Report on Poverty which will be published in September 2000.

Download or read book The State of Social Safety Nets 2015 written by and published by World Bank Publications. This book was released on 2015 with total page 185 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last decade, a policy revolution has been underway in the developing and emerging world. Country after country is systematically providing non-contributory transfers to poor and vulnerable people, in order to protect them against economic shocks and to enable them to invest in themselves and their children. Social safety nets or social transfers, as these are called, have spread rapidly from their early prominence in the middle-income countries of Latin America and Europe increasingly to nations in Africa, Asia and the Middle East - and today, over 130 developing countries have made investments in social safety nets an important pillar of economic development policies. The statistics and analysis in The State of Social Safety Nets 2015 capture this revolution, and reveal it in many dimensions at the country, regional, and international levels. This latest edition of a periodic series brings together a large body of data that was not previously available, drawing on the World Bank's ASPIRE database and other sources. Why have so many countries made a firm commitment to incorporate social safety nets as part of their social and economic policy architecture? Because social safety nets work. This report also reports on the rigorous evidence that demonstrates their impact, and also points the way to making them even more efficient and effective at meeting their development goals. This latest edition of a periodic series brings together a large body of data that was not previously available, drawing on the World Bank's ASPIRE database and other sources to examine trends in coverage, spending, and safety nets program performance.
Book Synopsis On Eagle's Wings by : Dirk J. Bezemer
Download or read book On Eagle's Wings written by Dirk J. Bezemer and published by Nova Publishers. This book was released on 2006 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a contribution by a diverse group of authors from the academic, business and policy advice communities to our understanding of recent social and economic developments in Albania. The motivation for this book is that there are lessons of wider importance to be learnt from the fascinating story of recent Albanian developments. Michael Kaser opens the book with a recounting of the country's history and political economy before and during transition. He brings to the job nearly six decades of professional experience as a diplomat and academic and an intimate knowledge of Albania. This chapter provides a detailed political history during transition up to late 2004. Dirk Bezemer contributes an analysis of the collapse in early 1997 of the economy and society brought about by Ponzi schemes. He links the lack of productivity growth and the growth of a 'virtual' financial sector to policy practice focusing on macro stability and state abstinence from interfering in sectoral issues - policies which are still common in many transition and developing economies. Albania has implemented tight monetary policy, stabilised the exchange rate, implemented prudent fiscal polices, and achieved a significant reduction in domestic borrowing, all contributing to the decline of the overall deficit. Based on his expertise as an IMF analyst, Treichel discusses Albania's macroeconomic prospects. Nevila Konica documents the large Albanian emigration flows during transition, leading to an estimated ten percent of the population working outside Albanian territory. Based on her large primary survey data set, she explores personal attributes that characterise emigrants, as well as the extent of the 'brain drain'. She finds that remittances from emigration have been vitally important to Albania's economy by contributing to household incomes and reducing domestic unemployment. Klarita Gerxhani delves deeper into the nature of the informal economy and presents key insights from her original academic research based on fieldwork in Tirana. In her study of the street vending sector she traces its emergence to clear 'push' and 'pull' factors. emigration issue in the broader context of labour market developments. They analyse the large regional differences in unemployment rate, the large share of long-term unemployment and the persistently higher-than-average unemployment rate and falling participation rate for women. They also conclude that emigration reduced the pressure of unemployment in the labour market and on the government's budget, and contributed to financing imports, consumption and investments through remittances. Gloria La Cava uses her research experience as World Bank Senior Social Scientist specialising in the region to address, jointly with co-author Rafaella Nanetti, the changing socio-economic conditions that Albanians face. They focus on the nature of people's vulnerability resulting from a loss of social support during the transformation years, and on social programs addressing new needs. World Bank analyst Malcolm Childress discusses the 'unfinished business of land and property reform' in Albania. emergence of a dynamic land market and the sustained supply response which was expected. Urban property privatisation has fostered a construction boom in Tirana and along the coast and the creation of large areas of informal settlement on the outskirts of Tirana and Durres. Childress provides an insightful discussion of possible consequences. In the final chapter on agriculture, Pasquale Pazienza highlight key problems of land fragmentation and under-investment (particularly in the irrigation system), illuminating the current situation with the post-war history of agricultural and land reforms. He explores the determinants of productivity in a production function framework taking a long-term view, and draws out implication for what is still the largest sector in Albania's economy.
