Book excerpt: Inevitable as structural adjustment has been, and successful as it might be, the engagement with poverty in Africa is going to be a long-term affair. If growth does not restart, the reverse trickle-down may further jeopardize the most vulnerable groups in the population, involving high transitional costs of adjustment. Those costs arise from the reduction in real incomes engendered by tighter monetary and fiscal policies, from increased unemployment resulting from lags in supply responses, from price adjustment in product and factor markets, and from reduced availability of social services following the contraction of public expenditures. The Social Dimensions of Adjustment (SDA) program is to be reviewed as a strategic reaction to that nascent concern about the position of the poor in the process of structural adjustment. It is seen as a catalyst of effective action aimed at poverty reduction in the framework of structural adjustment programs. SDA delineated four components: analytical research, information gathering, social action programs, and institution building and training. This paper examines each of the major SDA components and attempts to elaborate on the distinction between conjunctural (adjustment-vulnerable) and structural (long-term) poor and incorporates a high level of analysis as well as specific innovations which are likely to withstand the test of time professionally.

The program aims at thoroughly integrating social dimensions into economic and financial decision-making. To do so, it pursues several parallel tracks. 1) within each country a special institution building effort is being launched to strengthen national capability for policy analysis and project identification, preparation and implementation. 2) country-specific studies dealing with poverty alleviation and economic policy are being undertaken. 3) developing an adequate data base for analysis of social issues and formulating socioeconomic policy through monitoring surveys and integrated household surveys. 4) improving the understanding of the links among conceptual, empirical, and policy issues involved in the integration of social and economic policies and programs. This report deals mostly with the last track. The objective is to provide guidance to researchers and practioners in assembling and anlyzing the necessary data in order to achieve the objectives of the SDA initiative. It then explores the major policy issues that must be faced by governments to integrate social dimensions in the design of their structural adjustment programs and development plans.

The first essay raises a series of conceptual and methodological questions in the context of a presentation of some of the main empirical results obtained from extended field work carried out during the course of 1992 and 1993 in Kenya, Tanzania and Zimbabwe. The second essay presents the three main themes - private trading networks and structures, the changing political economy of land, and popular forms of social provisioning - that constitute the core of the second phase of NAI's structural adjustment research and, in so doing, provides a review of aspects of the adjustment literature.
