We argue that pervasive skill-biased technological change rather than increased trade with the developing world is the principal culprit. The pervasiveness of this technological change is important for two reasons. First, it is an immediate and testable implication of technological change. Second, under standard assumptions, the more pervasive the skill-biased technological change the greater the increase in the embodied supply of less skilled workers and the greater the depressing effect on their relative wages through world goods prices. In contrast, in the Heckscher-Ohlin model with small open economies, the skill-bias of local technological changes does not affect wages. Thus, pervasiveness deals with a major criticism of skill-biased technological change as a cause. Testing the implications of pervasive, skill-biased technological change we find strong supporting evidence. First, across the OECD, most industries have increased the proportion of skilled workers employed despite rising or stable relative wages. Second, increases in demand for skills were concentrated in the same manufacturing industries in different developed countries.

That has spawned a large body of literature concerned with identifying the factors associated with the generation and spread of technological change. Little attention, however, has been given in the innovation literature to the "people side" of the equation, that is, to how organizations themselves have to adapt to technological change. These concerns have had a higher profile in other fields of research, such as organizational development and human resource management. This paper examines the links between computer-based technological and organizational change. The link is examined empirically using a longitudinal database on the innovation behaviour of Canadian businesses over two periods -- 1980-85 and 1986-91. The evidence shows that as the use of computer-based technologies deepens within firms, the level of organizational innovation increases. However, while technological change may stimulate organizational innovation, much of that innovation does not appear to be successful in the long-term

Book excerpt: Using the National Longitudinal Survey of Youth (NLSY) and six proxies for industry rates of technological change, we study the impact of technological change on skill accumulation among young male workers in the manufacturing sector during the time period 1987 through 1992. Production workers in manufacturing industries with higher rates of technological change are more likely to receive formal company training, but not other types of training. An important finding is that, while more educated workers are more likely to receive formal company training, the training gap between the highly educated and the less educated narrows, on average, as the rate of technological change increases. The positive effect of technological change on hours of training is due largely to an increase in the incidence of training, not in the number of hours per training spell

I estimate the extent of factor bias within industries and countries using a 19-country panel of manufacturing data covering the 1980s. Estimates using both production functions and total factor productivity functions show that technological change is strongly biased against less-skilled workers and toward both skilled workers and capital. An industry or country with twice the capital and skill per less-skilled worker enjoys 1.4%-1.8% faster total factor productivity growth annually due to the effects of factor-bias. These results are consistent with the empirical literature on skill-biased technological change. They may well explain why conditional convergence' of per capita income across countries is so slow

Advanced technology adoption has been both rapid and pervasive, leading to concerns about whether technology use is associated with an increase or a decrease in workers' skills. Based on the data collected through two surveys, this paper examines the relationship between technology use and the skill level of workers. It does so by first reporting on the opinions of managers of Canadian manufacturing establishments, who indicate that technology use leads to skill increases. Second, this paper examines the relationship between a plant's decision to train and certain other characteristics of the plant, including its technology use. Third, it investigates the factors related to the location of training in order to determine whether the training done by plants imparts primarily generic skills or plant-specific skills. Finally, it reports on survey results that show plants that introduced new technologies had to increase their expenditures for training.
