It has been suggested that the siting of the nuclear waste repository at Yucca Mountain, Nevada, will lead to a significant reduction in the amenity value of the state and, consequently, the ability of the state to attract these nonmanufacturing industries. This report reviews the literature dealing with factors important to the location of services, with an emphasis on producer services, to determine whether amenities, which have been shown to be an important locational consideration for some manufacturing firms, similarly affect the location of services. The report finds little substantive evidence to link amenities with the location of service firms, although the process by which these firms' locations are chosen is not well understood. Research in this area is comparatively recent, and although a number of theories of service location have been developed, the majority of research is exploratory in scope.

Book excerpt: The design and location of production facilities are important aspects of corporate strategy which can have a significant impact on the socio economy of nations and regions. Here, these decisions are recognized as being interrelated; that is, the optimal plant design (input mix and output level) depends on the location of the plant, and the optimal location of the plant depends on the design of the plant. Until the late 1950s, however, the questions of where a firm should locate its plant and what should be its planned input mix and output level were treated, for the most part, as separate questions, and were investigated by different groups of research ers. Although there was some recognition that these questions are inter I 1928; Hoover 1948; Isard 1956], no detailed analysis related [e. g. , Pre doh or formal structure was developed combining these two problems until the work of Moses [1958]. In recent years scholarly interest in the integrated production/locaton decision has been increasing rapidly. At the same time that research on the integrated production/location problem was expanding, significant related work was occurring in the fields of operations research, transportation science, industrial engineering, eco nomics, and geography. Unfortunately, the regional scientists working on the production/location problem had little contact with researchers in other fields. They generally publish in different journals and attend dif ferent professional meetings. Consequently, little of the recent work in these fields has made its way into the production/location research and vice versa.

Book excerpt: The use of business services has had an increasingly important effect on economic performance in many industries, with the ability of firms in a given location to respond to changes in external markets, production techniques and material supplies often determined by the local provision of business information. Consequently, an increasing research effort has focused on the characteristics and role of producer services activities at the regional and urban economies. This paper examines the nature and extent of external linkages of a sample of independent producer service firms in the two regional centers of Denver and Salt Lake City. Preliminary results are presented from a larger survey of local and regional factors important to the location of producer service activity using survey data collected from producer service activities in metropolitan and non-metropolitan places in Colorado and Utah. Findings are presented in three main areas of interest: the importance and geographic sources of subcontracting of business services by producer service establishments, particularly those establishments where scientific and technical occupations are an important location factor; the geographic and sectoral distribution of service sales; and the relative importance of various environmental amenities to the location of producer service activities.

Literature reviewed includes migration and demographic studies; urban and regional economics studies of amenities in labor markets, retirement migration, and firm location decisions; nonmarket valuation studies using hedonic price analysis of amenity resource values; land use change studies; and studies of the economic development influence of forest preservation. A synthesis of the literature finds that the influence of amenities is consistently shown to be a positive factor contributing to population growth in urban and rural areas characterized by proximity to public forest lands. Beyond this broad finding, however, little research has been conducted at an appropriate scale to be directly useful in forest management and planning decisions. Areas for further research are identified.

This report presents empirical evidence on the importance of environmental amenities and disamenities in business location decisions gathered from surveys and interviews of owners and managers of manufacturing and producer service establishments in Colorado and Utah. Results show that amenities are a much more important consideration for producer service establishments than for manufacturing establishments. Policies of host communities to offset the loss of business establishments that could result from risk perceptions associated with nuclear waste facilities should therefore take into account how sensitive the business activities that are present or likely to locate in the area are to environmental amenities.
