Although most countries south of the Sahara introduced multiparty systems more than a decade ago, much remains to be understood about the political parties active within these systems. General statements about African parties are common, but tend to lack support from systematic research. Among the least studied areas is African party organization - including such issues as how parties function and who decides what. One useful way of studying the power dynamics within political parties is to analyze how parliamentary candidates are selected. While a common theme in party research in established democracies, this is the first systematic study of the subject in Africa. This book analyzes the selection system used in recent elections in 31 parties in 17 African countries, while a closer study of Ghana offers more detailed information. It is found that the selection process in many political parties is significantly more decentralized than general theories about African parties would suggest. In sharp contrast to arguments about the stability of African elites, incumbent Members of Parliament are often very vulnerable to challenges from other aspirants in their parties. It is argued that the logic of clientelism plays an important role in explaining these findings."

The democratizing era, however, brought alongside it a phenomenon that Manduhai Buyandelger terms “electionization”—a restructuring of elections from time-grounded events into a continuous neoliberal force that governs everyday life beyond the electoral period. In this way, electoral campaigns have come to substitute for the functions of governing, from social welfare to the private sector, requiring an accumulation of wealth and power beyond the reach of most women candidates. In A Thousand Steps to Parliament, Buyandelger shows how successful women candidates instead use strategies of self-polishing to cultivate charisma and a reputation for being oyunlag, or intellectful. This carefully crafted identity can be called the “electable self”: treating their bodies and minds as pliable and renewable, women candidates draw from the same practices of neoliberalism that have unsustainably commercialized elections. Political parties play a crucial role in this. They select the candidates, form or oppose governments, and organize the work of the representatives in parliament. This model of democracy is however being criticized. Parties are hardly trusted and voters have become volatile. How, then, do elected representatives of the people see and fulfil their role? To study this a survey was organized among the members of statewide and sub-state parliaments in fifteen countries. Members of seventy-three parliamentary assemblies were asked how they perceive their representative role, what they do to keep in touch with voters, how they behave and vote in parliament and how they will try to get re-elected. One of the ways in which candidates and elected members of parliament might react to the changing conditions in which they have to represent the people is by stressing more personal characteristics as opposed to the party label and party ideology. Representation might then become more a matter of personal choice. The results of the survey presented in this book do however confirm quite strongly that representation is very much shaped by the political institutions in which it is performed. Representation differs between countries, between different electoral systems, between statewide and regional parliaments, and depends strongly on the party to which a member of parliament belongs. Representation depends not as much on who the representatives are, as on where they are.
