Book excerpt: The author argues that confidence in an efficient, courageous and transparent judiciary goes to the very heart of the governability of Colombia, and that Plan Colombia does not address the root causes of Colombia's problems. These are weak government, inequality, absence of citizen participation, corruption and an ineffective legal system. Fundamental reforms in Colombia should begin by directly strengthening the moral legitimacy of the government, holistically enhancing socioeconomic development, and meticulously reforming the legal system, thus reestablishing the rule of law. The rule of law, in turn, is critical to the achievement of the ultimate purposes of Plan Colombia--peace, prosperity, and the strengthening of the state. Systemic reform requires well-conceived, long-term, and careful implementation. Unless thinking and actions are reoriented to deal with these realities, the alternative is social calamity, criminal anarchy, and civil war.

Available in PDF, EPUB and Kindle. Book excerpt: The intention of the U.S. Army War College and The Dante B. Fascell North-South Center has been to elucidate as broadly as possible the many facets of the Colombian dilemma, the worst security problem which the Western Hemisphere faces today. This monograph concerns the challenge to reform Colombian judicial institutions. Plan Colombia carries with it, by the reckoning of President Andres Pastrana's government, a $7.5 billion price tag. The United States has committed $1.3 billion to the effort, largely in military aid, antinarcotics programs, and the equipment and training that go with them. Europe is supposed to provide $1 billion in humanitarian aid, social programs, and other nonmilitary assistance, but its money has not been forthcoming. Meanwhile, the United States does, through the United States Agency for International Development, offer a $122 million package for judicial reform and, in fact, has carried out programs of judicial reform in the past.

Available in PDF, EPUB and Kindle. Book excerpt: Terrorism law is as international as it is regionally distinct and as difficult to define as it is essential to address. Given recent pressures to harmonize terrorism laws from international organizations like the United Nations Security Council, the Financial Action Task Force, and the Council of Europe, this book presents readers with an up-to-date assessment of terrorism law across the globe. Covering twenty-two jurisdictions across six continents, the common framework used for each chapter facilitates national comparisons of a range of laws including relevant criminal, administrative, financial, secrecy, and military laws. Recognizing that similar laws may yield different outcomes when transplanted into new contexts, priority of place is given to examples of real-world application. Including a thematic introduction and conclusion, this book will help to establish comparative counter-terrorism law as an emerging discipline crossing the boundaries of domestic and international law.

Book excerpt: The 2009 Failed States Index identifies many nations as being in danger of becoming failed states--in fact, two-thirds of the world's states are critical, borderline, or in danger of becoming just that. Failed states do not possess the necessary conditions to have truly sovereign governments that meet the needs of their populations. Colombia garnered a rating of 89 on the 2009 Failed States Index, just below that of Kyrgyzstan. It has experienced conflict for decades and as the author observed, was a 'paradigm for a failing state' in that it was replete with terrorism, kidnapping, murder, corruption, and general lawlessness. But today it is much safer through the imposition of the Rule of Law. The author addresses the rule of law and its impact on Colombia.--Publisher description.

Available in PDF, EPUB and Kindle. Book excerpt: The post-Cold War world has seen the emergence of new kinds of security threats. Whilst traditionally security threats were perceived of in terms of military threats against a state, non-traditional security threats are those that pose a threat to various internal competencies of the state and its identity both home and abroad. The European Union and the United States have identified Latin American cocaine trafficking as a security threat, but their policy responses to it have differed. This book examines the ways in which the EU and the US have conceptualized this threat. Furthermore, it explores the impact of cocaine trafficking on four state functions - economic, political, public order and diplomatic - in order to explain why it has become 'securitized'. Appealing to a variety of university courses, this book is especially relevant to security studies and European and US policy analysis, as well as criminology and sociology.

Available in PDF, EPUB and Kindle. Book excerpt: This book studies a significant event in US relations with Latin America, shedding light on the role of dependent states and their foreign policy agency in the process by which local concerns become intertwined with the dominant state’s foreign policy. Plan Colombia was a large-scale foreign aid programme through which the US intervened in the internal affairs of Colombia, by invitation. It proved to be one of the major successes of US foreign policy, and has been credited with stemming a potentially catastrophic security failure of the Colombian state. This book discusses the strategies and practices deployed by the Colombian government to influence US foreign policy decision making at the bureaucratic, legislative and executive levels, and is a distinctive contribution to our understanding of the dynamics of small power agency. Giving a clearer insight into the decision making processes in both the US and Colombia, this book founds its argument on solid empirical analysis assembled from interviews of the major players in the events including: Andres Pastrana, President of Colombia; Thomas Pickering, US State Department; Arturo Valenzuela, Senior Director for Inter-American Affairs at the NSA; General Barry McCaffrey, the US ‘Drug Czar’; and Dennis Hastert, Speaker of the US House of Representatives. Approaching the events in question from a bottom-up theoretical perspective that puts the emphasis on the facts of the case, this book will be of great interest to academics, students and policy makers in the field of foreign policy analysis, US foreign policy studies, and Latin American studies.

But adolescent pregnancies still occur, placing millions of girls each year at risk for medical complications and social isolation and their babies for severe health problems-especially when prenatal care is inadequate or nonexistent. But as the opportunity for young women and girls increases around the world, adolescent pregnancy will continue to decline. Featuring reports from countries across the developed and developing worlds, the International Handbook of Adolescent Pregnancy analyzes the scope of the problem and the diversity of social and professional responses. Its biological/ecological perspective identifies factors influencing childhood pregnancy, as well as outcomes, challenges and needs of very young mothers as they differ across nations and regions. Salient comparisons are made as cultural contexts and community support vary widely and attention is paid to issues such as child marriage, LGBT concerns and the impact of religion and politics on health care, particularly access to contraception, abortion and other services. This global coverage heightens the understanding of readers involved in care, education and prevention programs and otherwise concerned with the psychosocial development, reproductive health and general well-being of girls. Included in the Handbook: Biological influences of adolescent pregnancy. Adolescent maternal health and childbearing. Adolescent pregnancy and mental health. International perspectives on adolescent fathers. Adolescent pregnancy as a feminist issue. Adolescent pregnancy as a social problem. Plus viewpoints from more than thirty countries. As a unique source of up-to-date findings and clear-headed analysis, the International Handbook of Adolescent Pregnancy is a go-to reference for practitioners and researchers in maternal and child health, pediatrics, adolescent medicine and global health.

Available in PDF, EPUB and Kindle. Book excerpt: The mapping of Colombian national territory, however, is fundamental to the problem of control of national territory. As a threshold matter, policy, strategy, and military asset management in contemporary conflict in virtually any unstable part of the world must deal with the problem of governance in [beta]lawless areas.[gamma] Unless a central government such as that in Colombia can exert legitimate control and governance in the 60+ percent of the municipalities not under its control, there can be no effective judicial system and rule of law; no effective legal crop substitution programs; no effective democratic processes; and, only very little military or police action to bring law and order into unknown and difficult terrain. Indeed, control of the national territory is a strategic paradigm for 21st century conflict. The state is under assault by a powerful combination of state weaknesses, [beta]lawless areas, [gamma] and insurgent and criminal terrorism. All these contributors to instability and violence have a powerful effect on local, regional, national, and international security. Colombia and other states experiencing conflicts that range from criminal anarchy to virtual civil war must understand that putting treasure and blood into a conflict situation without first establishing the strategic foundations of success only result in ad hoc, piece-meal, disjointed, and ineffective reactions to truly inconsequential problems.
