In her study, Gabriela Polit Dueñas juxtaposes two infamous narco regions, Culiacán, Mexico, and Medellín, Colombia, to demonstrate the powerful forces of violence, corruption, and avarice and their influence over locally based cultural texts. Polit Dueñas provides a theoretical basis for her methods, citing the work of Walter Benjamin, Pierre Bourdieu, and other cultural analysts. She supplements this with extensive ethnographic fieldwork, interviewing artists and writers, their confidants, relatives, and others, and documents their responses to the portrayal of narco culture. Polit Dueñas offers close readings of the characters, language, and milieu of popular works of literature and the visual arts and relates their ethical and thematic undercurrents to real life experiences. In both regions, there are few individuals who have not been personally affected by the narcotics trade. Each region has witnessed corrupt state, police, and paramilitary actors in league with drug capos. Both have a legacy of murder. Polit Dueñas documents how narco culture developed at different times historically in the two regions. In Mexico, drugs have been cultivated and trafficked for over a century, while in Colombia the cocaine trade is a relatively recent development. In Culiacán, characters in narco narratives are often modeled after the serrano (highlander), a romanticized historic figure and sometime thief who nobly defied a corrupt state and its laws. In Medellín, the oft-portrayed sicario (assassin) is a recent creation, an individual recruited by drug lords from poverty stricken shantytowns who would have little economic opportunity otherwise. As Polit Dueñas shows, each character occupies a different place in the psyche of the local populace. Narrating Narcos offers a unique melding of archival and ground-level research combined with textual analysis. Here, the relationship of writer, subject, and audience becomes clearly evident, and our understanding of the cultural bonds of Latin American drug trafficking is greatly enhanced. As such, this book will be an important resource for students and scholars of Latin American literature, history, culture, and contemporary issues.

Grosse explores how drug traffickers turn profits from street sales of cocaine and crack into bank accounts, airplanes, securities investments, and other uses. These schemes are both creative and extensive, from shipping suitcases of dollars to Mexico, to buying gold with drug cash in California, to faking the export of clothing from Colombia to Panama. The amounts of money involved are often staggering--hundreds of millions of dollars in most cases. Grosse also considers some of the issues raised by money laundering. He offers advice to banks and other financial institutions that hope to avoid becoming involved in a money laundering process. He examines the social costs and benefits of money laundering, in particular the charge that the rapid development of Miami in the 1980s was due directly to the hundreds of millions of cocaine dollars invested in real estate and businesses by the cocaine cowboys. Increasing law enforcement has, in Grosse's opinion, only resulted in more clever laundering schemes, and recent discussion about legalizing narcotics will prove even more costly for the United States.

Employing participant observation and interview research in three favelas (shantytowns) in Rio de Janeiro over a nine-year period, Arias closely considers the social interactions and criminal networks that are at the heart of the challenges to democratic governance in urban Brazil. Much of the violence is the result of highly organized, politically connected drug dealers feeding off of the global cocaine market. Rising crime prompts repressive police tactics, and corruption runs deep in state structures. The rich move to walled communities, and the poor are caught between the criminals and often corrupt officials. Arias argues that public policy change is not enough to stop the vicious cycle of crime and corruption. The challenge, he suggests, is to build new social networks committed to controlling violence locally. Arias also offers comparative insights that apply this analysis to other cities in Brazil and throughout Latin America.

The production and trafficking of popular illicit drugs--cocaine, marijuana, opiates, and methamphetamine--generates a multi-billion dollar black market in which Latin American criminal and terrorist organizations thrive. These groups challenge state authority in source and transit countries where governments are often fragile and easily corrupted. Mexican drug trafficking organizations (DTOs) largely control the U.S. illicit drug market and have been identified by the U.S. Department of Justice as the 'greatest organized crime threat to the United States.' Drug trafficking-related crime and violence in the region has escalated in recent years, raising the drug issue to the forefront of U.S. foreign policy concerns. Since the mid-1970s, the U.S. government has invested billions of dollars in anti-drug assistance programs aimed at reducing the flow of Latin American-sourced illicit drugs to the United States. Most of these programs have emphasized supply reduction tools, particularly drug crop eradication and interdiction of illicit narcotics, and have been designed on a bilateral or subregional level. Many would argue that the results of U.S.-led drug control efforts have been mixed. Temporary successes in one country or sub-region have often led traffickers to alter their cultivation patterns, production techniques, and trafficking routes and methods in order to avoid detection. As a result of this so-called 'balloon effect, ' efforts have done little to reduce the overall availability of illicit drugs in the United States. In addition, some observers assert that certain mainstays of U.S.-funded counterdrug programs, particularly aerial spraying to eradicate drug crops, have had unintended social and economic consequences. The Obama Administration has continued U.S. support for Plan Colombia and the Mérida Initiative, but is gradually broadening the focus of those aid packages to address the societal and institutional effects of the drug trade and related criminality and violence, rather than mainly funding supply control efforts. Newer programs like the Caribbean Basin Security Initiative (CBSI) include more of an emphasis on rule of law, anti-corruption, and community and youth development programs. In order to complement these international efforts, President Obama and his top advisers have acknowledged the role that U.S. drug demand has played in fueling the drug trade in the region and requested increased funding for prevention and treatment programs. The 111th Congress has influenced U.S. drug control policy in Latin America by appropriating certain types and levels of funding for counterdrug assistance programs in P.L. 111-8, P.L. 111-32, and P.L. 111-117. Congress has also conditioned the provision of antidrug funding on the basis of human rights and other reporting requirements. It has sought to ensure that counterdrug programs are implemented in tandem with judicial reform, anti-corruption, and human rights programs. Several bills address counternarcotics issues in the region, including House-passed H.R. 2410 (Berman), House-passed H.R. 2134 (Engel) and S. 3172 (Menendez). Congress has been active in evaluating drug assistance programs through multiple oversight hearings. This report provides an overview of the drug flows in the Americas and U.S. antidrug assistance programs in the region. It also raises some policy issues for Congress to consider as it exercises oversight of U.S. antidrug programs and policies in the Western Hemisphere.
