Of the humanitarian work being accomplished by the Government. Such an exposition had never before been witnessed by the people. Those who have been fortunate enough to be able to visit Washing ton and spend a few days in learning about the Government's activi ties have been privileged to see a number of those exhibits at various times, but never before has practically the entire safety first work of the Government been assembled on a train. That the people were surprised at the extent of the Government's interest in their behalf was manifest every day the train was on its itinerary. It became a common expression that no one before had had any idea of the practical work the Federal Government was doing along these lines. The Government issues millions of publications each year on the subjects depicted by the train, but these unfortunately do not lend themselves to such graphic presentation as the actual apparatus used in these endeavors. It is a safe assumption that many of the visitors left the train better American citizens and with a much clearer view of the helpfulness of the Federal Government to the people. The plan of having a railway train take to the doorsteps of the people an exhibit of the work of the Government originated in the Department of the Interior. The detailed work of 'bringing the exhibits of the various departments and bureaus together was as signed to Mr. Van. H. Manning, Director of the Bureau of Mines, who was designated as the executive officer in charge of the train. The Director of the Bureau of Mines was assisted by Mr. Morton F. Leopold, also of the Bureau of Mines, who had immediate charge of the train in the absence of Mr. Manning. In 1907, American coal mines killed 3,242 men in occupational accidents, probably an all-time high both for the industry and for all laboring accidents in this country. In December alone, two mines at Monongah, West Virginia, blew up, killing 362 men. Railroad accidents that same year killed another 4,534. At a single South Chicago steel plant, 46 workers died on the job. In mines and mills and on railroads, work in America had become more dangerous than in any other advanced nation. Ninety years later, such numbers and events seem extraordinary. Although serious accidents do still occur, industrial jobs in the United States have become vastly and dramatically safer. In Safety First, Mark Aldrich offers the first full account of why the American workplace became so dangerous, and why it is now so much safer. Aldrich, an economist who once served as an OSHA investigator, first describes the increasing dangers of industrial work in late-nineteenth-century America as a result of technological change, careless work practices, and a legal system that minimized employers' responsibility for industrial accidents. He then explores the developments that led to improved safety—government regulation, corporate publicizing of safety measures, and legislation that raised the costs of accidents by requiring employers to pay workmen's compensation. At the heart of these changes, Aldrich contends, was the emergence of a safety ideology that stressed both worker and management responsibility for work accidents—a stunning reversal of earlier attitudes.
