''Nonstationary cleanup'' or simply ''cleanup'' activities are where the operation must relocate to the site of new contaminated material at the completion of each task (i.e., the operation moves to the contaminated material). ''Stationary production'' or simply ''production'' activities are where the contaminated material is moved to a centralized location (i.e., the contaminated material is moved to the operation) for analysis, sorting, treatment, storage, and disposal. This paper addresses the issue of nonstationary cleanup design. The following are the specific assigned action items: Collect and compile a list of special safety-related ER/D & D design factors, especially ones that don't follow DOE Order 6430.1A requirements. Develop proposal of what makes sense to recommend to designers; especially consider recommendations for short-term projects. Present proposal at the January meeting. To achieve the action items, applicable US Department of Energy (DOE) design requirements, and cleanup operations and differences from production activities are reviewed and summarized; basic safety requirements influencing design are summarized; and finally, approaches, considerations, and methods for safe, cost-effective design of cleanup activities are discussed.

Book excerpt: Oak Ridge National Laboratory Environmental Technology Section has been performing Independent Verification (IV) activities for U.S. DOE sites since 1986. DOE has successfully used IV in the Uranium Mill Tailings Remedial Action Program, Decontamination and Decommissioning projects, and Formerly Utilized Sites Remedial Action Projects/Surplus Facilities Management Program. Projects that have undergone IV range from small residential properties to large, industrial sites. The IV process provides a third-party review conducted by an independent organization. The purpose is to verify accuracy and completeness of contractor field measurements and final documentation, evaluate the credibility of procedures, and independently assess post-cleanup conditions versus decommissioning project plans and release criteria. Document reviews of plans, dose models, procedures, and reports are some IV activities undertaken. Independent measurements are also collected during field visits to confirm the contractor's findings. Corrective actions for discrepancies are suggested if necessary. Finally, archival and reporting of the final site environmental conditions for project closeout and certification are completed. The IV contractor reports to DOE headquarters and acts as a quality assurance feedback mechanism. An IV also provides additional assurance that projects are planned, carried out, and documented properly. Decommissioning projects benefit from the IV process by: (1) cost and time savings from early identification of potential problems, (2) assurance that cleanup meets regulatory guidelines, and (3) technical reviews and consultation with experts in field instrumentation, sampling strategy, etc. Some lessons learned from the IV process include avoiding: (1) improper survey techniques, (2) reporting data in units not comparable with guideline values, (3) premature release of surfaces, (4) poor decommissioning project planning, (5) misapplication of release guidelines. 20 refs.

Accordingly, the facility accident analysis has been developed to allow risk-based comparisons of EM PEIS strategies for consolidating the storage and treatment of wastes at different sites throughout the country. The analysis has also been developed in accordance with the latest DOE guidance by considering the spectrum of accident scenarios that could occur in implementing the various actions evaluated in the EM PEIS. The individual waste storage and treatment operations and inventories at each site are specified by the functional requirements defined for each waste management alternative to be evaluated. For each alternative, the accident analysis determines the risk-dominant accident sequences and derives the source terms from the associated releases. This information is then used to perform health effects and risk calculations that are used to evaluate the various alternatives.

By isolating any remediation activities that deal with Enriched Restricted Materials, the SBRs and PRs assure that the hazard categories of former nuclear facilities undergoing remediation remain less than Nuclear. These integrated DSAs employ Integrated Safety Management methodology in support of simplified restoration and remediation activities that, so far, have resulted in the decontamination and demolition (D & D) of over 150 structures, including six major nuclear production plants. This paper presents the FCP method for maintaining safety basis documentation, using the D & D I-HASP as an example.
