To offset the adverse balance of trade and to maximize profits, the Europeans imposed their own coercive and monopolistic systems along the existing trade routes. Systematic exploitation of economic opportunities in Asia by Europeans began with the coming of the Portuguese, followed by other European maritime powers. It culminated with Britannia ruling the Asian waters with warships and a strong merchant marine. A study of the operational and ideological motivations that propelled the European powers’ activities in the Indian Ocean can help to construct a coherent interpretation of the foundations of empire that were being laid, at first insidiously and later, aggressively. This book analyses the mechanism and implications of Europe’s sustained engagement in Intra-Asian trade which is as an essential context to the establishment of colonial empires. In American Hegemony and the Postwar Reconstruction of Science in Europe, John Krige describes the efforts of influential figures in the United States to model postwar scientific practices and institutions in Western Europe on those in America. They mobilized political and financial support to promote not just America's scientific and technological agendas in Western Europe but its Cold War political and ideological agendas as well. Drawing on the work of diplomatic and cultural historians, Krige argues that this attempt at scientific dominance by the United States can be seen as a form of "consensual hegemony," involving the collaboration of influential local elites who shared American values. He uses this notion to analyze a series of case studies that describe how the U.S. administration, senior officers in the Rockefeller and Ford Foundations, the NATO Science Committee, and influential members of the scientific establishment—notably Isidor I. Rabi of Columbia University and Vannevar Bush of MIT—tried to Americanize scientific practices in such fields as physics, molecular biology, and operations research. Book excerpt: Scholars have long argued over whether the 1648 Peace of Westphalia, which ended more than a century of religious conflict arising from the Protestant Reformations, inaugurated the modern sovereign-state system. But they largely ignore a more fundamental question: why did the emergence of new forms of religious heterodoxy during the Reformations spark such violent upheaval and nearly topple the old political order? In this book, Daniel Nexon demonstrates that the answer lies in understanding how the mobilization of transnational religious movements intersects with--and can destabilize--imperial forms of rule. Taking a fresh look at the pivotal events of the sixteenth and seventeenth centuries--including the Schmalkaldic War, the Dutch Revolt, and the Thirty Years' War--Nexon argues that early modern "composite" political communities had more in common with empires than with modern states, and introduces a theory of imperial dynamics that explains how religious movements altered Europe's balance of power. He shows how the Reformations gave rise to crosscutting religious networks that undermined the ability of early modern European rulers to divide and contain local resistance to their authority. In doing so, the Reformations produced a series of crises in the European order and crippled the Habsburg bid for hegemony. Nexon's account of these processes provides a theoretical and analytic framework that not only challenges the way international relations scholars think about state formation and international change, but enables us to better understand global politics today.

Good-Bye Hegemony! argues that hegemony is a fiction propagated to support a large defense establishment, justify American claims to world leadership, and buttress the self-esteem of voters. It is also contrary to American interests and the global order. Simon Reich and Richard Ned Lebow argue that hegemony should instead find expression in agenda setting, economic custodianship, and the sponsorship of global initiatives. Today, these functions are diffused through the system, with European countries, China, and lesser powers making important contributions. In contrast, the United States has often been a source of political and economic instability. Rejecting the focus on power common to American realists and liberals, the authors offer a novel analysis of influence. In the process, they differentiate influence from power and power from material resources. Their analysis shows why the United States, the greatest power the world has ever seen, is increasingly incapable of translating its power into influence. Reich and Lebow use their analysis to formulate a more realistic place for America in world affairs.
