Available in PDF, EPUB and Kindle. Book excerpt: This book offers the first systematic, comparative analysis of military education and training in Europe within the context of the post-Cold War security environment. Based on an analysis of military education institutions in the UK, Germany, Finland, Romania and the Baltic States, this book demonstrates that the convergence of European military cultures since the end of the Cold War is linked to changes in military education. The process of convergence originates, at least in part, from the full or partial adoption of a new concept by post-commissioning professional military education institutions: the National Defence University. Officers are now educated alongside civilians and public servants, wherein they enjoy a socialization experience that is markedly different from that of previous generations of European officers, and is increasingly similar across national borders. In addition, this book argues that with the control over the curricula and graduation criteria increasingly set by civilian higher education authorities, the European armed forces, while continuing to exist, and hold significant (although declining) capabilities, stand to lose their status as a profession in the traditional sense. This book will be of much interest to students of military, European security policy, European politics, and IR in general.

Book excerpt: This open access volume surveys the state of the field to examine whether a fifth wave of deterrence theory is emerging. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Air Commodore Professor Dr. Frans Osinga is the Chair of the War Studies Department of the Netherlands Defence Academy and the Special Chair in War Studies at the University Leiden. Dr. Tim Sweijs is the Director of Research at The Hague Centre for Strategic Studies and a Research Fellow at the Faculty of Military Sciences of the Netherlands Defence Academy in Breda.

NATO rules of engagement (ROE) are of considerable political, strategic and operational importance, yet many of its concepts lack clarity. The resulting ambiguity may be detrimental for people involved and for mission accomplishment. Through a thorough analysis of the concept, purpose, development and use of NATO ROE, Cooper contributes to improved understanding and implementation of NATO ROE. The book covers all use of force categories and relevant law relating to the use of force during armed conflicts, including the complex concepts of hostile act and hostile intent, direct participation in hostilities, and the increasing reliance on self-defence during armed conflict.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the development of cooperation between the EU and NATO, two key non-state actors in the European security architecture. The work examines the relationship between the EU and NATO by focusing on the perspective of member states. Highlighting the relevance of member states’ role in shaping EU-NATO relations, it conceptualises interorganisational cooperation and develops a typology of member states based on four types: advocates, blockers, balancers and neutrals. To apply this typology and analyse member states’ specific roles, the analysis considers their foreign and security policy orientations, bilateral relationships with other member states, and contributions to both military operations, and division of labour between the two organisations. The book also examines states’ use of political strategies -- such as forum-shopping, hostage-taking and brokering -- that influence the design, evolution and practicalities of cooperation between the EU and NATO. This book will be of much interest to students of European Security and Defence Policy, international organisations, and security studies in general.

This book was released on 2017-06-29 with total page 313 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although the West won the Cold War, the continuation of the status quo is not a foregone conclusion. The former Soviet-aligned regions outside of Russia -- Ukraine, Poland, Czech Republic, and others -- sit atop decaying armed forces while Russian behavior has grown more and more aggressive, as evidenced by its intervention in Ukraine in recent years. Thomas Young delves into the state of these defense institutions in Central and Eastern Europe, whose resources have declined at a faster rate than their Western neighbors' due to social and fiscal circumstances at home and shifting attitudes in the wider international community. With rigorous attention to the nuances of each region's politics and policies, he documents the status of reform of these armed forces and the role that Western nations have played since the Cold War, as well as identifying barriers to success and which management practices have been most effective in both Western and Eastern capitals. This is essential reading for undergraduates and graduates studying the recent history of Europe in the post-Soviet era, as well as those professionally involved in defense governance in the region.
