The authors discuss the function and effectiveness of economic planning during the shah's tenure and relate the shortcomings of plan preparation and implementation to the explosive psycho-economic instability of the regime. They then discuss the institutional problems that the revolutionary regime has been facing in operating the economy and foresee the possible consequences of its failure to appropriately deal with these problems. Finally, analyzing the economic postures of important opposition groups, the authors outline future prospects for economic planning in Iran.

Available in PDF, EPUB and Kindle. Book excerpt: The world economy is experiencing a very strong but uneven recovery, with many emerging market and developing economies facing obstacles to vaccination. The global outlook remains uncertain, with major risks around the path of the pandemic and the possibility of financial stress amid large debt loads. Policy makers face a difficult balancing act as they seek to nurture the recovery while safeguarding price stability and fiscal sustainability. A comprehensive set of policies will be required to promote a strong recovery that mitigates inequality and enhances environmental sustainability, ultimately putting economies on a path of green, resilient, and inclusive development. Prominent among the necessary policies are efforts to lower trade costs so that trade can once again become a robust engine of growth. This year marks the 30th anniversary of the Global Economic Prospects. The Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

Book excerpt: Iran's geographical location, its oil, its nuclear program, its volatile political landscape, its espousal of militant Islam, all combine to make it a key player in some of the most crucial issues of our time. But because of its relative isolation, there is a shortage of hard information about today's Iran. In this volume, an imposing roster of both internationally renowned Iranian scholars and rising young Iranian academics offer essays - many based on recent fieldwork - on the nature and evolution of Iran's economy, significant aspects of Iran's changing society, and the dynamics of its domestic and international politics since the 1979 revolution, focusing particularly on the post-Khomeini period. The book will be of great interest not only to Iran specialists, but also to scholars of comparative politics, democratization, social change, politics in the Muslims world, and Middle Eastern studies.

Available in PDF, EPUB and Kindle. Book excerpt: This study entails a theoretical reading of the Iranian modern history and follows an interdisciplinary agenda at the intersection of philosophy, psychoanalysis, economics, and politics and intends to offer a novel framework for the analysis of socio-economic development in Iran in the modern era. A brief review of Iranian modern history from the Constitutional Revolution to the Oil Nationalization Movement, the 1979 Islamic Revolution, and the recent Reformist and Green Movements demonstrates that Iranian people travelled full circle. This historical experience of socio-economic development revolving around the bitter question of “Why are we backward?” and its manifestation in perpetual socio-political instability and violence is the subject matter of this study. Michel Foucault’s conceived relation between the production of truth and production of wealth captures the essence of hypothesis offered in this study. Foucault (1980: 93–94) maintains that “In the last analysis, we must produce truth as we must produce wealth; indeed we must produce truth in order to produce wealth in the first place.” Based on a hybrid methodology combining hermeneutics of understanding and hermeneutics of suspicion, this monograph proposes that the failure to produce wealth has had particular roots in the failure in the production of truth and trust. At the heart of the proposed theoretical model is the following formula: the Iranian subject’s confused preference structure culminates in the formation of unstable coalitions which in turn leads to institutional failure, creating a chaotic social order and a turbulent history as experienced by the Iranian nation in the modern era. As such, the society oscillates between the chaotic states of socio-political anarchy emanating from irreconcilable differences between and within social assemblages and their affiliated hybrid forms of regimes of truth in the springs of freedom and repressive states of order in the winters of discontent. Each time, after the experience of chaos, the order is restored based on the emergence of a final arbiter (Iranian leviathan) as the evolved coping strategy for achieving conflict resolution. This highly volatile truth cycle produces the experience of socio-economic backwardness and violence. The explanatory power of the theoretical framework offered in the study exploring the relation between the production of truth, trust, and wealth is demonstrated via providing historical examples from strong events of Iranian modern history. The significant policy implications of the model are explored. This monograph will appeal to researchers, scholars, graduate students, policy makers and anyone interested in the Middle Eastern politics, Iran, development studies and political economy.

Available in PDF, EPUB and Kindle. Book excerpt: The most significant challenge to the post-Cold War international order is the growing power of ambitious states opposed to the West. Iran, Russia and China each view the global structure through the prism of historical experience. Rejecting the universality of Western liberal values, these states and their governments each consider the relative decline of Western economic hegemony as an opportunity. Yet cooperation between them remains fragmentary. The end of Western sanctions and the Iranian nuclear deal; the Syrian conflict; new institutions in Central and East Asia: in all these areas and beyond, the potential for unity or divergence is striking. In this new and comprehensive study, Ariane Tabatabai and Dina Esfandiary address the substance of this `triple axis' in the realms of energy, trade, and military security. In particular they scrutinise Iran-Russia and the often overlooked field of Iran-China relations. Their argument - that interactions between the three will shape the world stage for decades to come - will be of interest to anyone looking to understand the contemporary international security puzzle.

Book excerpt: Over three decades after the Iranian Revolution reconfigured the strategic landscape in the Middle East, scholars are still trying to decipher its aftereffects. Suzanne Maloney provides the first comprehensive overview of Iran's political economy since the 1979 revolution and offers detailed examinations of two aspects of the Iranian economy of direct interest to scholars and non-specialist readers of Iran: the energy sector and the role of sanctions. Based on the author's research as both a scholar and government advisor, the book also features interviews with American and Iranian government officials. Moving chronologically from the early years under Khomeini, through the economic deprivations of the 1980s during the Iran-Iraq war, through liberalization under Khatami to the present, Maloney offers fascinating insights into Iran's domestic politics and how economic policies have affected ideology, leadership priorities, and foreign relations.
