Book excerpt: This study examined the relationships among teacher efficacy, student gender, and student ethnicity (African American, Asian American, Latin American, and Caucasian) on teachers' decisions to use RTI versus referring immediately to special education. Kindergarten through eighth-grade teachers ( N = 134) completed an anonymous survey online that included demographic questions, the Teachers' Sense of Teacher Efficacy Scale (TSES; Tschannen-Moran & Woolfolk Hoy, 2001), a hypothetical case study of a student struggling academically, and questions about teacher referral decisions. Participants randomly received one of the eight hypothetical case studies that varied the student's gender and ethnicity. This study employed procedures similar to earlier studies (Meijer & Foster, 1998; Podell & Soodak, 1993; Soodak & Podell, 1993) that manipulated student characteristics. Results support previous research studies that found that high teacher efficacy relates to fewer special education referrals. Multiple logistic regression analyses show that teachers with higher teacher efficacy in student engagement and instructional strategies were more likely to use RTI versus referring to special education. Teacher efficacy for classroom management was not related to teacher referral decisions. There was a significant relationship among teacher efficacy, student's gender, and teachers' referral decisions. Efficacious teachers were more likely to use RTI for a struggling female student than for a struggling male student. Taken together, teacher efficacy, student's gender, and student's ethnicity did not relate significantly to teachers' decisions to use RTI versus referring to special education. This study demonstrated promising results related to teachers' efficacy and teachers' decisions to use RTI. Study limitations include sample size and demographics, validity of using vignettes, and teachers responding in a socially desirable manner that may have precluded significant results. It is recommended that educators be ready for the paradigm shift away from the refer-test model to the RTI approach. Future research is encouraged to develop an RTI teacher efficacy scale and examine teachers' integrity of implementing of RTI.

This study was conducted at three Pennsylvania school districts. Two districts were considered rural/suburban, while one district was identified as suburban. Participants were 36 elementary, middle, and high school general education teachers who responded to a researcher-designed electronic survey consisting of multiple-response, Likert scale, and open-ended questions. In addition, three respondents participated in individual interviews with the researcher. The findings of this study indicate that general education teachers have variable responses to how race, gender, and their own preparedness influence referrals of students to special education services. Data showed a need for training for both inservice and preservice teachers in bias in order to allow for an understanding of factors that can influence referral rates of students to special education services. Data also indicated a need for educating all professional instructional staff in disproportionality and whether or not it occurs within their district. Finally, findings revealed the need for teacher preparation and teacher inservice programs to have a heavier emphasis on training educators to work with students with disabilities.

Both teacher and student characteristics can influence teachers' decision making. As evidenced in research and theory, teacher characteristics of efficacy influences teachers' classroom practices, student outcome, and teachers' perceptions about working with students with disabilities, which might also influence teachers' decisions to refer students for special education evaluation. As a primary purpose, I examined whether elementary education teachers' sense of efficacy predicts their decisions to refer a student for special education evaluation and their decisions to place a student in a special education classroom in Turkey. As a secondary purpose, I examined teacher demographic characteristics (i.e. teachers' educational degree, teachers' gender, years of teaching experience, and in-service training), student characteristics (i.e. students' gender and problem type), and teachers' decisions in regard to referral and placement. This study included data analysis from 264 elementary school teachers with a response rate of 85.2% from one town of a metropolitan city in the East Marmara region of Turkey. I used the Teachers' Sense of Efficacy Scale (Tschannen-Moran and Woolfolk Hoy, 2001) to examine teachers' sense of efficacy. I also developed the Teachers' Decisions in Regard to Referral Measure (TDRRM) to examine teachers' decisions in regard to referral and placement. Results indicated: (a) there was evidence that some factors of teacher efficacy and some demographic characteristics predicted respondents' decisions, (b) there was a difference in the ways teachers responded to the cases based on the problem type. Limitations and implications for future research were discussed.

Book excerpt: This mixed methods study examined the relationship between teachers' self-efficacy beliefs and their likelihood to refer students for special education eligibility in an elementary Response to Intervention (RTI) problem-solving model in a single district. Twenty-nine general education teachers and 22 special education teachers were surveyed, while three special educators and three general educators were interviewed. Special education teacher self-efficacy beliefs were greater than general educators, finding a statistically significant (p=.045) difference for self-efficacy in instructional strategies. Open-ended survey responses revealed that the majority of teachers found RTI positively impacted their abilities to implement instructional strategies and increase student engagement, but had a lesser effect on their abilities to execute classroom management. On average, teachers in this study estimated they refer 2.1 students per year for potential special education services. The relationship between self-efficacy and special education referrals for general education teachers was not statistically significant in any area. However, moderately strong, inverse relationships were evident for special education teachers in the areas of overall teacher self-efficacy (r=-.452, p=.031*), self-efficacy for instructional strategies (r=-466, p=.025*), and self-efficacy for classroom management (r=-.413, p=.05*).Thus, as special education teacher self-efficacy increased in these areas, special education referrals decreased. Results were statistically significant. This study expanded upon the limited body of research available on the intersecting variables of teacher self-efficacy and special education referrals, particularly within the RTI framework.

Book excerpt: The purpose of this causal comparative study is to contribute to the understanding of Critical Race Theory by using a parametric test to compare the independent variable of human characteristics to the dependent variables of Administrative, Cultural, and Environmental/ Hereditary (ACE) factors to develop a picture of parents'/guardians' and educators' attitudes about factors that may explain the overrepresentation of Black males in special education programs. A total of 162 participants completed a self-reporting demographic characteristic survey and the Gresham survey to provide information on the attitudes towards the administrative, cultural, and environmental/hereditary factors that may be correlated with the overrepresentation of Black males in special education, as perceived by each stakeholder group. Participants were drawn from the sample of Black, male, high school students' parents/guardians and educators from 10 high schools within School System A in the metropolitan Atlanta, Georgia area. Parents/guardians included those stakeholders responsible for making legal decisions and supervising students' overall living. Those selected from the educator stakeholder group consisted of tutors, school teachers, and administrators. The results of this study indicated that there are significant differences on the administrative and cultural factors between the gender, age, ethnicity, and type of stakeholder, within the decision process of referring Black males to special education, which may ultimately lead to the overrepresentation of the Black male student in special education programs. The study may have implications for special education, as the insights provided from the data may indicate opportunities for additional training, teacher preparation, or evaluation and placement processes for special education.

Book excerpt: Since the 1970s there has been a growing legislative focus, in the United States and abroad, on providing inclusive education for students with disabilities in the least restrictive environment alongside their typical peers. However, this shift in policy has not resulted in a comparable shift in practice. Key factors shown to influence the success of implementing inclusive educational practices are teachers' attitudes and beliefs. The purpose of this study was to examine the relationship between secondary special education teachers' attitudes toward the inclusion of students with disabilities and their sense of self-efficacy related to supporting students with disabilities included in the general education classroom. The mixed-methods design was grounded in the theories of planned behavior and self-efficacy. Quantitative data collection included a survey with questions regarding (a) demographic information and background of the teacher, (b) teachers' sense of self-efficacy regarding the inclusion of students with disabilities, and (c) teachers' attitudes toward the inclusion of students with disabilities. The qualitative portion of the design included individual interviews regarding teachers' perceptions of their own efficacy with and attitudes towards inclusive education and the relationship between these factors. Teacher participants included secondary special educators in a large suburban school district undergoing a shift in special education service delivery practices toward increasing the inclusion of students with disabilities in general education. The aim of this study was inform teacher training and professional development efforts. Among the key findings was the conclusion that the special education teachers in the district of study lacked a clear, shared understanding of inclusion as well as their roles and responsibilities in a more inclusive special education service delivery model. These special educators had an overall positive attitude toward the theory of inclusion, but held negative attitudes towards the actual practice of inclusion; specifically, teachers expressed a strong resistance to the elimination of self-contained special education classrooms. Similarly, special education teachers in this study reported high senses of self-efficacy for supporting students with disabilities overall, but had doubts about their abilities to apply these skills in the general education classroom. The results of this study will inform professional development efforts toward increasing the inclusion of students with disabilities, as well as areas of need for additional research. Limitations of the study, as well as implications for practice, are discussed.

Book excerpt: This study developed a survey to determine whether general education teachers in a large urban district were prepared to make referrals of minority students to special education. Considering the impact of student-teacher relationships have on minority students being referred to special education, increased knowledge on how to improve student-teacher cultural awareness is a vital part of improving education. Nineteen certified teachers (17 women and 2 men) participated in this study. The central findings of the present study suggest that certificated teachers have been taught the SST purpose, process and operation through their teacher training. A significant difference was identified between White and minority teachers in terms of their training in cultural differences, cultural awareness, and specific guidelines regarding the learning behaviors of minority students in making referrals to special education. Minority teachers were more likely to agree that they received training that addressed how cultural awareness can affect students learning. The results of this study suggest a need for expanded teacher education regarding cultural differences and awareness of culturally linguistically diverse learners. Teacher preparation through coursework and site trainings in order to understand culturally linguistically diverse learners seems to contribute to making appropriate referrals. These courses and trainings appear to play a vital role in preparing teachers to identify students for the SST process.

Book excerpt: The purpose of this qualitative study was to uncover and examine the perceptions of Special Education Administrators on the over-representation of African Americans in special education. Through surveys, scripted interviews, semi-structured interviews and archival data, this researcher asked participants to give their perceptions of the over-representation of African Americans in special education, the referral process utilized to determine if a student is eligible for special education services, and their perceptions of school district initiatives to reduce over-representation. The participants were 11 Special Education administrators with a continuum of administrative powers up to and including an assistant superintendent. Ten of the participants held Master's degrees, and one participant held a Doctoral degree. Participant perceptions of the over-representation of African Americans in special education often intertwined, so that there were shared themes across all three research questions. Overall, the participants acknowledged over-representation is an issue that needs attention through examination of teacher attitudes, teacher training, the referral process, and through initiatives that would lead to reducing over-representation. Most participants did not perceive an over-representation of African Americans in special education in their particular school district. Participant perceptions varied on the referral process used in their school district to determine if a student is eligible for special education services. Three participants perceived a cultural bias in the process, and nine perceived the process to be culturally unbiased. However, many of the participants acknowledged that referrals for an educational assessment are made before intense and appropriate interventions are put in place. Several participants said they see this more with African American students. The majority of the participants also indicated their perception that teachers often make referrals based on the inability to remediate disruptive behaviors. Initiatives to reduce the over-representation of African Americans in special education were described by participants in both negative and positive terms. Some participants indicated that initiatives are not needed in their district because they did not perceive an over-representation. Two participants acknowledged that initiatives are needed but they are costly and hard to implement. Most participants agreed that the Response to Intervention guidelines would lead to a decrease of African American representation in special education. The meaningful responses of the participants as related to the perceptions of over-representation reinforced the recommendations of those researchers cited in the review of literature. Those researchers promoted further study on the causes of over-representation of African Americans in special education and how educators can intervene in order to reduce the number of African American students placed in special education.

This investigation describes teachers' experiences with referral for subjective disabilities (i.e. mental retardation, emotional disturbances, learning disabilities) and not gifted and talented programs. Using phenomenological research methods, 15 interviews were conducted with 5 African American elementary teachers who taught at schools where 25% to 50% of the student population was African American. The study participants were male and female teachers who had taught at least 3 years and had been a part of a School Study Team and/or initiated special education referral. The two main questions that guided this study were: (a) How do African American teachers perceive special education referral and (b) how do African American teachers experience the referral of African American students? Findings suggest that the teachers experienced similar positive and negative feelings about referral. Wanting special education referral to be helpful for students, teachers questioned whether teachers were referring students for an actual disability or because of a cultural difference. Teachers preferred the referral process to be one of maintaining students in general education by identifying their strengths and weaknesses and developing appropriate interventions and strategies to enhance and motivate students. They contended that the referral process is detrimental to African American students who often receive pull-out services in special education resource rooms. Teachers proposed that African American students can be maintained in general education with proper supports in place.

Book excerpt: The intent of this study was to determine if special education teachers had certain perceptions regarding the disproportionate amount of minorities in special education classes. I examined special education teachers' awareness of the disproportionality, their causal theories, and the effectiveness of Response to Intervention (RTI) to regulate disproportionality. I implemented three different data collection methods to measure the teachers' perceptions: an initial face-to-face interview session, a written survey, and additional interview questioning. Participants in the study included 11 special education teachers from three middle schools in Northern Georgia. Ten of the 11 teachers admitted awareness of the problem of disproportionality, reporting causes based on problems with teacher training and student home environment, including socioeconomic status. Six of the 11 teachers thought RTI would help regulate the rates of students of minority races placed in special education due to increased interventions and a lengthier timeline involved before special education placement. Limitations of this study include the lack of diversity of the participants in this study, and the hesitations many people experience when asked to converse openly on the topic of race, where often perceptions expressed are not always the ones perceived. Findings from a study such as this one can heighten awareness on the subject of disproportionate amounts of students from overrepresented minority races in special education. Suggestions for further research are also included.

Book excerpt: For the last 40 years researchers have noted a disproportionately high number of minorities in special education programs. This dissertation attempts to address the perception of kindergarten through fifth grade general education teachers when making special education referrals for minority students. Educational researchers have recurrently strived to explain reasons for the disproportionate number of minority students in special education. The researcher argues the over population of minority students in special education programs is due to unfair testing procedures, lack of bilingual personnel, and language barriers. This dissertation expands to include a range of implications that may have been overlooked when attempting to find answers to the overrepresentation of minorities in special education programs. Therefore, building on historical events throughout the years, this dissertation attempts to show how these historical events construct a valid view from which to examine the continued development of the disproportionate representation of minorities in special education programs, as well as other implications associated with a larger cultural view of race, class, and language barriers.
