Book excerpt: The East–West Economic Corridor (EWEC) was launched in 1998 as a flagship initiative of the Greater Mekong Subregion. EWEC has since achieved many of its infrastructure targets and must now be transformed from a transport corridor into an economic corridor. This report reviews and updates the Pre-Investment Study for EWEC conducted in 2001. It consolidates the interests and concerns of stakeholders into a revised and updated strategy and action plan to provide a vision and framework, improve coordination, and assist in mobilizing resources for EWEC development. Preparation of this revised and updated strategy and action plan for EWEC involved a series of consultations with government officials of EWEC countries and representatives of the private sector, nongovernment organizations, and development partners. These consultations culminated in a regional workshop held on 24 April 2009 in Khon Kaen, Thailand. The revised and updated strategy and action plan for EWEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

The development of economic corridors links production, trade, and infrastructure within a specific geographic area. The review of these corridors was conducted to take into account the opening up of Myanmar and ensure that there is a close match between corridor routes and trade flows; GMS capitals and major urban centers are connected to each other; and the corridors are linked with maritime gateways. The review came up with recommendations for possible extension and/or realignment of the corridors, and adoption of a classification system for corridor development. The GMS Ministers endorsed the recommendations of the study at the 21st GMS Ministerial Conference in Thailand in 2016.

The strategy and action plan for NSEC is the product of these and subsequent consultations with government officials, representatives of the private sector, and other stakeholders in these countries. Besides providing a vision and framework for developing NSEC, this strategy and action plan is aimed at improving coordination, ensuring effective implementation, and helping the mobilization of resources and the broadening of support for NSEC development. The strategy and action plan for NSEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

An important element of the Association of Southeast Asian Nations Economic Community, the GMS is expected to catch up with the rest of Asia by 2050. With urbanization levels still averaging about 30%, gross domestic product contributions of towns and cities have moved ahead to 50%–60%. By 2050, when urban areas in the GMS reach 64%–74%, urban gross domestic product will grow to an estimated 70%–80%. The challenge lies in consolidating and deepening development along the existing corridors and improving the environmental conditions to prepare for future green growth developments.

Book excerpt: The establishment of cross-border economic zones (CBEZs) in the border areas of the People's Republic of China (PRC) and its neighboring Greater Mekong Subregion (GMS) countries has recently emerged as a strategy for further promoting trade and investments in the subregion. Unlike a border economic zone (BEZ), which is confined within the national territory, a CBEZ is an economic zone traversing a transnational area and requiring a unified set of policies and incentives in such areas as finance, taxation, investment, trade, and customs regulation. While no CBEZ currently exists in the GMS, the establishment of this type of zone has recently been initiated for Hekou-Lao Cai along the North-South Economic Corridor border involving Yunnan Province in the PRC, and Lao Cai Province in Viet Nam. The design of incentive packages to be implemented in the CBEZ is thus a major challenge for policy makers. To help inform the design of incentive policies in CBEZs, this research studied BEZs in selected border areas in Yunnan Province, and in Lao Cai Province, with the objective of assessing (i) the factors that attract investments to the zones, and (ii) the effects of investment incentive policies on the performance of firms locating in these zones. Using three types of investment motives (marketseeking, resource-seeking, and efficiency-seeking) as dependent variables, and applying parametric and nonparametric analysis, the study identified significant variables that affect the firms' locational decisions and investment performance. The implications of these variables on the design of incentive policies were subsequently analyzed.
