Book excerpt: Philippine political history, especially in the twentieth century, challenges the image of democratic evolution as serving the people, and does so in ways that reveal inadequately explored aspects of many democracies. In the first decades of the twenty-first century the Philippines has nonetheless shown gradual socioeconomic "progress". This book provides an interpretive overview of Philippine politics, and takes full account of the importance of patriotic Philippine factors in making decisions about future political policies. It analyses whether regional and local politics have more importance than national politics in the Philippines. Discussing cultural traditions of patronism, it also examines how clan feuds localize the state and create strong local policies. These conflicts in turn make regional and family-run polities collectively stronger than the central state institution. The book goes on to explore elections in the Philippines, and in particular the ways in which politicians win democratic elections, the institutionalized role of public money in this process, and the role that media plays. Offering a new interpretive overview of Philippine progress over many decades, the author notes recent economic and political changes during the current century while also trying to advance ideas that might prove useful to Filipinos. Presenting an in-depth analysis of the problems and possibilities of politics and society in the Philippines, the book will be of interest to those researching Southeast Asian Politics, Political History and Asian Society and Culture.

Book excerpt: 'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

More than ever, cities need new ideas for ways of managing the political challenges and opportunities that arise from increased urbanisation and globalisation. Governing effectively at the local level is all the more urgent as vigorous local civic engagement builds the foundation for a strong and more enduring national-level democracy. Organised into six chapters and written by experts from around the world this handbook offers: practical suggestions for designing systems of local governance; principles and policies for managing culturally diverse cities; choices for enhancing local elections and representative democracy; options for expanding citizen participation; recommendations for the international community for enhancing local democracy.

Winner of the 2016 Outstanding Scholarly Work Award for the School of Humanities presented by Ateneo de Manila University This book is a pioneering study of Philippine democracy, one of the oldest in the Asian region, vis-à-vis Habermasian critical theory. Proceeding from a concise examination of the theory of law and democracy found in Habermas’s Between Facts and Norms, Ranilo Balaguer Hermida explains how the law occupies the central role in both the legitimation of political power and the attainment of social integration. He then discusses how Habermas proposes to resolve the tension that exists in modern society between democratic norms and social facts, through the adoption of a lawmaking procedure whereby the informal sources of issues and opinions from the public sphere are allowed to develop and interact with the formal deliberations and decision processes inside the political system. He also explores certain provisions of the present Philippine Constitution that were expressly intended to restore democratic institutions and processes destroyed by decades of martial law, as well as the problems and hindrances that stand in the way of their full implementation. Ranilo Balaguer Hermida is Associate Professor of Philosophy at the Ateneo de Manila University in the Philippines. He received his PhD in philosophy from Monash University in Australia.

Book excerpt: A source of perennial tension in states is the degree to which decision-making power and authority should be concentrated in central institutions and individuals. At present the conventional wisdom of central-local relations has swung in favour of decentralisation. This book investigates whether such convergence is taking place through detailed examination in Asia-Pacific. The results of the survey reveal a complex picture in which divergence is still evident in the region's patterns of central-local relations.

Book excerpt: What is the role of the public bureaucracy in social, economic, and political development? What are the alternatives of development for newly emerging nation-states? How does a bureaucracy satisfy or inhibit the requisites of democratic development? Twelve outstanding scholars—Joseph LaPalombara, Fritz Morstein Marx, S. N. Eisenstadt, Fred W. Riggs, Bert F. Hoselitz, Joseph J. Spengler, Merle Fainsod, Carl Beck, J. Donald Kingsley, John T. Dorsey, Ralph Braibanti, and Walter B. Sharp—approach these questions both by historical analysis (in the U.S. and in a score of countries in Europe, Asia, and Africa), and by empirical field research (in such varied places as Nigeria, Pakistan, and Viet Nam). Originally published in 1963. The Princeton Legacy Library uses the latest print-on-demand technology to again make available previously out-of-print books from the distinguished backlist of Princeton University Press.
