Students' ability to pay influences both access and completion, and the access agenda in the United States must change to include both of these aspects of college attendance. Eliminating student departures and increasing completion is a priority for many institutions. The higher education community has spent considerable resources on improving access and studying how financial aid influences enrollment decisions. However, most of the research focuses on the front end of the enrollment cycle. This study focuses on how access can move to completion with the use of financial aid. To provide clarity around the complexities of financial aid, the study offers an understanding of the influence of aid from a student's perspective. Through a qualitative methodology using semi-structured personal interviews with low- and middle-income students, the study allowed the researcher to discover the more personal in-depth experiences of students and the influence of financial aid on their persistence toward a degree. Personal experiences provide an opportunity to comprehend the complex nature of financial aid and its impact on retention and completion from the perspective of these students. Understanding the influence of financial aid on persistence for low-income and middle-class families is important to the higher education community because it will help financial aid administrators and institutions to develop financial aid awarding policies that will have the greatest effect on retention and graduation rates.

Book excerpt: Access to college has increased substantially over the last 50 years, but student success--defined as the combination of academic success and degree or certificate completion--has not kept pace. Student success, moreover, generally correlates with students' financial resources: Students from high-income families attend and complete college at higher rates than low-income students. There have been marked successes in college access since the passage of the Higher Education Act of 1965, which extended need-based financial assistance to the general population for the first time. Given the size of the financial aid system ($226 billion), renewed attention to innovations in financial aid could lead to improvements in student success. However, it is challenging to determine whether financial aid does in fact improve student success, because the factors associated with financial need, such as low family income, are also associated with a lack of academic success, making it difficult to isolate the effect of additional financial aid on student achievement. Using randomized controlled trials helps overcome this challenge. MDRC and other researchers have partnered with institutions across the country to conduct large, randomized controlled trials of innovations in financial aid, demonstrating that financial aid innovations and rigorous research can be effectively paired to produce reliable, useful evidence. They recommend encouraging financial aid innovation paired with evaluation research, especially randomized controlled trials. This testimony focuses on: (1) Year-round financial aid; (2) Federal Work-Study and satisfactory academic progress requirements; and (3) Clarifying opportunities for innovation.

The college affordability issue is very salient in the context of Texas higher education, particularly at four-year public institutions because of tuition increases caused by tuition deregulation since 2003. Although students primarily utilize federal aid to reduce the cost of college education, state-level financial aid also plays a critical role in shaping college affordability for all students but especially low-income students. However, extant research does not offer clear evidence of how state-supported financial aid affects student outcomes in Texas, particularly for offsetting college costs. As a result, policy debates over the value of state-supported financial aid at the state capitol are missing key empirical evidence. Using statewide administrative data from the Texas Education Research Center and applied longitudinal data analytic methods, this study investigates how state-supported financial aid impacts baccalaureate degree completion and whether the effects vary across income status and race. Conceptualizing that the chances of graduation heavily depend on financial support as well as individual ability to pay for college and assuming that the impact of student aid on degree completion is not uniform but varies across different groups of students by income status and race, this study seeks to answer two research questions: (1) How does state-supported financial aid, broken down by programs of financial aid, impact baccalaureate degree completion? (2) How do the effects of state-supported financial aid on baccalaureate degree completion vary across income status and race? Results from various analyses on the sample of first-time, resident students who began in Texas’ public four-year institutions in 2011-2012 bolster support for the student responsiveness literature emphasizing the role state-supported financial aid can play in promoting students’ baccalaureate degree completion. Findings also show variation in the effects of state-supported financial aid on baccalaureate degree completion across programs and student characteristics such as income status and race. The findings suggest that it is necessary to explore effective strategies to increase student outcomes and reduce the inequality in educational opportunity across students by utilizing financial aid where in theory the chances of graduation heavily depend on financial resources to pay for college. Ultimately, the role of state-supported financial aid coupled with other financial resources is vital to ensure college affordability and student success in an era of rising costs of higher education in Texas

The goal of this paper is to understand the divide between available aid, the impact of "early commitment aid" programs, and how students fare in accessing the funds available from various aid programs. Using California, Nevada, and Kansas--three states with varying types of student aid programs--as case examples, two main findings recur: (1) Large disconnects exist for students who need financial aid for college-going and their understanding of what they need to do to access aid; and (2) More money could be brought to each state's financial aid table when more students are successful in maintaining eligibility and completing the financial aid application process. Implications for practice are based on a cultural approach for promoting access to student aid. Suggestions include: (1) The need to understand lives of students and families as they seek student aid; (2) Attention to the inter-relationship of school, home, and other influences; and (3) The creation of a systematic and longitudinal framework for information about financial aid. Rather than promote access, student aid often creates a series of barriers--a gauntlet that the poorest students must run to get to college. Replacing complexity with a steady stream of encouragement that makes access to college simple and certain is a top priority of Congress and the higher education community. Congress mandated this simplification study as part of the current reauthorization of the Higher Education Act in order to identify and eradicate major sources of complexity in student aid. This study found that sweeping and cost effective simplification initiative could significantly improve access and increase the return on the nation's already sizable investment in student aid. To dismantle this gauntlet, four imperatives have emerged: (1) empower students to make sound decisions about higher education; (2) make it easy to ensure students get their financial aid; (3) lose the paper to create an integrated web-based student aid system; and (4) work together in forging creative public-private access partnerships. These four imperatives are translated into ten recommendations to Congress and the Secretary of Education that, if implemented, will result in direct benefits to all students and families, but especially to the very poorest. Book excerpt: The Utah System of Higher Education (USHE) and the eight public colleges and universities in the system, have depended on the Federal Pell Grant program for more than 40 years to assist students to attend. For some of these institutions, the amount of Pell grant dollars received is as much as 43% of their annual operating budget. The goal of this quantitative correlational study was to test the impact of the Pell Grant program on enrollment at the individual institutions within the system. The researcher used resource dependency theory as a lens to view the collected data. Using a survey design with supplemental collection of readily available data from USHE, the U.S. Department of Education, and the Integrated Postsecondary Education Data System (IPEDS) this quantitative study found a significant correlation between enrollment at Utah's public colleges and universities and Pell Grant dollars received and between enrollment by gender and Pell Grant dollars received. Each of the eight institutions, through their Director of Financial Aid completed a financial aid survey (see Appendix A) in 2010-11 and 2014-15 which provided the needed data to calculate the correlational assessments. Four research questions were developed and the collected data was analyzed to determine if a correlation existed for those questions. Three of the four questions rejected the null hypotheses indicating a very strong relationship between Pell Grant dollars received at an institution and enrollment at that institution. Research question three examined the relationship between institutional budgets and Pell Grant dollars received. Results for this question based on the tests conducted proved no direct correlation between those two factors. Results of the study suggest that the Utah System of Higher Education and the eight colleges and universities that are part of that system: University of Utah, Utah State University, Weber State University, Salt Lake Community College, Utah Valley University, Snow College, Southern Utah University and Dixie State University has a strong correlation between Pell Grant dollars and enrollment. In fact, the study was conducted over a period of five years and the correlation became stronger in the final year of the study when compared to the first. Knowing this can help the system and the individual institutions examine ways to increase and manage enrollment. The information from the study can also be useful in working with students, administrators, policy-makers, and other stake holders in making key decisions around student recruitment, retention and enrollment through Pell Grant dollars, and informing future plans for the Pell Grant program including funding.
