Book excerpt: A transportation expert makes a provocative case for changing the nation’s approach to highways, offering “bold, innovative thinking on infrastructure” (Rick Geddes, Cornell University). Americans spend hours every day sitting in traffic. And the roads they idle on are often rough and potholed, with exits, tunnels, guardrails, and bridges in terrible disrepair. According to transportation expert Robert Poole, this congestion and deterioration are outcomes of the way America manages its highways. Our twentieth-century model overly politicizes highway investment decisions, short-changing maintenance and often investing in projects whose costs exceed their benefits. In Rethinking America’s Highways, Poole examines how our current model of state-owned highways came about and why it is failing to satisfy its customers. He argues for a new model that treats highways themselves as public utilities—like electricity, telephones, and water supply. If highways were provided commercially, Poole argues, people would pay for highways based on how much they used, and the companies would issue revenue bonds to invest in facilities people were willing to pay for. Arguing for highway investments to be motivated by economic rather than political factors, this book makes a carefully-reasoned and well-documented case for a new approach to highways.

Book excerpt: From the glory days of the railroad to today's gridlocked, six-lane highway, Getting There dramatizes America's shift from rail to road transportation, how it has robbed Americans of the choice of travel options enjoyed by Europeans, and why it threatens the nation's economic future. Stephen B. Goddard reveals how government joined automakers and roadbuilders to nearly destroy the rails, and why the 21st century will witness high-tech remedies and a railroad resurgence.

Book excerpt: A prominent authority on China’s Belt and Road Initiative reveals the global risks lurking within Beijing’s project of the century China’s Belt and Road Initiative is the world’s most ambitious and misunderstood geoeconomic vision. To carry out President Xi Jinping’s flagship foreign-policy effort, China promises to spend over one trillion dollars for new ports, railways, fiber-optic cables, power plants, and other connections. The plan touches more than one hundred and thirty countries and has expanded into the Arctic, cyberspace, and even outer space. Beijing says that it is promoting global development, but Washington warns that it is charting a path to global dominance. Taking readers on a journey to China’s projects in Asia, Europe, and Africa, Jonathan E. Hillman reveals how this grand vision is unfolding. As China pushes beyond its borders and deep into dangerous territory, it is repeating the mistakes of the great powers that came before it, Hillman argues. If China succeeds, it will remake the world and place itself at the center of everything. But Xi may be overreaching: all roads do not yet lead to Beijing.

Book excerpt: WINNER OF THE PULITZER PRIZE • NATIONAL BESTSELLER • A searing, post-apocalyptic novel about a father and son's fight to survive, this "tale of survival and the miracle of goodness only adds to McCarthy's stature as a living master. It's gripping, frightening and, ultimately, beautiful" (San Francisco Chronicle). • From the bestselling author of The Passenger A father and his son walk alone through burned America. Nothing moves in the ravaged landscape save the ash on the wind. It is cold enough to crack stones, and when the snow falls it is gray. The sky is dark. Their destination is the coast, although they don't know what, if anything, awaits them there. They have nothing; just a pistol to defend themselves against the lawless bands that stalk the road, the clothes they are wearing, a cart of scavenged food—and each other. The Road is the profoundly moving story of a journey. It boldly imagines a future in which no hope remains, but in which the father and his son, "each the other's world entire," are sustained by love. Awesome in the totality of its vision, it is an unflinching meditation on the worst and the best that we are capable of: ultimate destructiveness, desperate tenacity, and the tenderness that keeps two people alive in the face of total devastation. Look for Cormac McCarthy's latest bestselling novels, The Passenger and Stella Maris.

Available in PDF, EPUB and Kindle. Book excerpt: Road Transport in Cumbria in the Nineteenth Century (1975) is a detailed study of transportation by road in one region of Britain. By the middle decades of the nineteenth century, roads are being superseded by railways as the main form of land transportation, but until then roads had carried the main proportion of the nation’s passenger traffic as well as freight. Their importance in the early years of industrialisation and rapid urban and population growth are examined, as is way in which road transport interests reacted to the challenge posed by a faster, cheaper and more efficient form of transportation. In addition, as ‘through’ traffic on the roads decreased as the railways expanded, short distance traffic increased considerably.

Book excerpt: The book argues whether future migrations will be organized by destination countries or by criminal organizations; whether migrants will travel in a humane way or will continue to die along the road; whether properly trained migrants will boost the productivity of arrival countries or these countries will continue to squander money to build useless walls, possibly far from their border, and pay neighbours, not certainly in the top list from the human right perspective, to keep workers they need in concentration camps. It suggests that it is in the interest of more developed countries to stop denying their structural shortage of labour and start co-managing with one or more potential departure countries migration flows coherent with the quantitative and qualitative needs of their labour market. Economic fairness and sound economic thinking would also require destination countries to finance the training of potential migrants in the country of departure: in substance to build schools and vocational centres not walls. China represents an ideal case study in this regard not only because of its history, institutional setting, and international relationships but because in the next decades it will be the country most affected by the largest shortage of labour.
