Book excerpt: Over the past two decades, non-governmental organizations (NGOs) have exploded in number and emerged as a new force in international and transnational politics. Why, however, do some countries nonetheless have more active NGO sectors than others? Using the case of Japan, this book uncovers patterns of convergence and divergence in levels of activism across industrialized countries and offers a two-level political explanation for the rise of NGOs as a global phenomenon. The author argues that activism has been cultivated from "above" and shows the ways in which political structures and processes at the domestic and international level have either encouraged or discouraged activism. Japan, a late developer in terms of its number of NGOs, provided a poor political environment for NGO activism for most of the post-war period. In the past two decades, however, as this situation has changed, NGOs have become a visible player as both critics and partners of the government.. Using the concepts of international political opportunity, norm socialization and transnational diffusion, Reimann traces the ways in which domestic and international politics interact and promote the rise of NGOs globally. A growing, yet still small number of scholarly works has recently emerged showing how in Japan citizen activism, volunteering, and social action for a public cause are dev- oping. This present volume is another, and in my view, important addition to the body of knowledge on civic engagement in Japan. The majority of books on related issues in Japan take on the perspective of organized civic life, in nongovernmental organizations (NGOs) or nonprofit organizations (NPOs): we know quite a number of things about the quantitative trends in these organizations, on their positioning, on their difficulties, and on the institutional contexts in which they have to work. We know relatively little – except for a small number of topical qualitative case studies – on broad issues that relate to civic engagement in Japan, inside or outside these formal organizations. This volume is the first to offer a wide scope of broad variety of forms of civic engagement in contemporary Japan. The volume is quite forceful in counterbalancing oversimplified ideas on an “ideal” civil society in which state, market, and civil society organizations are in- pendent and at best take on oppositional stances.

OISCA’s postwar origins at the intersection of Shinto, secularism, and rightwing politics, and its vision of inter-Asian solidarity and a sustainable future helped shape the organization’s ideology and activities. By delving into the world of its aid workers—their everyday practices, discourses, and aspirations—author Chika Watanabe seeks to understand the NGO’s political, social, and ethical effects. At OISCA training centers, Japanese and local staff teach sustainable agricultural skills and organic farming methods to rural youth. Much of the teaching involves laboring in the fields, harvesting produce, and caring for livestock: what they can’t use themselves is sold at nearby markets. Watanabe’s detailed and multi-sited ethnography shows how Japanese and Burmese actors mobilize around the idea of “becoming one” with Mother Earth and their human counterparts within a shared communal lifestyle. By exploring the tension between intentions and political effects—spanning environmentalism, cultural-nationalist ideologies of “Japaneseness,” and aspirations to make the world a better place—Watanabe highlights fascinating questions and both positive and negative outcomes. Book excerpt: Non-governmental organisations (NGOs) are now key players in international development, but their activities have also been facing a large volume of criticism since around the turn of the century. The role of Northern NGOs in development assistance has been of particular concern due to a range of aspects of their work. Critical in the debates about NGOs are issues of legitimacy and of imposing outsiders' views and priorities on their host communities through their development assistance. In such scepticism about Northern NGOs, there has been a shift to the current focus of large scale international NGOs' activities which is now more on advocacy and emergency relief activities; more development assistance has been handed directly to local grassroots organisations or to partner organisations of international NGOs. The small scale Northern NGOs, which comprise the majority, have been in danger in the international arena. Since the 1990s, Japan has also witnessed the surge of NGOs working in international cooperation. The new type of NGOs, whose activities are inspired not by anti-government movements but by international development, grew rapidly with increased governmental assistance. These Japanese NGOs are, however, often small scale and mostly engaged in development assistance, unlike their counterparts in Western countries. The purpose of this study is to explore the activities, lifestyle, and development thinking of a single Japanese NGO in order to deepen our understanding of Japan's international cooperation conducted by citizens from a wide range of aspects and to verify whether and how the Japanese philosophy of self-help efforts is put into practice in Kenya. Chapter 2 presents the methodology which is employed in the study. Chapter 3 looks at the origin and international trends of NGOs working in development through the relevant literature. The main focus is not put on an examination of NGOs' national roles, rather it is placed on the transition of their role and relationship with states in general development issues. Chapter 4 examines community participation in development in the local Kenyan context. The chapter provides insights into the role of self-help and the way local self-help efforts have been directed by the national and local politics for development in Kenya. Chapter 5 looks at Japan's official development assistance (ODA) in order to explore the conceptual and historical context of Japan's international cooperation, as this has a considerable influence over Japanese NGOs. The chapter provides insights into the philosophy of self-help efforts in Japan's ODA as well as on the influence of Japanese policy over the activities of Japanese NGOs. Chapter 6 investigates the systems and mechanisms of NGOs in Japan, including the origin and history of Japanese NGOs, the scale and scope of their activities, their funding system, and their relationships with their donors and amongst themselves, in addition to the interaction between the government and Japanese NGOs. Chapters 7 and 8 are the main body of this study and provide in-depth research on a Japanese NGO in Kenya: Community Action Development Organisation (CanDo). Although it is small when compared with International NGOs, CanDo has been drawing substantial attention in the Japanese international development community in these five years. The main purpose of these chapters is not to evaluate whether the activities of CanDo are effective or not, but rather to explore its philosophy of facilitating local self-help efforts and how the philosophy is put into practice in its activities in poor communities in Mwingi District, Kenya. Its philosophy is analysed through describing in detail its organisational characteristics, development thinking, and its relationships with the local authority and local community. The final chapter explores the implications of CanDo's philosophy and practice in understanding Japanese international cooperation in Africa as well as the role of small international NGOs working on development activities with local communities.

This article presents a comprehensive review of voluntaristics research in Japan through an overview of past studies and recent hot topics. Nonprofit sector and voluntary action research, now termed voluntaristics (Smith, 2016), is reviewed here using four approaches: organizational, economic, employment, and charitable giving. Discussion of recent changes in the political-legal environment for nonprofit agencies and associations as well as of collaboration among nonprofits, governments, and businesses are presented. The article also covers some of the key topics in recent years, including rising social movements and advocacy, social impact bonds, social capital, and information and communication technologies (ICT) and social media. In discussing the emergence, expansion, and diversification of nonprofit research in Japan, the article makes two main arguments. First, we argue that studies of voluntaristics are rather recent in Japan, still in pursuit of their own originality. Second, we argue that nonprofit research in Japan is constantly looking for an ideal relationship with practice. Research appears to have not fully caught up with the changing landscape of nonprofits in action, and research has not been able to guide practice into the best next steps. The article highlights characteristics of nonprofit sector research in Japan as well as suggesting key questions for future research.

Using a broad range of qualitative and quantitative data, the authors show that Japan has a much larger nonprofit sector than is recognized, even in Japan. Three-quarters of all university students attend nonprofit institutions, significant shares of hospital beds are in nonprofit institutions, and nonprofit agencies are active in the field of social services. Yet in comparative terms the Japanese nonprofit sector lags significantly behind that of other developed economies. One reason for this, the authors argue, is the generally hostile attitude the government has historically taken towards nonprofit organizations in Japan; nonprofit organizations wishing to attain legal status, have to secure the approval of a "competent Ministry," and this is often given begrudgingly or not at all. The nonprofit sector in Japan has only just begun to "flex its muscles" as an independent force in very recent years, and is now on the brink of a new phase in its development.
