Book excerpt: Governments have long recognized the vital role that modern infrastructure services play in economic growth and poverty alleviation. For much of the post-Second World War period, most governments entrusted delivery of these services to state-owned monopolies. But in many developing countries, the results were disappointing. Public sector monopolies were plagued by inefficiency. Many were strapped for resources because governments succumbed to populist pressures to hold prices below costs. Fiscal pressures, and the success of the pioneers of the privatization of infrastructure services, provided governments with a new paradigm. Many governments sought to involve the private sector in the provision and financing of infrastructure services. The shift to the private provision that occurred during the 1990s was much more rapid and widespread than had been anticipated at the start of the decade. By 2001, developing countries had seen over $755 billion of investment flows in nearly 2500 infrastructure projects. However, these flows peaked in 1997, and have fallen more or less steadily ever since. These declines have been accompanied by high profile cancellations or renegotiations of some projects, a reduction in investor appetite for these activities and, in some parts of the world, a shift in public opinion against the private provision of infrastructure services. The current sense of disillusionment stands in stark contrast to what should in retrospect be surprise at the spectacular growth of private infrastructure during the 1990s.

The region holds the world’s largest oil and gas reserves and has been able to universalize access to electricity in most economies, but it may not be able to make the investments required to meet the future power needs of its fast-growing populations. The annual investments to keep pace with the demand for electricity have been estimated at about 3 percent of the region’s projected GDP. In most of the region’s economies, however, financial constraints limit the ability to make those investments. The power sector needs to find its own financing sources—and quickly. Shedding Light on Electricity Utilities in the Middle East and North Africa provides quantitative evidence on how better utility management; sustainable pricing; and selective, context-specific reforms would free enough resources to make the needed investments and lower the operating costs of the sector. The solution involves cutting costs and raising revenues through well-targeted and well-identified improvements. These improvements would generate more financing than the sector’s investment needs. The report provides detailed evidence of the size of the potential gain in each of the 14 MENA economies covered. The analysis is based on the MENA Electricity Database, a new dataset covering 67 electricity utilities, as well as a sample of utilities in comparable economies from other regions. The authors hope that their benchmarking efforts will provide a regional- and utility-level frame of reference for sector performance in the region. Privatisation is not a panacea, it is not the solution to every economic and administrative problem; selling an enterprise to the private sector does not mean an end to all problems. Also privatisation is not an overnight process or a magic touch; it will be a lengthy process. Furthermore, a decision that something can be privatised does not mean that it should be privatised.In that context, privatisation is not good or bad; it is an economic and social instrument. If it is well designed it may bring substantial benefits to the economy and society.In many countries, many state owned enterprises, particularly the ones which are financially weak, have still not been privatised. This finding revealed that the privatisation process will be in the political and economic agenda for at least few more decades.

The states covered are Andhra Pradesh, Assam, Delhi, Jharkhand, Kerala,Madhya Pradesh, Maharashtra, Uttarakhand, and West Bengal. The analysis has been undertaken based on data and information available up to January 2007. The book assesses whether the orders have resulted in reducing regulatory uncertainty and information asymmetry, and led to better performance of the distribution utilities. Different indicators have been used to assess the impact on consumption and access, efficiency, financial performance, competition, and consumer-related issues in the power sector of these states. In addition, various parameters have been studied to assess whether the regulatory systems follow the principles of good regulation in these nine states. br>The commercial loss (without subsidy) incurred by state power utilities increased from Rs 197 220 million in 2003/04 to Rs 221 290 million in 2004/05. In view of the huge losses being incurred by the utilities, the tariff determination function forms a central part of the reform process. A comprehensive survey of tariff orders issued by these SERCs for the distribution licensees has been undertaken to evaluate the effectiveness of regulatory orders in the electricity sector. It assesses whether the orders have resulted in reducing regulatory uncertainty and information asymmetry and better performance of the distribution utilities. However, tariff orders are only one index of effectiveness of the regulatory commissions. It is recognized that there are many other important functions of the SERCs besides tariff-setting, and some of them have also been covered in this study.In addition, other documents available in the public domain, including the Power Sector Rating Report, prepared by the Ministry of Power, Annual Report on the Regulation in practice: impact of tariff orders on the Indian electricity sector Working of State Electricity Boards and Electricity Departments, 1 and the Report on Restructuring of APDRP (Accelerated Power Development and Reform Programme),2 were also studied.
