Available in PDF, EPUB and Kindle. Book excerpt: From 1865 to 1870, a crisis atmosphere hovered around the issue of the massive public debt created during the recently concluded Civil War, leading, in part, to the passage of a Constitutional Amendment ensuring the “validity of the public debt.” However, the Civil War debt crisis was not a financial one, but a political one. The Republican and Democratic Parties took concerns over the public debt and magnified them into panics so that they could serve political ends -- there was never any real danger that the United States would default on its debt for financial reasons. There were, in fact, three interrelated crises generated during the period: a repudiation crisis (grounded upon fears of the cancellation of the war debt), a repayment crisis (arising from calls to repay the debt in depreciated currency), and a refunding crisis (stemming from a concern of a run on the Treasury). The end of the Civil War debt crisis came only when there was no more political advantage to be gained from exploiting the issue of the public debt.

Available in PDF, EPUB and Kindle. Book excerpt: Mainstream economists tell us that developing countries will replicate the economic achievements of the rich countries if they implement the correct “free-market”policies. But scholars and activists Toussaint and Millet demonstrate that this is patently false. Drawing on a wealth of detailed evidence, they explain how developed economies have systematically and deliberately exploited the less-developed economies by forcing them into unequal trade and political relationships. Integral to this arrangement are the international economic institutions ostensibly created to safeguard the stability of the global economy—the International Monetary Fund (IMF) and the World Bank—and the imposition of massive foreign debt on poor countries. The authors explain in simple language, and ample use of graphics, the multiple contours of this exploitative system, its history, and how it continues to function in the present day. Ultimately, Toussaint and Millet advocate cancellation of all foreign debt for developing countries and provide arguments from a number of perspectives—legal, economic, moral. Presented in an accessible and easily-referenced question and answer format, Debt, the IMF, and the World Bank is an essential tool for the global justice movement.

Available in PDF, EPUB and Kindle. Book excerpt: A brilliant, clear-eyed consideration of the visual representation of violence in our culture--its ubiquity, meanings, and effects. Considered one of the greatest critics of her generation, Susan Sontag followed up her monumental On Photography with an extended study of human violence, reflecting on a question first posed by Virginia Woolf in Three Guineas: How in your opinion are we to prevent war? "For a long time some people believed that if the horror could be made vivid enough, most people would finally take in the outrageousness, the insanity of war." One of the distinguishing features of modern life is that it supplies countless opportunities for regarding (at a distance, through the medium of photography) horrors taking place throughout the world. But are viewers inured—or incited—to violence by the depiction of cruelty? Is the viewer’s perception of reality eroded by the daily barrage of such images? What does it mean to care about the sufferings of others far away? First published more than twenty years after her now classic book On Photography, which changed how we understand the very condition of being modern, Regarding the Pain of Others challenges our thinking not only about the uses and means of images, but about how war itself is waged (and understood) in our time, the limits of sympathy, and the obligations of conscience.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about religion, pacifism, and the nonviolence that informs pacifism in its most coherent form. Pacifism is one religious approach to war and violence. Another is embodied in just war theories, and both pacifism and just war thinking are critically examined. Although moral support for pacifism is presented, a main focus of the book is on religious support for pacifism, found in various religious traditions. A crucial distinction for pacifism is that between force and violence. Pacifism informed by nonviolence excludes violence, but, the book argues, allows forms of force. Peacekeeping is an activity that on the face of it seems compatible with pacifism, and several different forms of peacekeeping are examined. The implications of nonviolence for the treatment of nonhuman animals are also examined. Two models for attaining the conditions required for a world without war have been proposed. Both are treated and one, the model of a biological human family, is developed. The book concludes with reflections on the role of pacifism in each of five possible futurescapes.

Book excerpt: As news of war and terror dominates the headlines, scientist Malcolm Potts and veteran journalist Thomas Hayden take a step back to explain it all. In the spirit of Guns, Germs and Steel, Sex and War asks the basic questions: Why is war so fundamental to our species? And what can we do about it? Malcolm Potts explores these questions from the frontlines, as a witness to war-torn countries around the world. As a scientist and obstetrician, Potts has worked with governments and aid organizations globally, and in the trenches with women who have been raped and brutalized in the course of war. Combining their own experience with scientific findings in primatology, genetics, and anthropology, Potts and Hayden explain war's pivotal position in the human experience and how men in particular evolved under conditions that favored gang behavior, rape, and organized aggression. Drawing on these new insights, they propose a rational plan for making warfare less frequent and less brutal in the future. Anyone interested in understanding human nature, warfare, and terrorism at their most fundamental levels will find Sex and War to be an illuminating work, and one that might change the way they see the world.

Book excerpt: From the author of Good Muslim, Bad Muslim comes an important book, unlike any other, that looks at the crisis in Darfur within the context of the history of Sudan and examines the world’s response to that crisis. In Saviors and Survivors, Mahmood Mamdani explains how the conflict in Darfur began as a civil war (1987—89) between nomadic and peasant tribes over fertile land in the south, triggered by a severe drought that had expanded the Sahara Desert by more than sixty miles in forty years; how British colonial officials had artificially tribalized Darfur, dividing its population into “native” and “settler” tribes and creating homelands for the former at the expense of the latter; how the war intensified in the 1990s when the Sudanese government tried unsuccessfully to address the problem by creating homelands for tribes without any. The involvement of opposition parties gave rise in 2003 to two rebel movements, leading to a brutal insurgency and a horrific counterinsurgency–but not to genocide, as the West has declared. Mamdani also explains how the Cold War exacerbated the twenty-year civil war in neighboring Chad, creating a confrontation between Libya’s Muammar al-Qaddafi (with Soviet support) and the Reagan administration (allied with France and Israel) that spilled over into Darfur and militarized the fighting. By 2003, the war involved national, regional, and global forces, including the powerful Western lobby, who now saw it as part of the War on Terror and called for a military invasion dressed up as “humanitarian intervention.” Incisive and authoritative, Saviors and Survivors will radically alter our understanding of the crisis in Darfur.
