Chapter 2 explores the opportunities and challenges of implementing a national tourism policy in Namibia, as perceived by tourism entrepreneurs. Chapter 3 presents the South African experiences for local economic development (LED) in rural route tourism, also a potentially strategic tool for development through tourism in the rest of Southern Africa. Chapter 4 discusses the modernization approach to tourism development, both in theory and practice. Chapter 5 discusses their commoditization in the Namibian tourism promotion, thereby defining their symbolic role in Namibian tourism development policies. Chapter 6 evaluates the applicability of the strategic objectives and government policy in regard to community-based catering services among the Hananwa. Chapter 7 analyses the effectiveness of tourism development in the simultaneous achievement of successful nature conservation and better means of subsistence in the Okavango Delta. Chapter 8 analyses the resources and restraints of coastal bird tourism in Namibia. Chapter 9 explores the awareness and responses of the Southern African tourism sector to control HIV/AIDS, and the perceptions on the effects of the disease on its operational environment. The process of mutual learning is, however, a complicated one and has a number of critical points, as described in Chapter 10. Chapter 11 elaborates on the applicability of information and communication technology (ICT) for school-based tourism marketing in Namibia, based on experiences and studies in his former home region, the eastern Caprivi Strip. Chapter 12 discuss the possibilities for communities in or close to the park to benefit from its existence, focusing on the partnerships between the Makuleke community, the park's management and the private sector, and on a comparative situation on the Mozambican side in the former Coutada Sixteen National Park. Chapter 13 discusses some of the lessons learned from the Southern African case studies are brought together to outline the current issues of strategic tourism development, in terms of both academic research and applied work in the tourism sector.

Book excerpt: In August 2008, Heads of State of the Southern African Development Community adopted the ground-breaking SADC Protocol on Gender and Development. This followed a concerted campaign by NGOs under the umbrella of the Southern Africa Gender Protocol Alliance. By the 2013 Heads of State summit, 13 countries had signed and 12 countries had ratified the SADC Gender Protocol. The Protocol is now in force. With two years to go, time is ticking to 2015, when governments need to have achieved 28 targets for the attainment of gender equality. In keeping with the Alliance slogan: "Yes we must", this 2013 Barometer provides a wealth of updated data against which progress will be measured by all those who cherish democracy in the region. The SADC Gender and Development Index (SGDI), introduced in 2011, complements the Citizen Score Card (CSC) that has been running for five years to benchmark progress.

Available in PDF, EPUB and Kindle. Book excerpt: Youth violence: Sources and solutions in South Africa thoroughly and carefully reviews the evidence for risk and protective factors that influence the likelihood of young people acting aggressively. Layers of understanding are built by viewing the problem from a multitude of perspectives, including the current situation in which South African youth are growing up, perspectives from developmental psychology, the influences of race, class and gender, and of the media. The book then reviews the evidence for effective interventions in the contexts of young people’s lives – their homes, their schools, their leisure activities, with gangs, in the criminal justice system, in cities and neighbourhoods, and with sexual offenders. In doing so, thoughtful suggestions are made for keeping an evidence-based perspective while (necessarily) adapting interventions for developing world contexts, such as South Africa. Youth violence in South Africa: Sources and solutions is a valuable addition to the library of anyone who has ever wondered about youth violence, or wanted to do something about it.

Book excerpt: The Rainbow Nation benefits from an internationally competitive private sector, which accounts for roughly 70% of GDP, and extremely competitive infrastructure; its utility sector, for example, produces just under half of the total power generated on the African continent. South Africa represents by far the most developed market in Africa, but there are still some structural challenges it is grappling with. Government strategies have set a target of increasing labour market participation from 54% in 2010 to 65% by 2030, bringing the number of workers in the formal sector to 25.3m people and lowering unemployment from 25% to 6%. While its fiscal space is narrow, long-term investments in infrastructure, education and health are expected to be key to attaining its growth potential. Recent years have seen both the public and private sectors look to strengthen regulatory frameworks in mining and industry – in some cases, like the automotive sector, with impressive results.

Available in PDF, EPUB and Kindle. Book excerpt: In order to prepare the World Drug Report, UNODC relies on Member States to provide data, primarily through the Annual Reports Questionnaire (ARQ). The ARQ was distributed to 192 Member States, and UNODC received 110 replies to the drug abuse section and 114 replies to the illicit supply of drugs section from Member States (and territories). In general, most countries’ ability to provide information on illicit drug supply is significantly better than their ability to provide demand-related data. Despite commendable progress, for example in the area of prevalence estimates, far more remains to be done to provide a solid, reliable basis for trend and policy analysis. The report includes in-depth and cross-sectoral analyses of transnational drug markets (chapter 1) as well as the latest statistical data and trends regarding the world drug situation (chapter 2). This year, the report also discusses the impact of transnational drug trafficking on transit countries (chapter 3).

Book excerpt: Agricultural Land Redistribution and Land Administration in Sub-Saharan Africa: Case Studies of Recent Reforms focuses on “how” to undertake land reforms in Sub-Saharan Africa, but with relevant lessons for other developing countries. It provides details, with case studies, on how reforms were undertaken to address a pressing and controversial development challenge in Africa – land ownership inequality – and an intransigent development issue – inefficiency and corruption in land administration. An equally important contribution of the book is assessing reforms and highlighting valuable lessons for other countries contemplating reforms. The six case studies collectively cover two main areas of land governance: reforms in redistributing agricultural land and reforms in land administration. The first two case studies discuss reforms in redistributing agricultural land in Malawi and South Africa, part of the southern Africa region where land ownership inequalities rival those in Latin America. The remaining case studies, four in number, are focused on addressing corruption and inefficiency in land administration in a variety of contexts of governance including stable and post-conflict countries. The case studies cover: • Decentralizing land administration with demonstrations from Uganda, Ethiopia, Tanzania, and Ghana; • Developing post-conflict land administration systems with examples from Liberia and Rwanda; • Re-engineering and computerizing land information systems with examples from Ghana and Uganda; and • Improving management of government land through land inventories with examples drawn from Ghana and Uganda. The common elements between sometimes disparate experiences provide lessons of relevance to African and other developing countries contemplating similar reforms. The rigorous analysis and yet down-to-earth lessons of experience are a reflection of the authors’ deep global experience underpinned by personal participation in the reforms covered by the book. This volume will be of interest to a wide audience including land specialists and practitioners, African policy makers, experts and managers in the international development community, and the academia.

Book excerpt: The latest volume in the Routledge International Studies in Higher Education series, Accountability in Higher Education takes an in-depth look at accountability initiatives around the world. Various evaluations, reporting schemes, and indicator systems have been initiated both to inform the public about higher education performance and to help transform universities and colleges and improve their functioning. This edited collection provides a comparative analysis of the promises, perils and paradoxes of accountability, and the potential effect on power structures and higher education autonomy, trust and the legitimacy of the sector. Part I describes how accountability is perceived and understood in different regions of the world, identifies some of the most common elements in established accountability initiatives, especially related to quality assurance, and provides direction for possible future development. Part II focuses on responses to new demands for accountability at institutional, national and international levels, and provides practical guidance for handling accountability going forward, emphasizing the dynamic relationship between international development, government strategies and organizational change. This volume is a must-have resource for HE managers, administrators, policy makers, researchers, HE graduate students and those interested or involved with HE accountability practices.
