Book excerpt: The Committee has produced its own code, included in this report, for relations between central and local government. The code is intended to replace the estimated 1,293 duties imposed on local government today. The Committee concludes that the balance of power between central and local government is skewed in favour of the centre and needs to be addressed. The devolution of power to Scotland, Wales, and Northern Ireland has been successful and is an evolving process - there is no apparent reason why local government in England is not capable of using similar powers. Power and finance must go together, if local government is to become an equal partner it should have own source of revenue. Local authorities in England could also have a share of the existing income tax take and local councils freed to raise additional revenue, with the consent of their electorates. English local government lacks some of the most basic constitutional protections that are available to some of its counterparts in a number of other mature European democracies. The Government should examine the possibilities of a stronger constitutional status for local government, through an entrenched statutory code, or a similar proposal. A code for relations between central and local government, enforced by statute, could be beneficial to both tiers of government for several reasons. First, it could help set out exactly where powers do, and should, lie, thereby increasing transparency for the electors. Secondly, it could help redress the overcentralisation of England. Thirdly, it could provide an economic boost that the country sorely needs.

Book excerpt: Black & white print. American Government 3e aligns with the topics and objectives of many government courses. Faculty involved in the project have endeavored to make government workings, issues, debates, and impacts meaningful and memorable to students while maintaining the conceptual coverage and rigor inherent in the subject. With this objective in mind, the content of this textbook has been developed and arranged to provide a logical progression from the fundamental principles of institutional design at the founding, to avenues of political participation, to thorough coverage of the political structures that constitute American government. The book builds upon what students have already learned and emphasizes connections between topics as well as between theory and applications. The goal of each section is to enable students not just to recognize concepts, but to work with them in ways that will be useful in later courses, future careers, and as engaged citizens. In order to help students understand the ways that government, society, and individuals interconnect, the revision includes more examples and details regarding the lived experiences of diverse groups and communities within the United States. The authors and reviewers sought to strike a balance between confronting the negative and harmful elements of American government, history, and current events, while demonstrating progress in overcoming them. In doing so, the approach seeks to provide instructors with ample opportunities to open discussions, extend and update concepts, and drive deeper engagement.

Book excerpt: Classic Books Library presents this brand new edition of “The Federalist Papers”, a collection of separate essays and articles compiled in 1788 by Alexander Hamilton. Following the United States Declaration of Independence in 1776, the governing doctrines and policies of the States lacked cohesion. “The Federalist”, as it was previously known, was constructed by American statesman Alexander Hamilton, and was intended to catalyse the ratification of the United States Constitution. Hamilton recruited fellow statesmen James Madison Jr., and John Jay to write papers for the compendium, and the three are known as some of the Founding Fathers of the United States. Alexander Hamilton (c. 1755–1804) was an American lawyer, journalist and highly influential government official. He also served as a Senior Officer in the Army between 1799-1800 and founded the Federalist Party, the system that governed the nation’s finances. His contributions to the Constitution and leadership made a significant and lasting impact on the early development of the nation of the United States.

Book excerpt: The Department for Communities and Local Government should work with other government departments to improve the evaluation of the impact of decisions on local authority finances and services. Local authorities have, so far, managed with reduced funding, but more are facing the challenge of avoiding financial difficulties while meeting their obligations. Central government planned at the 2010 spending review to reduce funding of local authorities by £7.6 billion (26 per cent) in real terms between April 2011 and March 2015. The effects on local authorities vary. In 2012-13, the overall reduction in spending power ranges from 1.1 per cent to 8.8 per cent. At the same time, demand for high-cost services, such as adult and children's social care, is increasing. The scope is diminishing for absorbing cost pressures through reducing other, lower cost, services given that spending on these services has already been reduced. Departments have assessed the impact of changes to local authority funding, but their approach needs to be more comprehensive in the future. The accountability framework for addressing widespread financial failure in local government is untested. Where there have been one-off failures requiring central government intervention, the failure regime has managed to resolve them. It is not known how the system would respond in the case of multiple financial failures in more challenging times for local authorities.

It contains a wide range of essays that define the important questions in the field, evaluate where we are in answering them, and set the direction and terms of discourse for future work. The Handbook will have a substantial influence in defining the field for years to come. The chapters critically assess both the key works of state and local politics literature and the ways in which the sub-field has developed. It covers the main areas of study in subnational politics by exploring the central contributions to the comparative study of institutions, behavior, and policy in the American context. Each chapter outlines an agenda for future research.

It discusses range of policy issues including education, the police, housing, race relations and finance. In addition, theoretical chapters are included which set the empirical studies in the broader context of theories of the State and of policy making. The chapters have each been written by an acknowledged authority on the particular subject and are based upon extensive research. This is a timely and important book′ - Political Studies `Local governance have gained massive attention among scholars and practitioners during the past several years. Peter John′s book fills a void in the literature by tracing the historical roots of local governance and by placing his findings in a comparative perspective′ - Professor Jon Pierre, University of Gothenburg, Sweden `Peter John has produced a fascinating and stimulating book in which he assesses current developments in urban politics and local government in Europe and suggests how these changes are leading to different patterns of sub-national territorial politics in the EU today. What he has to say is of important interest to all students of local government; comparative politics and of territorial politics more generally′ - Michael Goldsmith, University of Salford `this book offers a fascinating comparative analysis... themes such as New Public Management, globalisation, regionalism and privatisation will be relevant to numerous courses in government, politics, public administration and public policy′ - West European Politics This text provides a comprehensive introduction to local government and urban politics in contemporary Western Europe. It is the first book to map and explain the change in local political systems and to place these in comparative context. The book introduces students to the traditional structures and institutions of local government and shows how these have been transformed in response to increased economic and political competition, new ideas, institutional reform and the Europeanization of public policy. At the book′s core is the perceived transition from local government to local governance. The book traces this key development thematically across a wide range of West European states including: Belgium, France, Greece, Italy, Germany, the Netherlands, Norway, Portugal, Spain and the United Kingdom.

Available in PDF, EPUB and Kindle. Book excerpt: It is widely assumed that the relationship between governance capacity and decentralization determines the success in governance, but how does this relationship function is largely contested. Does decentralization lead to an improvement in governance capacities, or are certain capacities preconditioned in order for decentralization to lead better governance? Relying on an empirical study of Turkish provincial municipalities, the book argues success in decentralization is strongly influenced by the socioeconomic conditions in the province and to a lesser extent by the local government’s capacity. The book provides a novel approach to capacity building practices and decentralization reforms by suggesting that the relationship between decentralization and governance capacity should be addressed not only on the organizational but also on the developmental level. In this way, the book proposes asymmetrical decentralization according to socio-economic development at subnational level for better governance outcomes.

Available in PDF, EPUB and Kindle. Book excerpt: World Bank Discussion Paper No. 271. This study incorporates data from comparable surveys across five African countries--Ghana, Malawi, Mali, Senegal, and Tanzania--to analyze how small and micro enterprises have been positively and negatively affected by policy liberalization schemes. Some grow rapidly by adapting their products, while others stagnate because of import competition and increased self- employment. Comparisons were made between small firms, with 6 to 49 workers, and microenterprises, with fewer than 6. The study suggests a two-pronged strategy: (1) to facilitate widespread participation in microenterprises, broad measures are needed to lower the costs of entry, generate demand for their goods and services, raise the educational level and incomes of the poor, and encourage informal financial institutions; (2) to stimulate growth of potentially dynamic enterprises, well-targeted measures may be appropriate to lower the costs of entry, increase access to credit, and provide demand-driven business services. Available in PDF, EPUB and Kindle. Book excerpt: The past quarter of a century has seen extensive change throughout Europe. There have been significant changes in local government, and the European Union has come to play an increasing role in relation to municipal government. This book offers a comparative analysis of recent developments in intergovernmental relations in twelve countries across Europe. Using the framework for analysis from Page and Goldsmith’s 1987 Central and Local Government Relations, each chapter examines changes in central-local relations in their respective country over the past 20 years. This book extends the coverage to include, for the first time, both federal systems and Eastern European countries. Offering detailed empirical studies, it assesses how far there have been changes in the functions, access and discretion of local government. The book will be of great interest to students and scholars of local government, urban politics, EU studies and public administration.
