The center is interested in public school finance because education is the pathway to prosperity for low-income Texans. McCown's personal expertise in school finance comes from having presided as a state district judge over the state's school finance cases from 1990-2002. The Governor's plan rests on four principles, and McCown was asked to comment on the third: "Eliminating Robin Hood while increasing funding equity in our public schools." McCown elaborates on his four major points: (1) In a good school finance system, the question is not what percentage of children has access to the same resources in any given year, but whether the system is designed to at least maintain and better yet to increase the percentage over time; (2) Under the Governor's plan, 98% of the children are not really in the equalized system; (3) The Governor's incentive funding favors the wealthy districts over poor districts in two ways: (1) because the incentives are on top of an unequal funding system, the wealthy would have more resources with which to perform, making it more likely that they would win rewards while the poor would not; and (2) the proposed incentives reward districts for student performance, rather than teacher performance, which favors wealthy districts because generally speaking their students walk in the front door better prepared to learn; and (4) The Governor's plan is ultimately a reverse Robin Hood under which the vast majority of ordinary Texans would pay higher state taxes of one sort or another so that a group of wealthy Texans can have better schools and lower local taxes than the rest. Book excerpt: In response to concerns over funding for school construction, the state of Texas has implemented two programs to assist school districts with construction related debt. This paper examines whether these programs have accomplished their objectives of reducing property taxes (the EDA program) and increasing capital outlays (the IFA program). I find that school districts receiving EDA funds have reduced their debt tax rates more than non EDA districts, but they have used the opportunity to increase their operating tax rates. Overall, EDA districts have not experienced greater property tax relief. For the IFA program, I find that IFA districts have increased their capital outlays more than non IFA districts. I also examine the IFA program's impact on the equitable distribution of capital outlays. I find that poor school districts have increased capital outlays because of IFA funding, while rich districts have increased capital outlays by increasing tax rates. Middle wealth school districts do not receive significant IFA funding, nor do they have a rich tax base. Therefore, their capital outlays remain essentially unchanged. Overall, capital outlay equity has decreased.

Book excerpt: This report explores the relationship between school property tax abatements, property wealth, and industrial firm siting in Texas. Texas adopted its school property tax abatement program, known as Chapter 313, in 2001. This report employs a mixed-methods approach to evaluate the factors that predict districts’ participation in the Chapter 313 program in Texas, as well as to assess abatements’ effect on industrial firm investment. The study is modeled after an evaluation of the Indiana school property tax abatement program conducted by Dalehite in 2005. Using a quasi-experimental, propensity score matching research design, I find that industrial property wealth predicts abatement program participation throughout the lifespan of the program. A district’s donor status in the state’s redistributive school finance system as well as its urban status predict abatement program participation early in the program’s operation from 2003-2007. Lastly, I find no evidence of a relationship between abatement participation and growth in industrial property values. Findings suggest that some features of the Chapter 313 program may exacerbate inequity and confer a disproportionate share of benefits, such as payments-in-lieu of taxes and state aid subsidies, to property-wealthy districts. Moreover, the state is currently investing billions of dollars into the program without evidence that these investments produce the intended industrial property investment in Texas communities.
