Book excerpt: Author's abstract: While there may not be a standard description of technical college presidents or expectations of performance, men and women who serve as presidents for the Technical College System of Georgia are realists in understanding institutional outcomes are the result of interdependent activities. The system operates with clear goals in mind to promote access to career and technical education, customized training, and workforce development opportunities to all of Georgias citizens by providing learning facilities within 30 minutes of any Georgia community. The purpose of this study was to determine the relationship between presidential leadership and organizational effectiveness in the Technical College System of Georgia. Therefore, through the lenses of the vice presidents, this research answers the following three questions: (a) to what extent do Georgias technical colleges vary in terms of their effectiveness as measured by graduation rates, retention rates, and job placement rates, (b) to what extent do the differences in Georgias technical colleges effectiveness relate to presidential leadership behavior as measured by Bolman and Deals (1991a) Leadership Orientation (Other) survey instrument, and (c) to what extent does the relationship between presidential leadership and organizational effectiveness gauged by the three accountability measures (graduation rate, retention rate, and job placement rate) depending on institutional (size) and individual (gender and length of service) background characteristics? Bolman and Deals (1991a) Leadership Orientations Inventory (Other) survey instrument was used to collect perception data. Data collected from 67 vice presidents representative of each technical college was analyzed using descriptive procedures to examine question one, Pearsons r to explore question two, and the one-way analysis of variance, t-tests and post hoc testing to examine data related to the independent variables of gender, tenure, college size and state-wide ranking in question three. Based on the perceptions of the vice presidents and in agreement with Bolman and Deals continued leadership research, the findings from this study indicated effective technical college presidents were more likely to use multiple-frame leadership approaches and were perceived to be both effective managers and leaders. Further investigation needs to be done on leadership behaviors of technical college presidents in Georgia.

The community college, with its great number, openness to nontraditional students, and key role in workforce development, is poised to become a more prominent contributor to America's success in the new economy. However, new technologies, reduced budgets, and higher levels of accountability are adding to the challenges facing community colleges. These new challenges have brought about the need for a different kind of educational leader, one who can manage the needs of a diverse group of stakeholders, empower others to accept responsibility, and get results without being autocratic. Such leaders are known as transformational leaders. In contrast, transactional leaders focus on the efficient running of the system within the context of existing organizational constraints. Transformational leaders are compared with transactional leaders in this investigation. The purpose of this study is to determine the relationship between transformational leadership factors, transactional leadership factors, and measures of community college performance. Forty-six North American community colleges participated in the study. Both quantitative and qualitative methods were used for this investigation. Information on the leadership behaviors of college presidents was collected using the Multifactor Leadership Questionnaire. Information on college effectiveness was collected using the Institutional Performance Survey. Both leadership and effectiveness data were based on faculty perceptions at the respective colleges. The relationship between presidential leadership and college effectiveness was evaluated using multiple regression analysis. A subset of presidents in the study was interviewed to achieve a better understanding of the social complexities associated with community college leadership. Transformational leadership was shown to be a better predictor of organizational effectiveness than transactional leadership for this sample. Based on the interviews, transformational presidents rely more on strong personal convictions, open communication, and trust to establish and articulate their vision than do their transactional counterparts. Leadership behaviors of the president predict only a portion of the overall performance of a college. Many other factors contribute to college performance, including the culture of the college and the conditions under which a leader assumes the presidency.

By understanding the leadership styles and behaviors used in a crisis, it can inform best practices for handling future campus crises. The purpose of this qualitative case study is to explore how the COVID 19 pandemic affected leadership styles and behaviors of Midwestern community college presidents. The study is primarily driven by one question, what are Midwestern community college presidents' perceptions of how their leadership and decisions had changed in response to the COVID-19 global pandemic. Study data were collected through semi-structured interviews and artifacts. The interviews were analyzed using thematic coding looking for common patterns and themes. The data were examined using a theoretical framework of interpretivism and symbolic interactionism. The conceptual framework incorporated crisis leadership styles, effective leadership competencies, and crisis leadership competencies within the context of community college governance and the COVID-19 crisis. The conceptual framework was to further understand how community college president's leadership style and behaviors had changed in response to the COVID-19 pandemic. Community college presidents navigated the COVID-19 pandemic. Based on the study results, there are five recommendations for practice. The five recommendations are: prioritize safety of faculty, staff, students and the community; develop broad-based crisis management programs, encourage leaders to include mental health services in crisis planning, leverage crisis communications, and understand the criticality of connections.

Book excerpt: This research investigated the relationship between certain institutional characteristics and perceptions of North Carolina community college presidents about the importance of leadership roles, values and emotions, and skills. Those characteristics were the size of the institution, the growth rate of the institution, and the geographic setting of the institution. The perceptions of three groups of presidents were studied. One group consisted of the presidents of large community colleges and the presidents of small community colleges. The second group consisted of the presidents of high enrollment growth colleges and the presidents of low enrollment growth colleges. The final group was comprised of presidents of urban community colleges and rural community colleges. Fifty-one of the 58 presidents participated in the study, a participation rate of 87.93 percent. The participants completed the Leadership Competencies Assessment Instrument, responding to 30 specific leadership competencies by estimating the degree of energy they expended in addressing each competency, and by estimating their effectiveness in addressing that competency. The means of responses from the first set of presidents in each group was compared to the means of responses from the second set of presidents in each group using the t-test for the difference between means. It was hypothesized that, for each of the three groups, there were no differences in perceptions about the importance of leadership roles, leadership values and emotions, or leadership skills. The results of the tests indicated that there were no differences in perceptions in any of three groups about which leadership roles, values and emotions, and skills were most important. It was recommended that future research address expanding the study population to include other community college systems; conducting future studies using different methodologies in order to increase validity; and additional study of individual leadership compe.
