Book excerpt: Misconduct and corruption on the part of law enforcement officers has long lasting negative impacts, to include desecrating the delicate relationship between the community and law enforcement. Therefore, law enforcement executives must confront misconduct and corruption proactively and put systems in place to curtail these behaviors before they occur, rather than react after incidents come to light. This quantitative non-experimental study explored the existence of a statistically significant predictive relationship between law enforcement officers’ level of college education and their professional performance. Professional performance was measured by the number of reported complaints of misconduct and corruption made against a law enforcement officer internally as well as though citizen complaints, and the number of times law enforcement officers used force in the course of their professional duties. In addition, the variable of gender, age, race, and years of experience as a law enforcement officer were analyzed. A stratified random sample was chosen of 128 police officers employed by the Milwaukee Police Department between January 1, 2008 and December 31, 2013. The results of hypothesis testing concluded the number of use-of-force incidents law enforcement officers were involved in was a statistically significant predictor of the number of complaints of misconduct and corruption they received. In addition, the number of complaints received and years of experience was also identified as statistically significant predictors of use-of-force incidents. Several weak but significant correlations were identified between age and level of college education; level of college education and experience; gender and complaints; force and gender; and force and age.

Since the early 1900's policy makers have not come to a consensus to make college education a qualification for law enforcement employment nationally. The disagreement is not whether higher education has value, to the extent which it improves police performance is not held in consensus. Policy makers cite a lack of substantial results to validate making a college degree a qualification of law enforcement employment. Researchers have unsuccessfully attempted to provide suggestive results for the benefits of law enforcement officers possessing a college education against those who do not. Historically, the inability to correlate a significant relationship between higher education and performance leaves the subject in quandary. Using Negative Binomial Log Linear Regression, this researcher collected performance data from several police departments and certified police officers in the central Texas region. An electronic survey was provided to certified police officers to capture data on the independent variable professionalism. The study's collected data was cross referenced, and the officers badge numbers were replaced with a generic identifier to protect their identities. The names of the police departments were also removed from this study. Setting the significance level at .05, the three research questions for this study were answered: Is there a significant statistical relationship between higher education and police performance, does the type of degree matter, and is performance statistically significant to police performance? The results of the study suggest levels of education predicts a positive relationship with law enforcement officer performance, degree types do not matter, and professionalism is not statistically significant to police performance.

Book excerpt: Criminal justice professionals and policy makers are continually looking at ways to improve the quality of police officers in the U.S. The purpose of this thesis is to identify and compare several managerial decisions law enforcement face such as education standards, annual community policing training, and social media use by police departments. Moreover, this thesis examined the influence these standards of practice have on each other with the hope of encouraging police department agencies to revisit their departmental policies with respect to community policing. This thesis involved a secondary analysis of a 2013 data set from the Law Enforcement Management and Administrative Statistics (LEMAS) program. A total of 2,822 agencies were examined (N= 2,822). Results from the study revealed a strong, positive relationship between departments maintaining a higher education standard and utilizing forms of social media. Other relationships were tested; however results tended not supportive of the respective hypotheses. These findings are important and may be helpful in discussing the future for law enforcement standards, as well as allow agency administrators to use the results as a benchmark for comparison. Future research should involve examining other variables such as police performance, age, gender, race, and department region. These findings may provide insight on how departments compare to one another, as well as strengthen the argument for higher standards in police education and training.

Book excerpt: Today, in an increasingly competitive job market, a growing number of employers require applicants to possess a bachelor's degree as a minimum education standard of employment eligibility. This suggests that an individual with a higher education background is better equipped with the skills, training and competency above other applicants to be successful in his or her profession. Law enforcement, however, has remained one of the career professions that does not require any higher education requirement for employment eligibility. Yet there is reason to think greater education requirements may benefit in the professionalization of law enforcement, and may help officers in their line of duty. Currently no state in the U.S. has established that law enforcement officers should have higher education degree as a minimum requirement for enrollment. In California, the minimum education requirement for law enforcement officers is a high school diploma or GED. However, because agencies have the ability to set their own hiring standards, a small percentage of law enforcement agencies have actually required more stringent education backgrounds in higher education, from completing some college, to an associate's degree, to even a bachelor's degree. This thesis was aimed at furthering the discussion on whether increasing the hiring education standards for law enforcement agencies within California would have a notable impact. In this study, 42 law enforcement officers from across the state were surveyed about their agency's requirements, and their thoughts on the feasibility, costs, and benefits of increasing the minimum education standards. The results of this survey were in line with several of the reports found in the literature. They show that officers perceive several benefits to the having a higher education background that can improve their performance on the job. However, it is unclear whether there is political feasibility to make such a significant change happen across all agencies in California. Law enforcement agencies and associations, such as the ones represented in my survey, are more likely to be hesitant or reluctant to change. These findings can help guide further research as to how to adequately define and measure "better policing," and whether education has an impact on that. Finally, I would recommend that California find better opportunities to collect data among law enforcement agencies, which can be anything from mandatory surveying to greater oversight at a head agency.

The first phase of the study was a comprehensive review of related research in police education, and the second phase was a survey of 699 State, county, and municipal law enforcement agencies. The third phase consisted of site visits to selected police departments to collect policy-related materials and explore educational issues in greater depth through document review and interviews. The final phase of the research involved extensive legal research on the bona fide occupational qualifications (BFOQ), discrimination in employment, and affirmative action practices. The data indicate that in the aggregate, law enforcement agencies in the research population had minority group members in proportions comparable to the general population. Educational levels of minority police officers were approximately the same as white officers at the undergraduate level and higher than white officers at the graduate level. Although a number of factors make college education disproportionately inaccessible to minorities, the courts have ruled that job requirements justify making a college degree a qualification for employment. Apparently there is an adequate pool of both minority and majority college-educated men and women interested in police employment. A college education can be both empirically and legally justified as a BFOQ and should be established.
