Book excerpt: Available online: https://pub.norden.org/temanord2021-522/ This project estimates the savings from market surveillance of ecodesign and energy labelling in the Nordic countries to be about 20 million euro during 2011-2019 (2 million euro per year on average). It is a very conservative estimation, and the actual savings can be up to 147 million euro during 2011-2019. Nevertheless, the study proves that market surveillance is cost-effective on a societal level. It also proves the benefits and improvement potential of cooperation between countries. The benefit calculated in this project is the energy costs saved by consumers due to market surveillance authorities finding and correcting products using too much energy – compared with the cost of the performed market surveillance. The project is an update of the Nordsyn report "The Nordic Ecodesign Effect Project", TemaNord 2015:563, with some adjustments.

Although national policies were broadly similar, they also differed in many respects. Given that some enjoyed greater success than others, comparing different policies and their effects may yield valuable lessons for the future. The Nordic countries weathered the pandemic relatively well compared to most other high-income countries, both in terms of public health and economic repercussions. Infection and excess mortality rates were comparatively low in the Nordic Region, except in Sweden, where they relied more on recommendations and guidelines than mandatory measures to contain the spread of the virus. The fall in GDP was also comparatively small and short-lived in all the countries except Iceland, where tourism plays a more prominent role in the economy. Nordic Economic Policy Review (NEPR) aims to convey policy-relevant, up to date research on different economic issues. The review produces one issue per year, each time with a new topic and researchers. NEPR strives to make the latest economic research accessible to both decision-makers and a broader audience, as well as to contribute to Nordic knowledge exchange on economic policy issues and challenges.

These chapters provide empirical cases and critical analysis of a rich variety of norm-takers from EU member states, European and non-European states, including the rejection of EU norms in Russia and Africa as well as adaptation of EU practices in Australia and New Zealand. Chapters on China, ASEAN and the Czech Republic demonstrate resistance to EU norm export. This volume probes differences in willingness to adopt or adapt norms between various actors in the recipient state and explores such questions as: How do norm-takers perceive of the EU and its norms? Is there a ‘normative fit’ between EU norms and the local normative context? Similarly, how do EU norms impact recipients’ interests and institutional arrangements? First, the authors map EU norm export strategies and approaches as they affect norm-takers. Second, the chapters recognize that norm adoption, adaption, resistance or rejection is a product of interaction and a relationship in which interdependence, asymmetry and power play a role. Third, we see that domestic circumstances within norm-takers condition the reception of norms.
