Book excerpt: Excerpt from The Reform of the Currency Hence the national banks were bound to exercise some con trol over the business and especially the' issues of the local banks. Both of them did exercise such control. The means employed by both banks were identical, consisting, as Gallatin says, in receiving the notes of all those which are solvent, and requiring payment from time to time without suffering the bal anecs due by any to become too large. To do this the banks of the United States had to be creditors of the state banks. This they were enabled to be, first, because they received the government revenues as the depositaries of the goverment, and second, because of their possession of branches. As deposit aries of the government they received immense quantities of state bank paper. These were then presented to the state banks for payment. In case control was exercised by a branch, it was done by issuing the notes of the branch in the neighborhood of a state bank, and receiving state bank notes on deposit for these issues. The branch then presented the state bank notes to the issuing bank for redemption. In both cases, the state bank pos sessed no means of obtaining branch bank notes to anything like the amount necessary to act as a set-off to its own issues. The state banks were not receivers of the revenue, and they could not get possession of any considerable quantity of branch bank notes because these served as an excellent means of re mittance for individuals who wished to forward funds to other parts of the country. Persons holding state bank notes were always willing to exchange them for paper of the bank of the United States, while nobody wished to exchange notes of the United States bank for state bank notes. Consequently, the branches always had the means of checking the state banks. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: As the new Russian state struggles with the transition to a market economy, the need for radical monetary reform becomes increasingly urgent. The choice of reform is crucial, for it will largely determine Russia's future economic performance. In order to break free of the lingering effects of Soviet central planning, the new Russian state needs a stable, convertible currency. Steve H. Hanke, Lars Jonung and Kurt Schuler propose that Russia establishes a currency board which would issue a Russian currency fully convertible with international currency, backed 100 per cent by international bonds. The international community would aid in establishing the currency board by providing the initial reserves. Early supplies of this new Russian currency would be distributed free to Russian citizens. The authors give detailed explanations of how the currency board could be established and how it would work.

Book excerpt: Since money was invented, there has been a debate about better ways of creating it and better rules to govern how it works - until the last generation, when it began to seem that the money system had been handed down by God and remained unchanged ever since. But the last few years have seen an increasingly powerful resurgence of interest in changing the system fundamentally, and bringing the monetary trends that affect all our lives under our control. Few realize that the debate has roots and a tradition, covering mainstream economists like Keynes and Hayek, statesmen like Lincoln, entrepreneurs like Ford and Soros, as well as the imaginative mavericks behind local currencies and e-money. This volume collects together some of their most influential writings to provide a handbook on a vital train of ideas, and a guide to a debate on changing money that is becoming increasingly important.

Book excerpt: This book proposes that the short-term goal of the current reform of the international monetary system should be a combination of controlling 'imbalances' and 'the risk of the dollar', namely using the balance of payments coordination mechanism to suppress risks by exchange rate cooperation. The reforms of international reserve currencies, international financial institutions, and international financial regulation provide a good external environment for the stable development of the world economy. The book discusses the mechanisms that will continue to support the hegemony of the US dollar and the US dollar system in the future, including the commodity dollar return mechanism, the international debt repayment mechanism, the petroleum dollar pricing mechanism and the dollar rescue mechanism in financial crisis. The book predicts that the current international currency system dominated by the US dollar will remain sustainable for a long time. Finally, the book proposes four strategies for China's participation in the reform of the international monetary system.
