This volume covers the years in which ITV faced more challenges than at any time in its history and its regulator, the IBA, was subject to political pressures so extreme that they brought about its abolition and rebirth as the Independent Television Commission. The book gives detailed accounts, based on documents not previously available and interviews with over sixty senior figures in the industry, of the changes and controversies of the period. Highlights include: the conflict with government over the programme Death on the Rock , the battle with the BBC for possession of the rights to Dallas , the financial crisis at ITN, the impact of the Peacock Committee Report and the 1990 White Paper on Broadcasting, as well as detailed accounts of the broadcasters' and the regulator's battle with the government over the Broadcasting Bill and the subsequent 'auction' of ITV licences.

Book excerpt: British Television Policy: A Reader provides a forum for the significant policy debates which have informed and shaped television broadcasting since the publication in 1986 of the Peacock Committee Report on the financing of the BBC. The Reader presents key documents and critically analyses their impact on the organisation, financial resources, programme content, editorial philosophy and the regulatory environment of television broadcasting. Recognising that policy making is not wholly a prerogative of government, British Television Policy provides readers with access to a wide range of statutory and non-governmental documents which have affected British broadcasting legislation: Acts of Parliament; Private Members' Bills; Select Committee Reports; Official statements by Ministers; Parliamentary inquiries such as the Davies Report; Policy documents prepared by interest groups such as the Campaign for Quality Television and the Voice of the Listener and Viewer; Strategic announcements from the ITC; Statements from the BBC and ITV; Public lectures by media owners and executives such as Rupert Murdoch and Richard Eyre; Commentaries from media academics and media analysts. Beginning with a comprehensive editorial introduction which details television policy since 1945, the Reader is arranged in thematic sections which explore the purpose of television broadcasting, the financing of television, broadcasting policy and quality, regulation, and the relationship of broadcasting and politics. Each section is accompanied by an editor's introduction and commentary and the Reader is supported by a glossary and a guide to further reading.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the economic, political, and technological forces that are shaping the future of broadcasting in advanced industrialized nations by comparing the transition from analog to digital TV in the US and Britain. Digital TV involves a major reordering of the broadcast sector that requires governments to rethink governance tools for the digital media era. By looking at how the transition is unfolding in these nations, the book uncovers the political underpinnings of the emerging governance regime for digital communications and explores the implications of the transition for the development of the Information Society in the US and Europe. The findings challenge much conventional wisdom about media deregulation and the globalization of communications. The transition to digital TV has not weakened but rather reinforced government control over broadcasting. Moreover, contrary to what many globalization theories would predict, it has reinforced preexisting differences in the organization of media across nations.

The relationship between politics, politicians and the media is a matter of increasingly contentious debate, as politicians' awareness of the importance of the media becomes more sophisticated amidst rapidly-advancing media technology and control. Providing a review of the nature and content of political communications and of recent theoretical developments, Negrine addresses the issues surrounding today's mass media, including cable and satellite television, investigation of the press, the relationship between the state and broadcasing institutions and the ever-present question of whether or not Britain needs a media policy. This new edition includes: * Case studies from television and the press * Fully revised text with updated sections on the press, broadcasting and media legislation * Brand new chapters on Europe and globalisation

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the policies of the Thatcher, Major and Blair governments and their approaches towards concentration of economic and political power. The 1979–2007 British governments have variously been described as liberal or, to use a political insult and a favourite academic label, neoliberal. One of the stated objectives of the Thatcher, Major and Blair governments—albeit with differing focal points—was to disperse power and to empower the individual. This was also a consistent theme of the first generation of neoliberals, who saw monopolies, vested interests and concentration more generally as the ‘great enemy of democracy’. Under Thatcher and Major, Conservatives sought to liberalize the economy and spread ownership through policies like Right to Buy and privatisation. New Labour dispersed political power with its devolution agenda, granted operational independence to the Bank of England and put in place a seemingly robust antitrust framework. All governments during the 1979–2007 period pursued choice in public services. Yet our modern discourse characterises Britain as beset by endemic power concentration, in markets and politics. What went wrong? How did so-called neoliberal governments, which invoked liberty and empowerment, fail to disperse power and allow concentration to continue, recur or arise? The book will be of interest to students and scholars of contemporary British history, political economy and politics, as well as specific areas of study such as Thatcherism and New Labour.

Available in PDF, EPUB and Kindle. Book excerpt: Behind the rhetoric of `intervention' and `deregulation' which has accompanied state attempts to stimulate technological innovation in the last decade is secreted a story of failed ambitions, confusion, muddle and incoherence. Techno-industrial innovation does make demands on the state, not only in terms of new industries, but also in regard to the inter-relation of industrial and R&D policy and the creation of markets. This book provides a comparative analysis of techno-industrial innovation in Europe, Japan and the USA. Drawing on case studies ranging from the semi-conductor to the biotechnology industries, the book presents a comprehensive and detailed survey of national strategies for the internal and world markets and sets them in their political context, where `the costs may be high and the pay-offs uncertain'.
