Book excerpt: Technology and Ethical Idealism investigates a pivotal intellectual and political moment in twentieth-century Indonesian history, the establishment of "development" as both an ideal and a practice. The focus of this study is on technological development as a central concern of colonial political life from 1900 to 1942 in the Netherlands East Indies. The foundations of developmentalist thinking and practice in the turn-of-the-century colonial reforms were called the Ethical policies. Tracing the interplay of Ethical politics at the highest levels of the Netherlands Indies colonial government with the technical practices of development taking place in the fields of ordinary Javanese farmers, it shows how and why technological development became such an enduring part of political and material life in the archipelago. This study offers a new history of the Ethical policies that focuses on their often-neglected technopolitical character, and the formative influence they exercised on development thinking in Indonesia among both Dutch experts and members of the community of Indonesian activists known as the pergerakan. In startling contrast with many histories of development, it shows how the interaction of colonial idealism and scientific practice led the Dutch to commit to small-scale change in their "development of the native peoples." As experts tailored technical solutions to ecological, social, and economic conditions of local areas, they eschewed high modernism in their search for colonial moderni-zation, unexpectedly prefiguring the appropriate technology movements that arose decades later. Based on extensive research in the colonial archives in The Hague, the National Library in Jakarta, and the Bogor Library of Biology and Agriculture, this study draws on official documents and scientific research of the era, as well as public discussions in both Dutch and Indonesian language newspapers and journals in order to capture not just the official plans, but also a wide range of public critiques and responses to development, and the day-to-day practices that shaped the productive lives of ordinary farmers. Offering a new exploration of politics and technology in colonial Indonesia, this book will interest historians of Indonesia and Southeast Asia, historians of technology, and those seeking to understand the complex colonial roots of international development.

But why do the names of Indonesia’s own scientists rarely appear in the annals of scientific history? In The Floracrats Andrew Goss examines the professional lives of Indonesian naturalists and biologists, to show what happens to science when a powerful state becomes its greatest, and indeed only, patron. With only one purse to pay for research, Indonesia’s scientists followed a state agenda focused mainly on exploiting the country’s most valuable natural resources—above all its major export crops: quinine, sugar, coffee, tea, rubber, and indigo. The result was a class of botanic bureaucrats that Goss dubs the “floracrats.” Drawing on archives and oral histories, he shows how these scientists strove for the Enlightenment ideal of objective, universal, and useful knowledge, even as they betrayed that ideal by failing to share scientific knowledge with the general public. With each chapter, Goss details the phases of power and the personalities in Indonesia that have struggled with this dilemma, from the early colonial era, through independence, to the modern Indonesian state. Goss shows just how limiting dependence on an all-powerful state can be for a scientific community, no matter how idealistic its individual scientists may be.

Book excerpt: Dutch colonial presentations at the world exhibitions in the period 1880-1931 served to legitimize the Dutch imperialist project and highlight the problem of Dutch identity and the Netherlands' place in the world. At these exhibitions, the Netherlands showed off its colonies by erecting models of schools, sugar-factories, bridges, and railways exhibits, which were meant to give proof of the good works of modern colonial administration and enterprise. Not only were there displays of ethnographic objects, life-size temples and villages inhabited by authentic Javanese and Sumatrans were brought to Europe specifically for these expositions. Their presence took the viewer into an "Other" world that provided an "immediacy" for visitors to the exhibition. While these colonial spectacles helped legitimize Dutch imperialism project, they also provided lenses for understanding the colonial world as it was constructed according to the prevailing evolutionist worldview at the time.

Entitlement to Dutch citizenship, pre-migration acculturation in Dutch language and culture as well as a strong rhetorical argument ('We are here because you were there') were strong assets of the first generation. This 'postcolonial bonus' indeed facilitated their integration. In the process, the initial distance to mainstream Dutch culture diminished. Postwar Dutch society went through serious transformations. Its once lily white population now includes two million non-Western migrants and the past decade witnessed heated debates about multiculturalism. The most important debates about the postcolonial migrant communities centeracknowledgmentgement and the inclusion of colonialism and its legacies in the national memorial culture. This resulted in state-sponsored gestures, ranging from financial compensation to monuments. The ensemble of such gestures reflect a guilt-ridden and inconsistent attempt to 'do justice' to the colonial past and to Dutch citizens with colonial roots. Postcolonial Netherlands is the first scholarly monograph to address these themes in an internationally comparative framework. Imperial Japan's campaigns of conquest in late 1941/early 1942 were launched in order to achieve self-sufficiency for the Japanese people, chiefly in the precious commodity of oil. The Netherlands (or Dutch) East Indies formed one of Japan's primary targets, on account of its abundant rubber plantations and oilfields. The Japanese despatched an enormous naval task force to support the amphibious landings over the vast terrain of the Netherlands East Indies. The combined-arms offensive was divided into three groups: western, centre and eastern. The isolated airfields and oilfields were, however, picked off one by one by the Japanese, in the rush to secure the major islands before major Allied reinforcements arrived. This superbly illustrated title describes the operational plans and conduct of the fighting by the major parties involved, and assesses the performance of the opposing forces on the battlefield, bringing to life an often-overlooked campaign of the Pacific War.
