Available in PDF, EPUB and Kindle. Book excerpt: Ozawa Ichirō was the axis on which Japanese politics turned for more than two decades. He helped to reshape the electoral system, political funding rules, the evolution of the party system, the nature of executive government, the roles and powers of bureaucrats, and the conduct of parliamentary and policymaking processes. Admired and reviled in almost equal measure, Ozawa has been the most debated and yet least understood politician in Japan, with little agreement to be found amongst the many who have debated his patent political assets and palpable political flaws. This book examines the political goals, behaviour, methods and practices of Ozawa Ichirō, and in doing so, provides fascinating insights into the inner workings of Japanese politics. It explores Ozawa’s paradoxical and conflicting contributions in terms of two contrasting models of ‘old’ and ‘new’ politics. Indeed, therein lies the problem of understanding the ‘real’ Ozawa: he remained a practitioner of old politics despite his rhetorical agenda of change to bring about new politics. In seeking to unravel the Ozawa enigma, Aurelia George Mulgan reveals his primary motivations, to establish whether he sought power primarily to enact reforms, or, whether his reform goals simply disguised power-seeking objectives. This volume seeks to illuminate Ozawa’s true character as a politician, and untangle the complex elements of old and new politics that he represents. Through an in-depth study of Ozawa and his political activities, this book shows how the Japanese political system works at the micro level of individual politicians, political relationships and systems. As such it will be of huge interest to students and scholars of Japanese politics, Asian politics and political systems.

Available in PDF, EPUB and Kindle. Book excerpt: Scholars often use the term "structural corruption" when discussing modern Japan's political system--a system that forces politicians to exchange favors with businessmen in return for funds to finance their political careers. Scholars argue that the origins of corruption can be found in the "iron triangles" formed by politicians, bureaucrats, and businessmen during the postwar era or during the Pacific War years. In this examination of malfeasance in Japanese public office, Richard Mitchell systematically surveys political bribery in Japan's historical and cultural contexts from antiquity to the early 1900s. Mitchell's narrative serially considers scandals involving courtiers in the ancient imperial government, corruption among the shogun's samurai officials, and political bribery among bureaucrats and party politicians in the mid-nineteenth century. Mitchell concludes that bribery was as ubiquitous in premodern Japan as it has been in recent times. Focusing on the period since 1868, Mitchell discusses in fascinating detail changes in political bribery in the wake of suffrage expansion, estimates of the enormous amount of campaign money needed to win a Diet seat in both the prewar and postwar periods, and the low conviction rate of suspected takers of bribes. Here is a highly readable and reliable survey of an important yet largely neglected topic in English-language studies of Japanese political history.

Available in PDF, EPUB and Kindle. Book excerpt: This study by one of Japan's foremost political scientists examines the unfolding relationship between the Liberal Democratic Party (LDP), the state, and the forces of industrialization in Japan from the 1950s through the 1980s. It is the only book in English to describe and analyze in detail Japan's political development during this critical period. Masumi argues that Japan's rapid economic growth was promoted by an "iron triangle" among three actors—the LDP, the bureaucracy, and big business. This growth fueled the enormous social changes of the 1960s and 1970s, which in turn forced the transformation of the "iron triangle" and the basis of party power. In a final chapter, Masumi reflects on the end of LDP rule in 1993. Available in PDF, EPUB and Kindle. Book excerpt: Our narratives of postwar Japan have long been cast in terms almost synonymous with the story of rapid economic growth. Scott O’Bryan reinterprets this seemingly familiar history through an innovative exploration, not of the anatomy of growth itself, but of the history of growth as a set of discourses by which Japanese "growth performance" as "economic miracle" came to be articulated. The premise of his work is simple: To our understandings of the material changes that took place in Japan during the second half of the twentieth century we must also add perspectives that account for growth as a new idea around the world, one that emerged alongside rapid economic expansion in postwar Japan and underwrote the modes by which it was imagined, forecast, pursued, and regulated. In an accessible, lively style, O’Bryan traces the history of growth as an object of social scientific knowledge and as a new analytical paradigm that came to govern the terms by which Japanese understood their national purposes and imagined a newly materialist vision of social and individual prosperity. Several intersecting obsessions worked together after the war to create an agenda of social reform through rapid macroeconomic increase. Epistemological developments within social science provided the conceptual instruments by which technocrats gave birth to a shared lexicon of growth. Meanwhile, reformers combined prewar Marxist critiques with new modes of macroeconomic understanding to mobilize long-standing fears of overpopulation and "backwardness" and argue for a growthist vision of national reformation. O’Bryan also presents surprising accounts of the key role played by the ideal of full employment in national conceptions of recovery and of a new valorization of consumption in the postwar world that was taking shape. Both of these, he argues, formed critical components in a constellation of ideas that even in the context of relative poverty and uncertainty coalesced into a powerful vision of a materially prosperous future. Even as Japan became the premier icon of the growthist ideal, neither the faith in rapid growth as a prescription for national reform nor the ascendancy of social scientific epistemologies that provided its technical support was unique to Japanese experience. The Growth Idea thus helps to historicize a concept of never-ending growth that continues to undergird our most basic beliefs about the success of nations and the operations of the global economy. It is a particularly timely contribution given current imperatives to reconceive ideas of purpose and prosperity in an age of resource depletion and global warming.
